The State Steering Committee for National Key Programs, Works, and Projects in the Energy Sector (the Steering Committee) has recently sent a document to the Ministry of Agriculture and Rural Development (MARD), the People's Committees of the relevant provinces; Vietnam Electricity Group (EVN); and the National Power Transmission Corporation (EVNNPT) regarding the handling of difficulties and obstacles in the implementation of the 500kV circuit 3 transmission line project from Quang Trach to Pho Noi.

The 500kV transmission line projects from Quang Trach to Pho Noi include: the 500kV Quang Trach – Quynh Luu transmission line, the 500kV Quynh Luu - Thanh Hoa transmission line, the 500kV Nam Dinh I Thermal Power Plant - Thanh Hoa transmission line, and the 500kV Nam Dinh I Thermal Power Plant - Pho Noi transmission line.
These are crucial projects aimed at enhancing the transmission capacity of the North-Central axis, which the Prime Minister has mandated be completed no later than June 2024.
Currently, the projects have received investment approval from the Prime Minister and the investors have been approved to proceed with the next steps.
However, according to the investor's report, the implementation of the projects is still facing some difficulties and obstacles in land compensation and clearance and construction implementation.
Regarding this matter, the State Steering Committee for National Key Programs, Works, and Projects in the Energy Sector requests the Ministry of Agriculture and Rural Development to promptly coordinate with the Ministry of Justice and the Ministry of Industry and Trade to consider the temporary use of natural forests as temporary structures for construction purposes, as directed in Document No. 7701/VPCP-NN of the Government Office, and report to the Prime Minister as prescribed.
For the People's Committees of provinces where the projects pass through, it is requested that they direct relevant departments and agencies, as well as the People's Committees of districts, towns, and cities under their jurisdiction, to urgently complete the procedures related to land compensation and resettlement, creating conditions to accelerate the progress of the projects; and strengthen communication efforts with the people in the areas where the projects pass through to gain the support and consent of households to hand over the land.
Regarding the conversion of natural forest land use, the Prime Minister has now approved the policy of converting forest land for projects. Therefore, the provinces of Quang Binh, Ha Tinh, Nghe An, and Thanh Hoa are requested to promptly implement the necessary procedures to facilitate the acceleration of land compensation and site clearance.
The provinces of Quang Binh, Ha Tinh, and Nghe An, in coordination with relevant agencies and units, are focusing on resolving difficulties and obstacles, and promptly considering and approving the policy of changing the land use purpose for planted forests according to regulations, as a basis for implementing land compensation and resettlement work.
The Ninh Binh Provincial People's Committee directed the Kim Son District People's Committee to promptly address difficulties and obstacles related to land surveying and cadastral mapping documents, and to quickly implement land compensation and resettlement work.
For EVN and EVNNPT, the Steering Committee requested increased coordination with local authorities to overcome difficulties and obstacles, and accelerate the progress of land clearance for projects. They also requested regular inspections and monitoring of contractors during the construction process. Construction should commence immediately in locations where land is available and conditions are suitable, ensuring progress, quality, and absolute safety.
