On September 6, at the plenary session of the Judiciary Committee examining the Government's judicial work report, Deputy Minister of Public Security Tran Quoc To said that the incident in Dak Lak was regrettable. This could be considered an inevitable consequence, accumulated due to the hostile forces' constant sabotage, not simply our negligence.
According to Mr. To, the underlying cause of the incident in Dak Lak is still the socio-economic issues of the people in the region; the gap between rich and poor; land management; building the political system and finally some other issues related to security and order management at the grassroots level.
Before and after the incident, the Ministry of Public Security had issued many documents advising on this matter. "After the incident, we also held a meeting with the Party Committee of 10 provinces in the Central Highlands, from which we clearly identified the cause and came to a conclusion," said Mr. To.
Earlier, presenting a report at the plenary session, the Judiciary Committee's research team expressed concern about the terrorist attack that had caused particularly serious consequences to the lives and health of officials and people, greatly affecting local security and politics.
The research team recommended that the Government direct relevant agencies to strengthen state management, deploy comprehensive solutions, grasp the situation, and learn from experience to prevent similar incidents from happening.
Discussing this content, Mr. Duong Khac Mai (Dak Nong province delegate) assessed that the risk of insecurity in the Central Highlands provinces in general and border, remote and isolated areas in particular is still large.
These areas are mostly very large, with complex and fragmented terrain, many border provinces, sparsely populated, and a large number of unplanned migrants.
This is also a place often chosen by criminals to hide and avoid being caught by the authorities; the risk of insecurity and crime is very high, but the authorities are thin, and conditions and facilities are limited.
Through the construction of the law on grassroots security forces, delegate Duong Khac Mai recommended that the Ministry of Public Security needs to be improved, especially in key areas, to prevent crimes more effectively, and prevent early and from afar similar risks as in Dak Lak.
At the conference, delegate Dinh Van The (Deputy Commander of Gia Lai Province Military Command) raised concerns about the management of military weapons. The attack on the People's Committee headquarters of Ea Ktur and Ea Tieu communes (Cu Kuin district, Dak Lak province) occurred in the early morning of June 11, carried out by a group of people armed with guns and homemade weapons. They killed 9 people including the Secretary of Ea Ktur commune, the Chairman of Ea Tieu commune, 4 police officers and 3 residents; injured 2 police officers and many others.
The investigation agency has arrested more than 90 people for the crimes of: Terrorism against the people's government; Failure to report crimes; Brokering others to illegally exit or enter Vietnam.
