The Prime Ministers of both countries expressed their pleasure at the positive developments in bilateral relations in recent times, especially the strengthened political trust through high-level exchanges from both sides, including the recent high-level meeting between General Secretary To Lam and Prime Minister Nikol Pashinyan on the occasion of attending the Francophone Summit in October 2024, the official visit to Vietnam by the Speaker of the Armenian Parliament Alen Shimonyan in November 2024, and most recently, the official visit to the Republic of Armenia by the Speaker of the Vietnamese National Assembly Tran Thanh Man.
The Prime Minister of Armenia congratulated the leaders and people of Vietnam on the 80th anniversary of Vietnam's National Day on September 2nd; recalled the profound memories of his official visit to Vietnam in 2019 and expressed admiration and positive impressions of Vietnam's dynamic and sustainable development; and stated that Armenia highly values and wishes to further deepen the traditional friendly relations with Vietnam in all fields, especially economics , trade, investment, and education and training.

Prime Minister Pham Minh Chinh congratulated Armenia on its recent economic and social development achievements under the leadership of Prime Minister Nikol Pashinyan, especially the recent signing of a peace agreement between Armenia and Azerbaijan after nearly 40 years of conflict, which helps create a peaceful and stable environment in the region and provides a sustainable foundation for the development of each country.
Prime Minister Pham Minh Chinh affirmed that Vietnam values and is ready to deepen the traditional friendship with Armenia; he requested Armenia to cooperate with other member states of the Eurasian Economic Union (EAEU) to soon abolish the safeguard mechanism against Vietnamese export goods, and also requested Armenia to promote bilateral mechanisms with Vietnam to boost economic, trade, and investment cooperation between the two countries.

The Prime Ministers of the two countries agreed on a number of measures to promote bilateral relations in the coming period, including strengthening political trust through continued exchanges of high-level and other delegations, promoting the annual political consultation mechanism between the two Ministries of Foreign Affairs, considering visa exemption for citizens of both countries, contributing to promoting tourism cooperation between the two countries, strengthening connections between business communities, localities, cultural exchanges and people-to-people exchanges, and boosting cooperation in the fields of logistics, education and training.
On this occasion, the Prime Minister of Armenia respectfully invited Prime Minister Pham Minh Chinh to visit Armenia soon and expressed his desire to return to Vietnam in the near future.
