The Ho Chi Minh City People's Council, 10th term, has just passed a Resolution stipulating the content of expenditures and the level of support for agricultural extension activities in the city, effective from December 20, 2025.
This is a necessary update after the relevant legal framework has been revised and supplemented by the Government and ministries, and is in line with the development orientation of urban agriculture and high-tech agriculture of the city after the merger of the three localities: Ho Chi Minh City, Ba Ria - Vung Tau , and Binh Duong.

The new regulations apply to organizations and individuals participating in agricultural extension and technology transfer activities in agriculture.
Organizations and individuals involved in agricultural extension and technology transfer activities are all within the scope of support, focusing on six main groups, with priority given to training, capacity building, model demonstration projects, and information and communication activities.
Accordingly, the funds are used for compiling curricula and training materials; paying lecturer and practical instructor fees; supporting farmers participating in training; organizing agricultural workshops and forums; producing agricultural extension materials and communication; organizing summary conferences and professional monitoring and acceptance activities.
In particular, priority will be given to developing and replicating high-tech models, production along the value chain, reducing emissions, and transforming crops and livestock towards increased economic efficiency and environmental protection. The city aims to make these models easily accessible and applicable to farmers, thereby spreading effective production practices.
During the period 2026-2030, the city plans to allocate approximately 300 billion VND for agricultural extension work (an average of 60 billion VND per year) from the state budget according to the decentralization scheme, while also encouraging the mobilization of other legitimate social resources.
According to the Ho Chi Minh City Department of Agriculture and Environment, this allocation aims to meet the needs of transforming production towards ecological agriculture, circular economy, high-tech applications, and digital transformation. These are urgent requirements in the context of climate change and urbanization pressures.
The resolution also adds requirements consistent with legal regulations on spatial effectiveness after the city implements administrative boundary mergers. The resolution, once issued, will create a complete legal framework for the transfer of scientific and technical knowledge in agriculture, contributing to increased farmers' income and promoting the development of Ho Chi Minh City's urban agriculture in a green, modern, and sustainable direction.
