In his speech, Prime Minister Pham Minh Chinh stated that although humanity has made unprecedented achievements, the world is currently facing a multi-crisis situation, in which local conflicts and inequality in development are increasing at a serious level. The Prime Minister affirmed that no country, big or small, can solve the current multi-dimensional challenges alone. Therefore, more than ever, countries need to promote multilateralism, strengthen solidarity and international cooperation.

Emphasizing that in today's deeply globalized world with interdependence among countries, the Prime Minister said that the destiny of each country is linked to the common destiny of the international community. Today, the security of each country cannot be separated from regional and global security. Therefore, to join hands to deal with these multidimensional security challenges and crises, countries need to have a comprehensive, global, and all-people approach, thereby finding satisfactory and sustainable solutions to traditional security hotspots as well as severe challenges in non-traditional security, from energy security, water security to cyber security, human security, etc.

In addition, the Prime Minister also said that one of the root causes of the lack of security is uneven development. Accordingly, the Prime Minister highly appreciated the role and important contributions of the Shanghai Cooperation Organization over the past two decades. From a security cooperation organization, the SCO has now expanded its substantive cooperation to development areas. The comprehensive and balanced approach of the Shanghai Cooperation Organization, demonstrated through the Tianjin Declaration, affirms the important role of this organization. Prime Minister Pham Minh Chinh affirmed that Vietnam highly appreciates the role and supports the enhancement of cooperation between the SCO and international and regional organizations, especially with ASEAN, to consolidate ASEAN's central role in the evolving regional structure.

On that basis, in order for the Shanghai Cooperation Organization to contribute more actively to the common interests of the international community, Prime Minister Pham Minh Chinh proposed three solutions.

First, promote multilateralism, solidarity and international cooperation in dealing with traditional and non-traditional security challenges.

Second, increase resource mobilization for development and enhance global governance capacity. The Prime Minister emphasized that all countries, especially major countries, need to uphold their sense of responsibility, take the lead, and stand shoulder to shoulder with the United Nations in successfully implementing the Sustainable Development Goals.

Third, strengthening trust, mutual understanding and mutually beneficial cooperation, first of all among neighboring countries, thereby enhancing comprehensive connectivity between countries in the region and globally.

Finally, Prime Minister Pham Minh Chinh affirmed that Vietnam will continue to consistently implement its foreign policy of independence, self-reliance, peace, friendship, cooperation and development; multilateralize and diversify foreign relations; be a good friend, a reliable partner, and a responsible member of the international community; and firmly adhere to the "Four No's" defense policy. The Prime Minister emphasized that Vietnam will continue to cooperate closely and effectively with member countries and partners of the Shanghai Cooperation Organization and international friends and partners, contributing to maintaining a peaceful, cooperative and developing environment in the Asia-Pacific region.

This Shanghai Cooperation Organization Summit took place in the context of many uncertainties in the world and the region. The theme and content of the Conference are highly topical, balancing security and development, in line with the common interests of countries, thus attracting wide participation, being the largest conference in the 25-year history of the Shanghai Cooperation Organization, with the participation of heads of state and prime ministers of more than 23 countries and heads of 10 international and regional organizations, including leaders of some ASEAN countries such as Malaysia, Laos, Cambodia, Myanmar, the Secretary General of the United Nations and the Secretary General of ASEAN, etc.
