On the occasion of the 80th anniversary of the August Revolution and National Day September 2 (1945-2025), in addition to the policy of giving gifts to people with revolutionary contributions, at the rate of 500,000 VND/person according to Decision No. 689 of the President , the Party and State have decided to give gifts to all citizens as a word of gratitude and to share the joy on the great holiday.
Based on Resolution No. 263 of the Government on giving gifts to citizens, the Ministry of Finance has coordinated with the Ministry of Public Security to issue a document to the People's Committees of centrally-run provinces/cities guiding the process, procedures and forms for citizens to receive gifts.
Accordingly, regarding the recipients of gifts, the provisions of Clause 1, Article 1 of Resolution No. 263 clearly state: Vietnamese citizens and people of Vietnamese origin whose nationality has not been determined but have been granted a certificate of identity residing in Vietnam and have been collected, updated, and assigned a personal identification number in the National Population Database, established by the end of August 30, 2025. The gift level is 100,000 VND/person, in cash.
Gift giving to citizens is done by household. The head of household (or a family member legally authorized by the head of household) will receive and deliver the gifts to the members of the household on behalf of the citizen. In case the citizen does not have a permanent residence, the gift will be given directly to each citizen or to the person authorized by the citizen.
Citizens can receive gifts in one of two ways: Transfer via social security account integrated on the Electronic Identification Application - VneID. Or receive directly in cash at the payment point organized by the locality in case the citizen has not integrated a social security account on VneID.

The Commune People's Committee decides on the gift-giving location in accordance with actual conditions, prioritizing a location convenient for citizens. Citizens come to the gift-giving location organized by the Commune People's Committee at their permanent residence, temporary residence, or current residence to receive gifts. When receiving gifts, citizens must present their citizen identification card or legal documents as prescribed. In case of receiving on behalf of a minor, a valid power of attorney or birth certificate is required.
Time to receive gifts, starting from August 30 and finishing before September 2. In case of objective reasons, citizens can receive gifts after this deadline, but no later than September 15.
The Ministry of Finance said that it has transferred full funds to localities to carry out gift giving to citizens according to regulations. Funds are arranged in the central budget expenditure estimate for 2025.
Previously, Deputy Prime Minister Ho Duc Phoc signed Decision No. 1867 dated August 29 on targeted supplementation from the central budget to local budgets to give gifts to people on the occasion of the 80th anniversary of the August Revolution and National Day September 2.
The decision clearly states that the targeted supplement from the 2025 central budget expenditure estimate has been decided by the National Assembly but has not yet been allocated in detail to 34 provinces and cities to implement the policy of giving gifts to the people. The total budget is more than 10,700 billion VND.
