Regarding the recent incidents of fake milk, fake medicine; products that directly affect children and patients, at the regular Government press conference in April 2025. Deputy Minister of Health Tran Van Thuan said that this is a serious violation of business ethics; these acts need to be strictly handled to serve as a lesson for organizations and individuals involved in the production and trading of functional foods.

Information on the progress and results of the investigation into the discovered cases of production and trade of fake milk and fake medicine, Major General Hoang Anh Tuyen, Deputy Chief of Office and Spokesperson of the Ministry of Public Security, said.

" The first case is the production, trade, and business of fake milk and fake medicine. By April 29, 2025, the Ministry of Public Security's Investigation Police Agency had prosecuted and temporarily detained 15 subjects to investigate the acts of production and trade of fake goods and food; violating accounting regulations causing serious consequences; fraud, appropriation of property; bribery and bribery brokerage.

The second case is the production and trading of counterfeit goods, medicines, and disease prevention drugs in Thanh Hoa province and many provinces and cities nationwide. On April 29, 2025, the Investigation Police Agency of Thanh Hoa Provincial Police issued a decision to prosecute the case and prosecute 14 subjects for the crime of producing and trading counterfeit medicines for disease prevention and treatment. The third case is the production of health protection foods, using fake test results to bring products to the market produced by Hirbitech Company Limited. On April 28, 2025, the Investigation Police Agency of the Ministry of Public Security issued a decision to prosecute the accused, an arrest warrant for temporary detention, and a search warrant for the residence of 4 accused including: Pham Vu Khiem, Director of Herbitech Company Limited, Vuong Thi Hoa, Le Thi Hong Van, Bui Thi Thu Ha, Chief Accountant, or in charge of Accounting of Herbitech Company from 2021 to present, with the same crime of violating accounting regulations causing serious consequences.

According to the investigation results, Pham Van Khiem directed Vuong Thi Hoa, Le Thi Hong Van, and Bui Thi Thu Ha to set up two accounting systems, one for tax declaration, showing the quantity of goods produced and traded much less than the actual amount. The second system was to track internal spending with the full number of goods produced and traded, the amount of money collected, and not to declare taxes. Accordingly, more than 121 billion VND was left out of the accounting books. Initial determinations determined that the damage to the State budget was more than 10 billion VND in taxes that should have been paid.
