Specifically, regarding the scope of regulation and applicable subjects, the Circular stipulates the basic design contents of mineral exploitation investment projects and mine design to serve mineral exploitation activities (except oil and gas; types of natural water other than natural mineral water, natural hot water) regardless of the source of capital used.
This Circular applies to organizations and individuals engaged in mineral exploitation activities; organizations and individuals engaged in construction investment consultancy activities; competent state management agencies as prescribed by law on construction, planning, investment, minerals and other relevant laws.
The Circular also clearly states the basic design content of mineral exploitation investment projects; mine design content to serve mineral exploitation activities; construction drawing design content of mineral exploitation investment projects; transitional provisions, etc.
Circular 31/2025/TT-BCT stipulates the basic design contents of mineral exploitation investment projects and mine design, repealing Circular 26/2016/TT-BCT dated November 30, 2016 of the Minister of Industry and Trade regulating the preparation, appraisal and approval of construction investment projects, construction design and construction estimates of mineral mine works. The Circular takes effect from July 1, 2025.
