Prime Minister launches movement to every citizen, promoting innovation

Assessing this as an important event at an important moment, of great significance in the spirit of "faster, faster, bolder, bolder" of the historic April days 50 years ago to liberate the South and unify the country, the Prime Minister officially launched the emulation movement "The whole country competes in innovation and digital transformation".

Promoting innovation to build an independent and self-reliant economy

In the context of technology, innovation and digital transformation are not only objective requirements and inevitable trends, but also important paths to breakthrough, overcome difficulties and challenges, and build an independent and self-reliant economy. The Prime Minister emphasized that Resolution No. 57 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation is a document of special significance.

However, he acknowledged that there are still shortcomings, limitations, barriers, and bottlenecks hindering the development of science, technology, innovation, and digital transformation;

Research, application of science, technology, innovation have not made any breakthroughs, legal institutions, mechanisms and policies have not met requirements, high-quality human resources are still lacking, infrastructure is not synchronous, especially digital infrastructure still has many limitations...

To successfully implement the two 100-year strategic goals, the Prime Minister emphasized the need to develop and strongly apply science and technology, strongly promote innovation and digital transformation, create new momentum, and open up new development space for the country.

The launch of the movement "The whole country competes in innovation and digital transformation" and before that the movement "Digital education for all" is of special importance.

To do this, he said it is necessary to mobilize the strength of the entire political system and the entire population, strongly arouse the aspiration for national development, promote proactiveness, creativity, and fundamentally and comprehensively innovate management and operation activities.

The whole country needs to compete with three determinations: to innovate thinking, build technological infrastructure, and promote digital transformation. Along with that are three key missions, including building a strategy, long-term and sustainable vision, breakthrough innovation capacity, and reforming the management model, expanding digitalization.

People and businesses are the subjects

The Prime Minister requested that Party committees and authorities at all levels, especially leaders, take the lead in improving digital capacity and promoting innovation. The Vietnam Fatherland Front, socio-political organizations, the business community and people actively responded to the movement.

"People and businesses are the center, the main subject, resource, and driving force; scientists are the key factor; the State plays a leading, promoting, and creating the most favorable conditions for the development of science and technology, innovation, and national digital transformation" - the Prime Minister stated.

He assigned the Central Emulation and Reward Council, ministries, branches and localities to urgently develop and issue plans to implement the movement and issue appropriate emulation criteria.

Timely commend, honor, reward, encourage and motivate scientists, inventors, businesses, organizations and individuals with achievements in science, technology, innovation and digital transformation in various forms. Strengthen propaganda, set examples and commend exemplary models.

"I suggest that every Vietnamese citizen competes to improve themselves, learn, constantly innovate, and improve digital skills; otherwise, the digital economy and digital society cannot develop, and the country cannot develop quickly and sustainably," the Prime Minister said.
