Prime Minister: The People's Police must be a solid pillar of support for the people.

Prime Minister Pham Minh Chinh expressed his confidence that the People's Public Security force will achieve even more outstanding accomplishments and victories, making even more important and significant contributions to the cause of building and protecting the Fatherland.

On the morning of December 15th, Politburo member and Prime Minister Pham Minh Chinh attended and delivered a keynote address at the 81st National Police Conference, organized by the Central Party Committee of Public Security and the Ministry of Public Security .

Attending the Conference were: Member of the Political Bureau, Secretary of the Central Party Committee of Public Security, Minister of Public Security, General Luong Tam Quang; members of the Central Party Committee, leaders of central and Hanoi city departments, ministries and agencies; members of the Central Party Committee of Public Security, leaders of the Ministry of Public Security and heads of public security units and localities.

In his opening remarks at the Conference, Minister of Public Security Luong Tam Quang stated that this Conference was organized in an innovative way, shortening the time, increasing discussion, especially through group discussions, in order to assess the situation and results of police work in 2025; to set goals, requirements, targets, and key tasks and solutions for 2026; and to implement the directives of key leaders of the Party and State at the Central Public Security Party Committee Conference on December 4th.

At the Conference, delegates unanimously agreed that 2025 is a crucial year, marking the completion of the implementation of the Resolution of the 13th National Congress of the Communist Party of Vietnam and the socio-economic development plan for the period 2021-2025. Alongside opportunities and advantages, the global and regional situation is undergoing complex changes, posing numerous challenges that impact the task of ensuring security and order.

In that context, the People's Public Security Force has closely followed the leadership of the Party and the State; successfully carried out the tasks of protecting national security, ensuring social order and safety, and building the logistics and technical force of the People's Public Security, achieving and exceeding the set goals and requirements.

In particular, strategic advisory work continues to be a "bright spot," becoming increasingly "deep, insightful, solid, timely, and effective," contributing to many important strategic issues of the country, preventing passivity and surprises. The People's Public Security Force is exemplary and at the forefront in implementing the Party's policies, especially the strategic resolutions of the Politburo; innovating and improving strategic thinking and synchronizing measures to firmly ensure national security in all situations, fundamentally resolving many security issues from the grassroots level to beyond national borders, absolutely protecting the security and safety of important political, cultural, and social events of the country in the direction of "both absolutely protecting security and safety and creating maximum convenience for the people to enjoy, strongly arousing national pride, patriotism, and the aspiration to contribute among the people."

The People's Public Security Force sets an exemplary example in building and perfecting laws, reforming administration, and removing "bottlenecks" in state management of security and order; pioneering breakthroughs in the development of science, technology, innovation, and national digital transformation; leading in consolidating and reorganizing the organizational structure to be "lean, efficient, and strong," creating a foundation and providing important practical experience for the implementation of two-tiered local government; and resolutely modernizing infrastructure and developing the security industry towards self-reliance, self-sufficiency, self-strength, dual-use, and modernity. Advisory, leadership, and command work is focused, thorough, synchronized, decisive, effective, and directed towards the grassroots. The People's Public Security Force always serves as a "pillar of peace" for the people in times of hardship, danger, natural disasters, and floods, and performs well in social welfare work.

The Party Committee of the Central Public Security Department and the Ministry of Public Security have thoroughly grasped and unanimously implemented the action slogan: "Following Uncle Ho's teachings - Innovating thinking, enhancing knowledge - Regularizing and modernizing - For the Party, for the people"; and identified 9 groups of tasks and 3 breakthrough solutions for 2026.

Speaking at the Conference, on behalf of the Party and State leaders, Prime Minister Pham Minh Chinh affirmed that the People's Public Security force has made important contributions to the overall achievements of the country and congratulated and commended the great results and achievements that the People's Public Security force has achieved in 2025.

The Prime Minister assessed that the People's Public Security Force has affirmed its "three pioneering" and "three exemplary" roles in effectively implementing the Party's guidelines, the State's policies and laws, and the functions, tasks, and authority of the Public Security sector. These include pioneering the implementation of a three-tiered police organizational structure; pioneering in shaping the national digital platform, inspiring, motivating, and leading the implementation of Resolution 57-NQ/TW of the Politburo; and pioneering in the nationwide movement to help the poor, eliminate temporary and dilapidated housing, assist people in times of danger and hardship, and overcome the consequences of natural disasters in the most difficult areas.

Furthermore, they exemplify responsibility, actively advise on resolving bottlenecks, and support the political system in implementing administrative procedures in the operation of the two-tiered local government; they exemplify the implementation of Resolution 66-NQ/TW of the Politburo on reforming the work of lawmaking and enforcement; and they exemplify the serious and effective implementation of foreign affairs and international cooperation, including the foreign affairs of the People's Public Security, contributing to the effective implementation of the Party and State's foreign policy.

According to the Prime Minister, 2026 is of particular importance to the People's Public Security Force, as it is the first year of thoroughly implementing the Resolution of the 14th National Congress of the Party and the Resolution of the 8th Congress of the Party Committee of the Central Public Security Ministry. Alongside the advantages, there are also significant challenges to the task at hand.

Therefore, in 2026, the Public Security forces must continue to innovate strongly, be more proactive, and more professional, clearly demonstrating their core role in protecting national security, ensuring social order and safety, and being a solid support for the people.

Based on that, the Prime Minister requested that the People's Public Security force effectively implement the "Three Best" movement: "Most Disciplined - Most Loyal - Closest to the People," and that police work in the new era must ensure "Three Best": "Best Security and Order - Best Contribution to National Development - Best Service to the People," playing a role in creating a safe and healthy environment for double-digit economic growth.

Agreeing with the directions and tasks set forth by the Central Party Committee of Public Security and the Ministry of Public Security, Prime Minister Pham Minh Chinh emphasized the key tasks that need to be focused on. These include: ensuring absolute security and safety for the 14th National Congress of the Party and the elections for the 16th National Assembly and the People's Councils for the 2026-2031 term; building a solid fortress of political stability; a "strategic security steel shield"; a firm battleground for social order and safety; a "national firewall in cyberspace"; and a "strong foundation of public support on the ideological front."

The Prime Minister emphasized the need to proactively grasp the situation, provide strategic advice to the Party and State on solutions to respond to changes in the global and regional situation; continue to innovate thinking, methods, and approaches in ensuring security and order; proactively attack and suppress all types of crime...; focus on advising, building, and perfecting institutions in a synchronized manner; and improve the effectiveness and efficiency of state management in security and order...

The Prime Minister requested strengthening the financial and logistical-technical capabilities of the People's Public Security Force, focusing on developing a self-reliant, modern, and dual-use security industry; prioritizing Party building and the development of the People's Public Security Force; and promoting cultural, sports, and foreign relations activities within the People's Public Security Force.

Prime Minister Pham Minh Chinh expressed his confidence that the People's Public Security force will achieve even more outstanding accomplishments and victories, making more important and significant contributions to the cause of building and protecting the Fatherland, leading the country into a new era, an era of wealth, civilization, prosperity, and steadily advancing towards socialism.../.
