Prime Minister Pham Minh Chinh affirmed that the Vietnamese Government always accompanies, supports, and creates favorable conditions for businesses, including Chinese businesses.

According to a special correspondent of the Vietnam News Agency, on the occasion of attending the 15th Annual Pioneers Meeting of the World Economic Forum (WEF) Dalian 2024 and working in China, on the afternoon of June 24 (local time), in Dalian city, Liaoning province, China, Prime Minister Pham Minh Chinh received leaders of a number of leading Chinese enterprises in the infrastructure sector.
Receiving Mr. Ton Vinh Khon, Chairman of the Board of Directors and Leader of Dalian Locomotive and Rolling Stock Company, China (CRRC), Prime Minister Pham Minh Chinh proposed that CRRC participate in infrastructure development, especially large-scale infrastructure projects, regional railways and urban railways in Vietnam.
Mr. Ton Vinh Khon said that CRRC is a state-owned enterprise, established in 1899 with the main field of manufacturing locomotives, urban rail vehicles, express trains and new energy locomotives. Currently, the company has exported products to 32 countries including Vietnam; revenue in 2023 is 2.2 billion USD.
CRRC wishes to continue to supply railway products to Vietnam such as electric locomotives and diesel locomotives; and cooperate in the production of railway transport products and new energy products in Vietnam.
In particular, CRRC wishes to cooperate in inter-regional, inter-provincial and urban railway projects in Vietnam, especially urban railway lines in Hanoi, Ho Chi Minh City...
Prime Minister Pham Minh Chinh highly appreciated CRRC's achievements and contributions to the development of China's transport infrastructure; said that Vietnam-China relations are constantly being nurtured, along with political relations and economic cooperation being promoted to develop commensurately.
In December 2023, Vietnam and China signed a Joint Statement on continuing to deepen and elevate the Comprehensive Strategic Cooperative Partnership and building a Community of Shared Future of strategic significance.
In particular, the two sides agreed to connect the standard gauge railway across the border, which is an important infrastructure system to promote economic and trade cooperation between Vietnam and China, including: the standard gauge railway Lao Cai-Hanoi-Hai Phong; Dong Dang-Hanoi; Mong Cai-Ha Long-Hai Phong.
According to the Prime Minister, Vietnam has more than 2,000 km of railway with over 300 stations. Previously, there was a railway route connecting Vietnam-China-Russia and Europe. In the past, railway development has not received proper investment. In the new situation and with a new awareness, Vietnam wants to strongly develop this type of transport.
Along with the North-South railway, developing inter-regional railways such as Lao Cai-Hanoi-Hai Phong; Dong Dang-Hanoi; Mong Cai-Ha Long-Hai Phong; Ho Chi Minh City-Can Tho, Vietnam advocates building inner-city railways in Hanoi and Ho Chi Minh City.
The Prime Minister proposed that China, including CRRC, support and cooperate with Vietnam in developing the railway industry; promote science and technology transfer; train human resources; and provide financial support for Vietnam in developing railways.
The company researches cooperation with Vietnam Railway Corporation to produce and transfer technology on manufacturing locomotives and carriages to serve current transportation exploitation and is also a premise for cooperation in manufacturing locomotives and carriages for future high-speed railway projects; CRRC participates in railway projects in Vietnam; continues to cooperate closely with Vietnamese enterprises to participate in the construction of quality and effective railway projects, which is a testament to the special cooperation between the two countries.

Next, Prime Minister Pham Minh Chinh also received Mr. Wang Xiaojun, Vice President of the Group and leaders and senior officials of the China Power Construction Corporation (PowerChina); proposed that PowerChina not only continue to cooperate and invest in the energy sector but also expand cooperation and investment in Vietnam in the field of renewable energy, especially in infrastructure development, especially transport infrastructure.
Mr. Wang Xiaojun said that PowerChina Group operates in many industries and fields such as energy, highways, railways, ports and waterways, airports, housing, industrial parks, urban engineering, urban railways, etc. In 2023, the group will operate in 130 countries and achieve revenue of 571 billion yuan (about 80 billion USD).
Entering Vietnam in 2000 in the energy sector, up to now, PowerChina has cooperated with many large projects such as: Lai Chau and Son La Hydropower Plants; Vinh Tan Coastal Thermal Power Center; more than 23 solar power projects; 9 offshore wind power projects; 16 onshore wind power projects; 2 waste-to-energy projects in Can Tho and Hanoi, with a total contract value of more than 9 billion USD.
PowerChina is interested in investing and constructing pumped storage hydropower projects in Vietnam; developing wind power projects in the Northern region; developing integrated LNG projects in Vietnam; and is especially interested and desires to participate in investing in the infrastructure sector, especially transport infrastructure in Vietnam.
Prime Minister Pham Minh Chinh congratulated and highly appreciated the impressive cooperation results between Power China and Vietnamese partners; said that Vietnam is perfecting the institutions related to direct electricity trading, rooftop solar power, self-produced and self-consumed electricity, and hopes that Power China will study cooperation with Vietnam in the energy sector, especially renewable energy.

The Prime Minister proposed that PowerChina cooperate with Vietnamese partners to participate in implementing large-scale infrastructure projects in Vietnam such as expressways, high-speed railways, inter-regional railways, and urban railways in Vietnam.
Along with that, Prime Minister Pham Minh Chinh suggested that the group continue to cooperate and support Vietnam in proposing new investment ideas and projects; transferring solutions, management experience, modern technology, new economic models; attracting investment capital, development support, investment funds, financial institutions and especially multinational corporations.
We hope that PowerChina will study cooperation in Vietnam's priority areas such as forming energy industry centers associated with concentrated industrial parks, processing and manufacturing centers; developing the energy equipment manufacturing industry; cooperating and developing human resources in the fields of power generation, transmission, distribution, dispatching, smart grids, etc.
The Prime Minister affirmed that the Vietnamese Government is committed to accompanying, supporting and creating the most favorable conditions for Chinese enterprises, including PowerChina, to successfully and effectively deploy investment and operate projects in the spirit of "harmonious benefits and shared risks"./.
