On the occasion of attending the 3rd United Nations Ocean Conference in Nice, France, on June 9 local time, Prime Minister Pham Minh Chinh met with French President Emmanuel Macron.
Prime Minister Pham Minh Chinh expressed his pleasure at meeting French President Emmanuel Macron again; respectfully conveyed the greetings of General Secretary To Lam, President Luong Cuong and National Assembly Chairman Tran Thanh Man to President Emmanuel Macron.
The Prime Minister emphasized the success of the President's recent State visit to Vietnam, bringing strong momentum to the Vietnam-France Comprehensive Strategic Partnership.
The Prime Minister congratulated France on its achievements under the leadership of President Emmanuel Macron, including the successful organization of the United Nations Ocean Conference (UNOC-3) this time; affirmed that Vietnam supports France's hosting role, demonstrated by Vietnam's ratification of the Agreement on the Conservation and Sustainable Use of Biodiversity in Marine Areas Beyond National Jurisdiction (BBNJ Agreement) at UNOC-3.

French President Emmanuel Macron thanked Prime Minister Pham Minh Chinh for attending and delivering a profound speech at the UNOC 3; expressed his gratitude for the warm, respectful and thoughtful reception of Vietnam during his State visit last month; and believed that Prime Minister Pham Minh Chinh's working trip to France this time will contribute to promoting the practical implementation of the results achieved during the recent visit.
In the context of countries facing many global challenges, the two Leaders expressed their determination to develop the bilateral relationship more strongly, becoming a bridgehead for each other in each Asia-Europe region.
The two sides agreed to increase the exchange of delegations at all levels, especially high-level ones, to continuously consolidate political trust and review and promote cooperation agreements.
Regarding economics, trade and investment, the Prime Minister highlighted the spirit of “3 diversifications”: market diversification, supply chain diversification and product diversification; and suggested that France closely coordinate with Vietnam in promoting bilateral trade and further opening up markets to each other, especially in the context of complicated developments in the world economy.
The Prime Minister also asked the French side to continue to pay attention and soon approve the processes and procedures for completing the ratification of the Vietnam-EU Investment Protection Agreement (EVIPA) and urge the European Commission to soon remove the IUU "yellow card" for Vietnamese seafood products.
In addition, the two leaders agreed on the need to strengthen security, energy transition, and continue to expand climate change response projects in the coming time.
To effectively promote the role of the new pillar of cooperation of science and technology in the overall Vietnam-France relationship, the Prime Minister said that the two countries need to effectively implement the Intergovernmental Agreement on Science, Technology and Innovation Cooperation; and proposed that France support Vietnam in improving its capacity in strategic areas such as aerospace, satellites, energy technology, biotechnology, digital technology industry, semiconductor technology, quantum technology, digital infrastructure development, and digital economy.
Regarding artificial intelligence, President Macron agreed with Prime Minister Pham Minh Chinh's proposal that France become one of the leading partners in this field, aiming to ensure the development of artificial intelligence in a transparent, fair, and sustainable manner.

The two sides emphasized the role of French medicine in Vietnamese medicine; agreed to promote medical cooperation between the two countries, making Vietnam a model for applying French medical technology in Southeast Asia.
Prime Minister Pham Minh Chinh affirmed that he will closely direct Vietnamese ministries and sectors to seriously and effectively implement the agreements reached by the two countries' senior leaders and asked President Emmanuel Macron to assign relevant French agencies to closely coordinate with Vietnam to jointly promote multifaceted cooperation between the two countries to achieve substantive and effective progress, commensurate with the level of the Comprehensive Strategic Partnership.
The two leaders also discussed international and regional issues of mutual concern, agreeing to closely coordinate in promoting cooperation with regions in Africa, the Middle East and Latin America.
The two sides emphasized their commitment to supporting the maintenance of peace, stability, and freedom of aviation and navigation in the East Sea in accordance with international law, especially the 1982 UNCLOS.
The two sides also agreed that it is necessary to strengthen maritime cooperation, including promoting the development of the marine economy, maritime security, coastal protection and marine environment.
On this occasion, Prime Minister Pham Minh Chinh invited France to send a high-ranking delegation to Hanoi to attend the signing ceremony of the United Nations Convention against Cybercrime in Hanoi in October 2025./.
