Letter calling for joint efforts, acceleration, determination, and resoluteness to successfully implement the targets and tasks of the fourth quarter of 2023

On October 16, 2023, Comrade Tran Quoc Nam, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, issued a letter calling on Party committees, authorities, the Fatherland Front, mass organizations, cadres, party members; organizations, enterprises, businessmen and people in the province to join hands in making efforts, accelerating, being determined and resolute in successfully implementing the targets and tasks of the fourth quarter of 2023. According to the assessment of the Provincial Party Standing Committee in the Conclusion Notice No. 426-KL/TU dated October 12, 2023 on the implementation of 9-month tasks and key tasks for the last 3 months of 2023, the implementation of 9-month tasks in the context as forecasted, but with more difficulties and challenges, especially the impact of inflation, rising interest rates, narrowing markets, export difficulties, slow issuance of energy development policies and mechanisms... has affected the implementation of tasks. However, with high determination, the Provincial Party Committee, the People's Council, the Provincial People's Committee, departments, branches, and localities have closely followed the direction of the Central Government, focused on leadership, closely and resolutely directed key and urgent solutions and tasks; with the solidarity, responsibility, and efforts of the entire political system and all classes of people, and the business community in the province, positive results have been achieved; GRDP growth in 9 months increased by 8.67%, ranking 9th in the country and 3rd in the provinces of the North Central and Central Coast regions.

Although the economic growth rate was quite good, it did not reach the set target. Specifically, GRDP in the first 9 months increased by 8.67% (target 10-11%). Processing, manufacturing and product tax industries grew slowly. Seafood exports were still facing difficulties and decreased sharply. Budget revenue decreased, especially revenue from land. Some key projects on energy, urban areas, tourism, etc. were behind schedule; the occupancy rate of industrial zones and clusters was still low. Disbursement of public investment capital was low, especially career capital under the national target program. Business activities in general were still very difficult. Employment was low, child injuries still occurred. Social order and safety were complicated in some places and at some times, some types of drug and black credit crimes tended to increase. The remaining time of 2023 is not much, the tasks of the last 3 months of the year will be more difficult, especially the complicated and unpredictable situation of rain, floods, and epidemics, the slow recovery of the world economy, and difficulties in production and business activities of enterprises... affecting the implementation of tasks in the coming time.

To ensure the successful implementation of the province's socio-economic growth and development goals and targets in 2023; with the 2023 action motto "Solidarity, discipline, determination, flexibility, creativity, efficiency", along with the determination and highest efforts to strive to achieve the GRDP growth target set out in the 2023 Resolution (GRDP 10-11%); the Chairman of the Provincial People's Committee requests the Heads of Departments, branches, Chairmen of People's Committees of districts and cities; at the same time, requests the Fatherland Front, socio-political organizations of the province, and the business community to join hands with state agencies to focus on synchronously implementing solutions to successfully implement the targets and tasks in 2023, specifically as follows:

1. Heads of Departments, branches, Chairmen of People's Committees of districts and cities focus on leading, directing the review and implementation of the completion of assigned key tasks; especially the key breakthrough tasks, the main tasks assigned in Decision No. 30/QD-UBND dated January 17, 2023 of the Provincial People's Committee, striving to complete 100% of the tasks in 2023. Special attention is paid to effectively resolving existing problems related to social security that have been pointed out.

2. Continue to resolutely and effectively direct the implementation of the Central and provincial policies on socio-economic development in the fourth quarter of 2023; in which, focus on implementing 05 groups of breakthrough tasks and solutions: (1) Accelerate public investment, strive to disburse public investment capital to the highest level, identifying this as the task of the entire political system, focus on supporting and guiding investors and localities to remove difficulties and obstacles in disbursing public investment capital, especially capital for implementing national target programs, career capital, foreign capital sources; (2) Focus on breakthroughs in the service and tourism sectors, digital transformation; (3) Promote the energy industry and manufacturing and processing industry, focus on removing difficulties and obstacles to attract secondary investment in industrial parks and clusters; (4) Maintain growth in the agricultural and fishery sectors; (5) Focus on removing difficulties and obstacles for businesses, with a spirit of responsibility, perseverance, innovation in working methods, handling them thoroughly, and accompanying businesses.

3. Propose that the Fatherland Front, socio-political organizations of the province, and the business community join hands with state agencies to regularly propagate and mobilize cadres, union members, association members and all people to enthusiastically respond and actively participate in emulation movements for socio-economic development of the province.
