Prime Minister: We must act immediately, act decisively, with the highest responsibility to respond to climate change.

(Chinhphu.vn) - On the evening of April 23, Hanoi time, at the invitation of United Nations Secretary-General Antonio Guterres and Brazilian President Luiz Inácio Lula da Silva, Prime Minister Pham Minh Chinh attended the Online Summit on Climate Action as the leader of the leading country implementing the Partnership for a Just Energy Transition.

Held ahead of the 30th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP30) taking place in Belem, Brazil later this year, the summit will also be attended by 16 heads of state and government, including the General Secretary, President of China, President of France, Prime Minister of Malaysia, President of Chile, President of Türkiye...; Chairmen of regional organizations, such as ASEAN, European Union, African Union, Alliance of Small Island States, Caribbean Community.

Speaking at the conference, leaders of countries and international organizations expressed concern about the increasing impacts of climate change on security, development and human life and said that the international community needs to take more drastic actions, based on the principle of common but differentiated responsibilities, developed countries need to take the lead in mobilizing finance for climate and reducing greenhouse gas emissions.

Delegates expressed their determination to promote the role of multilateralism based on international law in enhancing international cooperation and solidarity to achieve the goals set out in the 2015 Paris Agreement on climate change and ensure a fair energy transition.

The UN Secretary-General emphasized that renewable energy is the choice of the future and sustainable development, creating more jobs, improving economic competitiveness, ensuring energy security, calling on countries to pay their nationally determined contributions in line with the goal of keeping global temperature increase at no more than 1.5 degrees Celsius, calling for the development of a roadmap towards achieving the goal of mobilizing 1,300 billion USD/year by 2035 to support developing countries, and fully contributing to the Loss and Damage Fund.

As the host of the COP30 Conference later this year, the Brazilian President affirmed that Brazil will make every effort to ensure that the conference brings concrete results and called on countries to have an ambitious approach to solving climate issues in accordance with their development context.

Speaking at the conference, Prime Minister Pham Minh Chinh said that climate change has become a harsh reality, seriously and deeply affecting every country and every person, but climate actions are still far from the goals of the Paris Agreement, especially in terms of climate finance and commitments to reduce greenhouse gas emissions.

To effectively deal with these challenges, the Prime Minister emphasized the need for a new mindset and approach that is global, comprehensive, inclusive, and inclusive, while at the same time increasing determination, efforts, and drastic actions, with breakthrough solutions and more effective implementation.

The Head of the Vietnamese Government called on all countries to unite, cooperate, promote multilateralism, ensure fairness and justice, and join hands to act with specific, substantive, and feasible cooperation mechanisms to open up and release resources for climate change response and sustainable development.

Affirming that Vietnam considers responding to climate change as the imperative of the times, a call from the heart, to act immediately, act decisively and act with the highest responsibility, Prime Minister Pham Minh Chinh said that green transformation is an inevitable trend, a strategic choice, a breakthrough driving force and a top priority, taking people as the center, to promote rapid and sustainable development in the coming period, resolutely "not sacrificing environmental protection in exchange for mere economic growth".

The Prime Minister emphasized: We are not only inheriting the Earth from previous generations but also borrowing the Earth from future generations. Implementing the goals of the Paris Agreement to preserve and protect the green planet is a heavy and challenging mission, but it is also a historic and glorious mission for all of us; and it is an opportunity for us to contribute to restructuring the economy, restructuring activities to combat climate change, an opportunity to unite, promote multilateralism, steadfastly pursue goals and take action to succeed.

Sharing about Vietnam's urgent implementation of climate actions in a synchronous, comprehensive, and planned manner, the Prime Minister said that Vietnam is constantly making efforts to perfect the institutions, mechanisms, policies, and legal framework necessary for green transformation, including national planning, energy master planning, strategies, and plans for developing key sectors, documents to remove difficulties with many new and breakthrough mechanisms in the energy sector, as well as support projects for vulnerable areas and people in areas affected by climate change.

The Prime Minister emphasized that despite being a developing country with a transitional economy and limited resources, Vietnam has initially achieved some positive results, such as being a leading country in supplying renewable energy in ASEAN, a good example, highly appreciated by the international community for promoting sustainable green agriculture, and an active and responsible member of most multilateral mechanisms and major initiatives on green growth and energy transition.

Emphasizing that no matter how the world changes, Vietnam remains steadfastly committed to the goal of carbon neutrality by 2050 and promoting the spirit of "3 readinesses": "ready to participate, ready to accompany, ready to lead", the Prime Minister affirmed that Vietnam will continue to be a good friend, a reliable partner and an active, responsible member of the international community on the upcoming path of green and sustainable development.

Finally, the Prime Minister asked international partners to focus on supporting Vietnam financially, sharing high technology, training human resources, perfecting institutions, and green governance to effectively implement the commitments set out, contributing to the realization of the goals of the Paris Agreement.
