The conference was connected online from the main bridge point of Ho Chi Minh National Academy of Politics to 11,000 bridges across the country with over 1.5 million delegates attending.
Speaking at the Conference, Prime Minister Pham Minh Chinh emphasized important issues that need to be thoroughly understood related to the revolution in the organization of the political system, including the arrangement of administrative boundaries at all levels and the organization of two-level local governments.
Firstly, we determine that this is a revolution in the organization of the apparatus in the political system, which must be done with great determination, drasticness, consensus, comradeship, synchronization, uniformity, and concurrentness.
According to the Prime Minister, revolution has advantages, which must be maximized to create resonance, motivation, and inspiration; at the same time, there are many difficulties and obstacles, because moving from one state to another requires delay, time, adaptation, and adaptation, so we must be persistent and steadfast in doing it, learn from experience while doing it, gradually expand, not be perfectionist, not hasty, when there is an opportunity, promote it with the spirit of "faster, bolder", but once done, we must win for sure, not half-heartedly.
On the second issue, the Prime Minister reiterated the opinion of General Secretary To Lam: We are making this revolution in the organizational apparatus not only to create new development space, new development momentum, with a wider, larger, stronger, and more comprehensive scope and target; but most importantly, to transform the state of the political apparatus (including Party agencies, the government, the Fatherland Front, and socio-political organizations) from passively receiving and solving problems of people and businesses to creating, proactively serving, and solving the work and problems of people and businesses.
"We must thoroughly understand this spirit, because the people are eagerly waiting, and international friends are also very interested in this revolution, in the context that our country has never had such a foundation, potential, position and international prestige as today. Of course, we must be humble, waiting for the effectiveness of this revolution to impact the socio-economy," said the Prime Minister.
The Prime Minister said that the revolution is also a solution, along with other solutions such as implementing the "four pillars" to contribute to promoting growth from 8% this year and double digits in the coming years, realizing the two 100-year goals set. These are also additional solutions compared to the Resolution of the 13th National Party Congress.
The Prime Minister expressed his hope that the two-level local government would truly transform into such a state, and said that the Central Government must of course transform. Ministries, branches, and agencies at the Central Government play a constructive role, not doing specific work but focusing on implementing groups of state management tasks: building strategies, planning, and plans; building institutions and laws to manage and create development; building mechanisms and policies to mobilize resources for development; designing tools to inspect, monitor, and control power; evaluating, summarizing practices, drawing lessons, building theories, replicating good models, good practices, and removing difficulties and obstacles; implementing emulation, commendation, and disciplinary actions promptly, accurately, fairly, reasonably, and effectively.

Third issue , the Prime Minister emphasized the need to promote decentralization and delegation of power to localities, along with resource allocation, improving implementation capacity and strengthening supervision, inspection, implementing "know then manage, don't know then don't manage", eliminating the mechanism of asking for permission. The Prime Minister gave an example, in environmental impact assessment, if a department in the Ministry reviews all projects nationwide, it will lead to delay, prolongation, and even negativity.
The Prime Minister said that through reviewing a total of 5,076 legal documents, there were 152 tasks delegated by the Government and the Prime Minister to local authorities, 913 tasks delegated by ministries and ministers to local authorities, and 1,248 tasks and authorities were identified to determine authority.
On that basis, ministries and ministerial-level agencies have submitted to the Government 28 Decrees on decentralization, delegation of authority, and assignment of authority by sector and field, associated with ensuring resources, strongly reforming administrative procedures, along with the Decree on public administrative service centers; clearly defining the state management function at the central level and the implementation function at the local level. In the coming time, we will continue to review to continue decentralization, delegation of authority, increase post-inspection, reduce pre-inspection, reduce inconvenience, harassment, and requests.
Fourth issue, the Prime Minister said that when 63 provinces and cities are reduced to 34 provinces and cities with a population of over 2 million people each and implementing a two-level government, eliminating the district level, there will be more work, the subjects and scope of management will be wider, and the nature will be more complicated, so Party committees and authorities at all levels need to promote the spirit of initiative, creativity, flexibility, high responsibility, closer to the people, proactively create, serve the people, and try harder.
The Prime Minister gave an example that the governing body and project investors must decide on bidding, contractor appointment or assignment of tasks, only then can the apparatus run, the staff be streamlined and the focus be on the grassroots and the people. "Now we have decentralised and delegated power, given authority and responsibility to you to do it," said the Prime Minister.
Fifth issue, the Prime Minister said that agencies, Party committees and authorities must proactively inspect and supervise, with the spirit of large-scale supervision and focused inspection.
The sixth issue is the issue related to the relationship between agencies in the political system; the relationship between the Party's leadership, the State's management, and the people's mastery, especially at the grassroots level, must truly be a close, flesh-and-blood, tight, and transparent relationship.

According to the Prime Minister, the Party Committee must not only concretize the policies and guidelines of the higher level, but also be proactive, flexible, creative, and appropriate to specific conditions to supplement new issues, handle emerging issues, new issues, difficult issues, and issues that the people want and demand. For issues that do not have regulations, or have regulations but are overcome by practice, they must be flexible, creative, and resolved within their authority or reported to competent authorities.
The Prime Minister requested Party committees, authorities at all levels, the Fatherland Front, socio-political organizations, especially leaders, especially at the grassroots level, to listen to the voices of the people and businesses, closely follow reality, increase field visits, focus on the grassroots and solve practical problems.
"The State must manage strictly but must be creative, creative for development, reduce inconvenience for people but still be able to manage. And the more creative we are, the more institutions we build, the easier our management will be because people will participate in supervision," said the Prime Minister.
For example, if the locality has a planning exhibition center, people will be able to better monitor the implementation of the planning. At the same time, the Prime Minister requested that we listen to opinions to boldly amend and perfect the institutions, with the goal of basically removing institutional obstacles from now until the end of the year.
The Prime Minister also noted the work of information and propaganda, with the requirement that press and media agencies must participate in doing well this task with related topics and columns. The Prime Minister noted a number of specific contents: Guidance on regulations of the Party, State, and Fatherland Front; new points, points to note, and difficult points for all people to know and implement; receiving information, explaining contents that people are interested in or do not understand. In particular, the Prime Minister noted promoting the role of the Government Electronic Information Portal and the National Law Portal.
The Prime Minister directed Party committees, authorities, and agencies at all levels to focus on seriously, synchronously, and resolutely implementing the direction in Conclusion No. 167-KL/TW dated June 13, 2025 of the Politburo and the Secretariat on the policy of restructuring the apparatus and administrative units, putting them into operation at the provincial and communal levels simultaneously from July 1, 2025; with the spirit of saying what is done, committing to doing what must be done, doing what is done must have specific products, weighing, measuring, counting, quantifying, valuing time, valuing intelligence, and timely decisiveness.
Emphasizing that our Party has no other goal than to gain independence and freedom for the nation, protect the country's sovereignty and territorial integrity, and bring a prosperous and happy life to the people, the Prime Minister believes that with the current strong momentum, motivation, and resources, the two-level government will operate smoothly and efficiently, bringing benefits to the people.
