(MPI) - On the afternoon of August 14, 2024, Deputy Minister of Planning and Investment Nguyen Thi Bich Ngoc chaired a meeting to collect opinions on completing the Project on Human Resources Development for the Semiconductor Industry to 2030, with a vision to 2050. Attending the meeting were Mr. Ho Ky Minh, Vice Chairman of the People's Committee of Da Nang City and representatives of relevant ministries, departments, branches and agencies.

Speaking at the opening of the meeting, Deputy Minister Nguyen Thi Bich Ngoc said that, implementing the direction of the Prime Minister at the Government Standing Committee meeting on August 7, 2024 on completing the Project "Developing human resources for the semiconductor industry to 2030, with a vision to 2050" (Project), the Ministry of Planning and Investment organized a meeting to synthesize more opinions from relevant ministries and agencies, and finalize the Project to report to the Government Standing Committee, and the Prime Minister to issue an approval decision.
At the same time, he emphasized that this is a difficult, important and necessary task, especially in the current context. Therefore, in the past time, the Ministry of Planning and Investment has made efforts to elaborately develop the Project, consulted with ministries, localities, Party committees, research institutes, universities; listened to many opinions of domestic and foreign experts and reported to competent authorities for comments.
The draft sets out specific tasks, solutions and assignments for relevant ministries, branches and agencies, including regular tasks and tasks associated with reports, programs, projects, policies and specific products, clearly stating the focal agency, coordinating agency and completion deadline to achieve the goal that by 2030, human resources in the Vietnamese semiconductor industry will participate in the process of designing semiconductor microcircuits to meet the actual needs of the market; participate in the stages of packaging and testing semiconductor microcircuits; participate in working and gradually grasp the technology in the semiconductor manufacturing stage; and Vietnam will train at least 50,000 engineers and bachelors to serve the semiconductor industry in all stages of the value chain.
By 2050, Vietnam will become an important link in the global semiconductor industry value chain with a team of engineers and experts capable of meeting the development requirements of the Vietnamese semiconductor industry in both quality and quantity.
To continue perfecting the Project, Deputy Minister Nguyen Thi Bich Ngoc requested representatives of ministries, branches, localities, institutes, schools and experts to give specific comments directly on the draft Project, especially the contents under the direction of the Prime Minister at the meeting on August 7, 2024 on funding for implementing the Project; standard laboratories; Encouraging the participation of the private sector; Regarding the addition of scope and renaming of the Project.

Participating in giving opinions, representatives of ministries, branches, localities, institutes and schools highly appreciated the initiative of the Ministry of Planning and Investment in the process of drafting the Project; this is a new and difficult task, but the Ministry is always open-minded, researches and develops very elaborately, proposes many tasks and solutions to realize the set goals. The opinions also emphasized the content that is being focused on asking for opinions and expressed high consensus and unanimity.
Vice Chairman of the Da Nang City People's Committee Ho Ky Minh expressed his agreement with the contents of the request for opinions and said that including the total estimated budget in the Decision approving the Program is appropriate and necessary; the basis for implementing and deploying the tasks and objectives of the Project, meeting the urgent needs of the industry; the inclusion of the number of standard laboratories is to create a basis for developing investment policy proposals to submit to competent authorities for approval and implementing investment procedures according to the provisions of law. Encouraging the participation of the private sector to diversify resources involved in the development and implementation of the Project, especially the participation of state-owned enterprises and the private sector. The name of the Project should remain as it is.
Representatives of Hanoi National University, Ho Chi Minh City National University, Hanoi University of Science and Technology, Transport University, etc. and private universities such as Dai Nam University, FPT University, etc. participated in expressing their opinions and highly agreeing with the contents mentioned; stating that the development of the Project is very necessary, taking advantage of opportunities in the current context. In the implementation process, it is necessary to continue to have the active participation of relevant parties, especially the cooperation and consensus of institutes and schools.
Concluding the meeting, Deputy Minister Nguyen Thi Ngoc thanked and appreciated the participation of delegates from schools and state management agencies; and thanked the opinions shared from expert perspectives. At the same time, she affirmed that, with a receptive spirit, the Ministry of Planning and Investment will continue to research and absorb opinions to complete the Project with feasibility and effectiveness; to do so, it is necessary to have the coordination and support of relevant parties.
Developing the semiconductor industry is an objective requirement, a priority strategic choice, in which developing high-tech science will promote the country's development. Training human resources for the semiconductor industry is a "breakthrough of breakthroughs" in training high-quality human resources. Developing human resources for the semiconductor industry must be synchronized with developing the semiconductor industry ecosystem, associated with training in basic science, specialized science, in line with the roadmap and fields in which Vietnam has strengths./.
