(MPI) - On the afternoon of August 13, 2024, at the headquarters of the Ministry of Planning and Investment , Deputy Minister Tran Quoc Phuong received the delegation of Executive Directors of the Asian Development Bank (ADB) led by Ms. Charlotte Justine Diokno Sicat, Executive Director in charge of Kazakhstan, Maldives, Marshall Islands, Mongolia, Pakistan, Philippines, Timor-Leste.
The meeting was attended by the Executive Directors in charge of the following countries: Korea; Papua New Guinea; Sri Lanka; Taipei, China; Uzbekistan; Vanuatu; Vietnam; in charge of the following countries: Australia; Azerbaijan; Cambodia; Georgia; Hong Kong, China; Kiribati; Micronesia; Nauru; Palau; Solomon Islands; Tuvalu; in charge of the following countries: Armenia; Cook Islands; Fiji; Indonesia; Kyrgyz Republic; New Zealand; Niue; Samoa; Tonga; in charge of these countries: Bangladesh; Bhutan; India; Lao PDR; Tajikistan; Turkmenistan; in charge of these countries: Brunei Darussalam; Malaysia; Nepal; Singapore; Thailand; and the Deputy Executive Director in Japan. Also attending the meeting were representatives of ADB in Vietnam and representatives of relevant units under the Ministry of Planning and Investment.

Speaking at the reception, on behalf of the delegation, Ms. Charlotte Justine Diokno Sicat thanked Deputy Minister Tran Quoc Phuong for taking the time to welcome her and said that this is a regular four-year working trip of the ADB Board of Executive Directors, expected to work with leaders of Vietnamese ministries and branches, including the Ministry of Planning and Investment, to discuss ADB's activities in Vietnam, orientations for strengthening cooperation between ADB and Vietnam in the coming time; sharing experiences of countries on economic recovery after the pandemic, economic models in the new context, climate change response, energy transition, etc.
Ms. Charlotte Justine Diokno Sicat and members of the delegation congratulated and expressed their impressions of Vietnam's development; at the same time, they raised issues that they hoped to receive sharing from the Ministry of Planning and Investment, including Vietnam's growth drivers; new orientations on development strategy to achieve the goal of becoming a developing country with modern industry and high middle income by 2030 and becoming a developed country with high income by 2045.
Welcoming Ms. Charlotte Justine Diokno Sicat and members of the delegation to visit and work at the Ministry of Planning and Investment, Deputy Minister Tran Quoc Phuong said that this is an opportunity to exchange and discuss contents to further promote cooperation between Vietnam and ADB in the coming time. At the same time, he affirmed that ADB is one of the important development partners of Vietnam.
Deputy Minister Tran Quoc Phuong highly appreciated the role of ADB in supporting and cooperating economically with countries in the Greater Mekong Subregion (GMS); at the same time, he highly appreciated ADB's activities in Vietnam in actively coordinating with ministries, branches and localities to promptly improve and adjust to speed up the implementation of investment procedures. Currently, ADB has the most projects being implemented in Vietnam; is one of the most enthusiastic partners with effective support in areas such as transport infrastructure, irrigation, energy, especially hunger eradication and poverty reduction in remote areas, border and island areas, health development,education ... The support areas are consistent with Vietnam's socio-economic development strategy and plan.
ADB projects are linked to Vietnam's priorities such as climate change response in many areas such as electricity, transport, agriculture; just energy transition (JETP) towards net-zero goals; support in providing technical assistance, policy advice;...

Regarding the issue of concern to the Delegation about the driving force for Vietnam's economic development, Deputy Minister Tran Quoc Phuong said that despite achieving many important results in socio-economic development, the economy has recovered after the Covid-19 pandemic; however, Vietnam is still facing difficulties and challenges from the domestic and international context. In that context, Vietnam promotes traditional growth drivers and new growth drivers. Accordingly, traditional drivers are investment, export, and consumption. Along with that, it is promoting new growth drivers such as promoting institutional and legal perfection; strongly promoting digital transformation, green transformation, circular economy, and industries; promoting investment attraction, including new fields such as semiconductor chips, artificial intelligence, renewable energy, new energy; ...
Regarding labor productivity growth, the Deputy Minister said that Vietnam's socio-economic development strategy for the 2021-2030 period has identified three strategic breakthroughs in institutions, infrastructure and human resource development associated with economic restructuring and growth model innovation; promoting development based on science and technology, innovation and cultural values of Vietnamese people.
Based on the three strategic breakthroughs mentioned above, Vietnam expects labor productivity to improve in the coming time. However, to achieve the set goals, there are many difficulties and challenges, especially related to resources. Therefore, Vietnam wishes to continue to cooperate more strongly with development partners, including ADB, to have more resources for investment, Deputy Minister Tran Quoc Phuong emphasized.
At the meeting, the two sides openly and frankly discussed specific issues, including loan conditions, loan interest rates, procedures in project implementation, etc. At the same time, they expressed their hope that the two sides would continue to make efforts to bring about better and more effective cooperation results in the future./.
