Clause 1, Article 36 stipulates the records of students transferring schools. The school from which the student is transferring will guide the completion and confirmation of the validity of the records. The school receiving the student will receive and manage the records. The records include:

What is the procedure for transferring schools for students?

The school transfer procedure includes the following steps:

1. Parents or guardians of students submit an application for school transfer to the new school by submitting it directly, by post or online on the Public Service Portal (if available);
   
2. Within no more than 3 working days from the date of receipt of the application, the principal of the transfer school shall agree to accept the student into the application. In case of disagreement, the reason must be clearly stated in the application and the application must be returned to the student's parents or guardians in the form in which the application was received;
   
3. When the transfer school agrees to accept the transfer, the student's parents or guardians shall submit a transfer application to the school from which the transfer is made. Within no more than 3 working days from the date of receipt of the application, the principal of the school from which the transfer is made shall be responsible for returning the application to the student in accordance with the provisions of Clause 1 of this Article;
   
4. Parents or guardians of students submit all documents specified in Clause 1 of this Article to the school to which they are transferring;
   
5. Within no more than 3 working days from the date of receiving complete documents, the principal of the transfer school will organize an exchange, survey, consultation and receive and place students in classes.

What are the procedures for transferring schools for primary school age students from abroad to Vietnam?

A parent asked: "My child is studying in grade 3 in Japan and will soon move to Ho Chi Minh City to live. What procedures do I need to follow to transfer my child from abroad to study in Vietnam?"

Procedures for transferring schools for primary school-age students from abroad to Vietnam are stipulated in Clause 3, Article 36, Circular No. 28/2020/TT-BGDĐ. Specifically:

• Parents or guardians of students submit a request ( according to this form ) to the school where they are transferring to by submitting it directly, by post or online on the Public Service Portal (if available);
  
• Within no more than 3 working days from the date of receipt of the application, the principal of the transfer school shall agree to accept the student into the application. In case of disagreement, the reason must be clearly stated in the application and the application must be returned to the student's parents or guardians in the form in which the application was received;
  
• In case of agreeing to accept the student, within no more than 7 working days from the date of receiving the application, the primary school principal shall organize a survey of the student's level, place the student in an appropriate class, receive and manage the student's records according to regulations.
  

Recently, the Department of Education and Training of localities in Ho Chi Minh City issued documents guiding the transfer of schools in domestic primary schools and the transfer of schools from abroad to Vietnam (primary school age students). Recently, on July 11, the Department of Education and Training of District 5 also issued an official dispatch on "implementing school transfers in primary schools".

The Department of Education and Training has instructed the principals of primary schools to carry out the necessary procedures, documents, and steps to take for students transferring schools. The Head of the Department of Education and Training of District 5 requested that the principals of primary schools need to report data on school transfers. It is necessary to report data on students transferring in and out to the Department of Education and Training, even if there is no data on school transfers, in the monthly report of the unit (with attached list of students transferring in and out).

The principal is responsible for the people's feedback on school transfers; accepting students who transfer to a class exceeding the number of students in the class according to the regulations of the Primary School Charter.
