Prime Minister Pham Minh Chinh receives leaders of friendship association

At the reception, Prime Minister Pham Minh Chinh expressed his impression of the cultural and historical traditions of Japan in general and Hiroshima in particular; said that Hiroshima is a symbol of anti-war and peace- loving spirit; expressed sympathy for Hiroshima's losses during the war with lasting consequences, and expressed admiration for the strong rise of this land after the war.

Prime Minister Pham Minh Chinh hopes that the friendship associations of Hiroshima will continue to contribute to promoting the cooperative relations between Vietnam and Japan in general and with Hiroshima in particular to become increasingly strong, effective, and bear more fruit in the future; calling on Hiroshima enterprises to invest and do more business in Vietnam; promoting people-to-people exchanges and cultural connections between the two countries; supporting the Vietnamese community in the Central-Southern region of Japan to live, study and work conveniently, promoting the important role of a bridge between the two countries.

Mr. Akagi Tatsuo, Vice President of the Hiroshima – Vietnam Peace and Friendship Association, informed about the activities of the friendship associations; he said that this is a unique feature of Hiroshima Prefecture in contributing to the relationship between the two countries. The Vice President of the Hiroshima – Vietnam Peace and Friendship Association also said that in the Asian region, Vietnam is Japan’s closest and most intimate partner.

Recalling the atomic bombing of Hiroshima in the final days of World War II, Mr. Akagi Tatsuo said that Hiroshima and Vietnam have similarities in that they both suffered devastation and severe consequences of war. He affirmed that the friendship associations will actively carry out activities according to the Prime Minister's direction and direction, continuing to contribute to the Vietnam - Japan relationship.

On the afternoon of May 19, right after arriving in Hiroshima city to attend the expanded G7 Summit and work in Japan, Prime Minister Pham Minh Chinh had a meeting with the Vietnamese community in Japan.

Also attending were Minister and Head of the Government Office Tran Van Son; Minister of Foreign Affairs Bui Thanh Son; Minister of Planning and Investment Nguyen Chi Dung; Minister of Finance Ho Duc Phoc; Minister of Transport Nguyen Van Thang; Chairman of the State Capital Management Committee at Enterprises Nguyen Hoang Anh.

According to Vietnamese Ambassador to Japan Pham Quang Hieu, the Vietnamese community in Japan has more than 476,000 people, making it the second largest foreign community in Japan and the second largest Vietnamese community in the world. Of these, there are about 250,000 workers, trainees, interns, about 50,000 international students, 60,000 engineers and about 40,000 people residing in Japan... Vietnamese people currently live, work and study in all 47 provinces and cities of Japan.

The Vietnamese community in Japan is mostly young and dynamic, with a growing business community and an increasing number of experts and intellectuals. They comply with the laws and policies of the host country; are always conscious of preserving national identity, are united, and turn towards their homeland and country, actively supporting activities to overcome natural disasters and prevent Covid-19. The Japanese government also creates favorable conditions for Vietnamese people to live, do business, and study.

At the meeting, overseas Vietnamese expressed their joy at welcoming Prime Minister Pham Minh Chinh to Hiroshima to attend the expanded G7 Summit and work in Japan, affirming Vietnam's position in the international arena and towards Japan; expressing their belief in the strong development and increasingly bright future of the country in the coming period.

In addition, the Vietnamese community in Japan also made many recommendations to develop the Vietnamese community in Japan; promote the image of Vietnam in Japan; mechanisms and policies for overseas Vietnamese to contribute more to the country and to the Vietnam - Japan relationship such as: Organizing more Vietnam - Japan cultural exchange activities; having more open land policies for overseas Vietnamese; tax policies for Vietnamese workers in Japan; simplifying procedures so that scientists can contribute more to the country; scientific works of Vietnamese people in Japan are applied more widely in Vietnam...

Talking to overseas Vietnamese, Prime Minister Pham Minh Chinh expressed his joy at witnessing the growth of the Vietnamese community in Japan and was moved by the sentiment, enthusiasm, responsibility, and desire to contribute to the homeland and country, demonstrating the cultural identity of the Vietnamese people.

The Prime Minister stated that the Party and State always affirm that overseas Vietnamese are an important and inseparable part and a driving force for the country's development. The Party and State have the responsibility to care for overseas Vietnamese and hope that the Vietnamese community abroad also has the responsibility to contribute to the country. When meeting any national leader, the Prime Minister himself always entrusts the creation of favorable conditions for the Vietnamese community living, studying and working in the country.

Reviewing the history of relations between the two countries, Prime Minister Pham Minh Chinh said that Vietnam and Japan have a predestined relationship. Currently, the Vietnam-Japan relationship is better than ever. In less than 2 years since taking office as Prime Minister of Japan, Prime Minister Fumio Kishida and Prime Minister Pham Minh Chinh have met 6 times to discuss and exchange views on promoting the Vietnam-Japan Extensive Strategic Partnership. Currently, Japan is the largest ODA donor, the second largest labor cooperation partner, the third largest investor, the third largest tourism partner, and the fourth largest trade partner of Vietnam. The two countries also share their stance and coordinate closely and effectively in multilateral forums. Prime Minister Pham Minh Chinh emphasized: “This is a favorable condition for the Vietnamese community in Japan to develop; for people to study, work, and do business conveniently, contributing to the country and the relationship between the two countries.”

Providing information on the country's situation, Prime Minister Pham Minh Chinh said that after more than 35 years of renovation, the size of Vietnam's economy has reached 409 billion USD; per capita income has increased from 160 USD to 4,100 USD. Vietnam's export turnover reached 371 billion USD in 2022. To date, Vietnam has been in the list of the top 20 economies in international trade; has signed about 100 bilateral and multilateral trade agreements, more than 60 investment promotion and protection agreements. The material and spiritual life of the people has been improved; security, order and national defense have been maintained; foreign affairs have been strengthened.

Regarding the proposals and recommendations of overseas Vietnamese, Prime Minister Pham Minh Chinh said that this is the responsibility of the government. The issues raised by overseas Vietnamese are being considered, adjusted and supplemented by ministries, branches and agencies to suit the situation. The Prime Minister asked the Vietnamese community in Japan in particular and overseas Vietnamese in general to continue contributing their opinions so that their appropriate contents are concretized in policies and laws during the process of institutional improvement.

Prime Minister Pham Minh Chinh requested that the Vietnamese Embassy and agencies abroad in general and in Japan in particular must consider overseas Vietnamese as family members, to protect their legitimate interests; at the same time, the overseas Vietnamese also consider the staff of the Embassy, ​​Vietnamese representative agencies abroad and each other as family members to share and progress together; as the folk song of our ancestors says: "Gourd, please love the squash, although they are different species, they are on the same trellis".

Prime Minister Pham Minh Chinh sent greetings and congratulations from General Secretary Nguyen Phu Trong, President Vo Van Thuong, and National Assembly Chairman Vuong Dinh Hue to the Vietnamese community in Japan, hoping that they will continue to develop, preserve their identity, and always look towards their homeland and country.
