Chairman of the Hanoi People's Committee Tran Sy Thanh has just signed and issued Plan No. 139, implementing Action Program No. 21 of the Hanoi Party Committee to implement Resolution No. 29 of the Central Executive Committee on continuing to promote industrialization and modernization of the country by 2030, with a vision to 2045.

The plan specifies criteria for evaluating the results of industrialization and modernization in the capital; clearly defines the work content associated with the assignment of specific tasks and responsibilities of all levels, sectors, cadres and party members in implementing Action Program No. 21 according to a suitable roadmap;

At the same time, there are scientific , drastic, synchronous, effective organizational and implementation solutions, striving for the highest effort to contribute to the successful implementation of the set goals and tasks.

The industrialization and modernization indicators of the Capital include 26 indicators: 7 indicators on economic development level; 9 indicators on cultural and social development level; 5 indicators on urban development level; 4 indicators on environmental protection and management level.

Notably, regarding the development and completion of mechanisms and policies to promote industrialization and modernization of the Capital, the City People's Committee assigned the Department of Justice to preside over and coordinate with agencies to accelerate the development of the Capital Law (amended) according to the principle of only including outstanding specific issues or those not yet included in other laws.

The city also researched and piloted the public investment - private management, private investment - public use models; perfected the standards, regulations, and technical norms of industries and fields that are close to the reality and characteristics of the capital, approaching international standards.

The Department of Science and Technology shall take the lead in coordinating with relevant agencies to develop incentive mechanisms for the development of science and technology, innovation, and encourage enterprises to invest in research and development; advise the City People's Committee to continue to recommend to the central government to assign Hanoi to manage the Hoa Lac High-Tech Park, build and develop innovation centers.

The city also invests in building more bridges across the Red River and Duong River; strives to complete Ring Road 4 before 2027 and prepares to invest in and build Ring Road 5 before 2030; studies the expansion and upgrading of Noi Bai International Airport, and builds one more international airport to meet the development requirements of the capital region and the northern region.
