On the afternoon of October 31, at the Government headquarters, Prime Minister Pham Minh Chinh received the Minister of Internal Affairs of the Russian Federation, General Kolokoltsev Vladimir Alexandrovich and the delegation of the Ministry of Internal Affairs of the Russian Federation who are visiting and working in Vietnam.
Welcoming Minister Kolokoltsev Vladimir Alexandrovich and the delegation to visit Vietnam, Prime Minister Pham Minh Chinh affirmed that the Vietnamese people always remember the wholehearted support and assistance that the brotherly Russian people have given to Vietnam in the past struggle for national liberation and reunification and in the cause of national construction and development today.
Informing the Minister of Internal Affairs of the Russian Federation about Vietnam's foreign policy and "4 no's" defense policy, the Prime Minister said that the Vietnam-Russia relationship is a traditional relationship of comradeship and brotherhood.
Vietnam always attaches importance to the Comprehensive Strategic Partnership with the Russian Federation, considering Russia one of its top priority partners and wishes to continue substantive and effective cooperation with Russia in all fields, for the common interests of the two peoples, for peace, stability and development in the region and the world.
Prime Minister and Minister Kolokoltsev Vladimir Alexandrovich expressed his delight at the continued strengthening of political and diplomatic relations between the two countries with high trust, high-level contacts and delegation exchanges being actively implemented.
Economic and trade cooperation plays an important role in bilateral relations, however trade exchange remains modest.
Cooperation in oil and gas and energy has achieved encouraging results. The two countries have officially resumed direct flights between Hanoi and Irkutsk and are studying and developing specific plans to soon reopen direct flights between the two capitals.

Thanking the Prime Minister for taking the time to receive the delegation, the Minister of Internal Affairs of the Russian Federation affirmed that Vietnam is always a priority in the foreign policy of the Russian Federation; wishing to continue to deepen, substantively and effectively the Russia-Vietnam Comprehensive Strategic Partnership, especially in the fields of politics, economics, trade, people-to-people exchange, tourism, experience exchange, human resource training, etc.
Informing the Prime Minister about the relationship between the Ministry of Internal Affairs of the Russian Federation and the Ministry of Public Security of Vietnam, as well as the results of the good talks between him and the Minister of Public Security, General To Lam, Minister of Internal Affairs of the Russian Federation said that the two sides agreed to increase the exchange of delegations at all levels; promote cooperation and exchange of experiences in the field of crime prevention and control; study the possibility of establishing a coordination mechanism in the work of protecting citizens of the two countries; and support each other in multilateral forums.
Appreciating the results of the talks between the two Ministers, the Prime Minister suggested that in the coming time, the two countries continue to increase delegation exchanges at all levels, especially high-level ones, and effectively implement existing cooperation mechanisms; discuss and remove bottlenecks in cooperation in the spirit of harmonizing interests and sharing difficulties to continue to strengthen cooperation.
The Prime Minister suggested that Russia coordinate with Vietnam to further promote trade and investment activities, overcome the recent decline in bilateral trade; promote cooperation in energy, education, training, science and technology, cyber security, and digital transformation; issue e-visas to Vietnamese citizens; resolve legal issues, and create favorable conditions for Vietnamese citizens to live, do business, and study in Russia.
On this occasion, through Minister Kolokoltsev Vladimir Alexandrovich, Prime Minister Pham Minh Chinh conveyed the greetings of General Secretary Nguyen Phu Trong to Russian President V. Putin; and sent greetings and best wishes to Russian Prime Minister Mikhail Mishustin and other senior Russian leaders.
