
* At the meeting with French President Emmanuel Macron, Prime Minister Pham Minh Chinh expressed his pleasure at meeting President Macron, a close friend of Vietnam, again after the 3rd United Nations Ocean Summit (UNOC 3) in June 2025; affirmed that valuing and developing relations with France is an objective requirement and a very important choice of Vietnam, and suggested that the two sides continue to maintain exchanges of delegations at all levels, especially high-level ones, and look forward to welcoming the French Prime Minister to Vietnam soon. Prime Minister Pham Minh Chinh respectfully conveyed the greetings of General Secretary To Lam, President Luong Cuong and senior leaders of Vietnam to the French President.
The two leaders also discussed the situation of extreme weather and climate change causing natural disasters in many places around the world . President Emmanuel Macron deeply sympathized with the Vietnamese people about the loss of life and property caused by storms and floods. The two leaders shared the need to share responsibility and work together to prevent, combat and overcome the serious consequences of climate change.
President Macron recalled the good impressions of his State visit to Vietnam in May 2025, assessed that the agreements reached between the two countries' senior leaders in the fields of economy, trade, science, technology, and defense are being implemented very effectively; agreed that the two sides would soon complete and approve the Action Plan to implement the Joint Statement on the Vietnam-France Comprehensive Strategic Partnership. President Emmanuel Macron sent his regards to General Secretary To Lam, President Luong Cuong, and senior leaders of Vietnam.
With the desire to promote the economic cooperation pillar that still has much room between the two countries, Prime Minister Pham Minh Chinh asked France to continue to coordinate to effectively implement the Vietnam - EU Free Trade Agreement (EVFTA), asked France to soon ratify the Vietnam - EU Investment Protection Agreement (EVIPA), and urged the European Commission (EC) to soon remove the IUU "yellow card" for Vietnamese seafood products.
Discussing international and regional issues of mutual concern, the two leaders shared common concerns about the world trade situation, non-traditional security challenges, especially cyber security. Prime Minister Pham Minh Chinh welcomed France's initiative on cyber security, agreeing that the two sides should strengthen coordination in this field. President Macron highly appreciated Prime Minister Pham Minh Chinh's comments, agreeing that the two sides need to unite, cooperate closely, and strengthen strategic autonomy in the current volatile international political and trade context, while coordinating with partners to support multilateralism and international law.
* Receiving OECD Secretary General Mathias Cormann, Prime Minister Pham Minh Chinh thanked the Secretariat and the Secretary General for their support in accompanying and assisting Vietnam in successfully assuming the role of Co-Chair of the Southeast Asia Programme for the 2022-2025 term and continuing to effectively implement the Vietnam-OECD Memorandum of Understanding (MoU) 2022-2026, achieving many specific results.

Sharing about Vietnam's economic development situation and strategic development orientations until 2045, Prime Minister Pham Minh Chinh asked OECD experts to continue to accompany, support and advise Vietnam to improve its capacity for policy planning and implementation, enhance national competitiveness, and meet OECD's global governance standards; share experiences, advise and support Vietnamese agencies to participate more deeply in OECD's specialized committees in the spirit of understanding and sharing the difficulties and challenges of developing countries like Vietnam. The Prime Minister hopes to have more Vietnamese officials working at the OECD.
Pleased to meet Prime Minister Pham Minh Chinh again, the OECD Secretary General highly appreciated the effective cooperation between OECD and Vietnam, affirming that Vietnam is a dynamically developing economy, playing an increasingly important role in the Southeast Asia region - the growth pole of the global economy. OECD wishes to strengthen cooperation with Vietnam, ready to support Vietnam in policy advice and issues that Vietnam needs.
