On the morning of May 20, Prime Minister Pham Minh Chinh chaired the Conference on promoting public investment growth momentum in 2025. The conference was connected online from the Government headquarters to the People's Committees of provinces and centrally run cities.
Attending the Conference were members of the Politburo , members of the Party Central Committee, Deputy Prime Ministers, leaders of ministries, central agencies, provinces, cities, economic groups, and state-owned corporations.
Resolutely direct and promote decentralization and delegation of power
Reports and opinions at the conference assessed that, regarding leadership, direction and administration, from the beginning of the year, the Government and the Prime Minister have directed resolutely, closely and synchronously the allocation and disbursement of public investment capital - considering this a key and urgent task to promote growth and ensure major balances of the economy.
In particular, focusing on perfecting the institutions on public investment with an important highlight being submitting to the National Assembly for approval the Law on Public Investment No. 58/2024/QH15 on November 29, 2024 and organizing its implementation from January 1, 2025 with many new regulations of a breakthrough nature, strong reforms and increased decentralization and delegation of power.
Specifically, such as separating the work of compensation, support, resettlement, and site clearance into independent projects; regulating the authority of the Prime Minister to assign a provincial People's Committee as the competent authority to implement projects in the area of 2 or more provincial administrative units; allocating local budget capital to entrust the implementation of preferential credit policies through the local Social Policy Bank.

On promoting decentralization, delegation of authority, and delegation of authority to adjust the medium-term public investment plan of central budget capital between ministries, central agencies and localities from the National Assembly Standing Committee to the Prime Minister; decentralization of authority to extend the time for arranging central budget capital from the Prime Minister to the level deciding on investment policies; local budget capital from the provincial People's Council to the Chairman of the People's Committee at all levels; decentralization of authority to extend the time for implementation and disbursement of local budget capital plans from the provincial People's Council to the Chairman of the People's Committee at all levels.
Regarding improving the quality and diversifying investment capital sources, allowing the use of regular expenditure sources and other legal capital sources to prepare for project investment; allowing state-owned enterprises to be the governing bodies to implement public investment projects according to the Prime Minister's decision.
On January 8, 2025, the Government issued Resolution No. 01/NQ-CP, emphasizing the requirement: "There must be stronger, more drastic and timely solutions to accelerate the disbursement of public investment capital from the beginning of 2025, especially for important national projects, key works and national target programs".
Since the beginning of the year, the Prime Minister has issued 1 directive, 3 telegrams and many documents directing the acceleration of public investment disbursement. In addition, other telegrams and directives of the Prime Minister on promoting growth have all integrated solutions to promote public investment disbursement. At the same time, 4 meetings of the State Steering Committee for important national projects and works, key projects of the transport sector and the Steering Committee for key national projects and works in the railway sector have been held.
Public investment contents are always included in the agenda of the Government Standing Committee meetings, regular Government meetings, and meetings of ministries and branches, demonstrating continuity and consistency in leadership and direction.
Along with that, the Prime Minister's 7 working groups have promoted their role in directly inspecting, urging, removing difficulties and obstacles, and promoting the disbursement of public investment capital at ministries, agencies, and localities; at the same time, ministries, agencies, and localities have also proactively established working groups to promote the disbursement of public investment capital of their units.

Disbursement is 18 trillion VND higher than the same period
Regarding the results achieved, according to reports and opinions at the conference, as early as December 4, 2024, the Prime Minister assigned the state budget capital investment plan for 2025 with a total capital of nearly 829.4 trillion VND to ministries, agencies and localities, reaching 100% of the capital plan allocated by the National Assembly to determine to promote the disbursement of public investment capital from the beginning of 2025.
As of April 30, 2025, the total disbursement estimate nationwide is 128.5 trillion VND, reaching 15.56% of the plan assigned by the Prime Minister, lower than the same period in 2024 (16.64%), but in absolute value, 18 trillion VND higher.
There are 10/47 ministries, central agencies and 36/63 localities with above-average public investment disbursement rates. Of which, some units were assigned large capital and had high disbursement rates such as: Ministry of National Defense (assigned over 23 trillion VND, disbursed 16.3%), Ministry of Public Security (assigned 4.1 trillion VND, disbursed 27.3%), Ministry of Agriculture and Environment (assigned 22.3 trillion VND, disbursed 16.6%), Thanh Hoa (assigned 13.3 trillion VND, disbursed 39.2%); Ha Nam (assigned 10.6 trillion VND, disbursed 38.4%), Lam Dong (assigned 7.24 trillion VND, disbursed 30.1%), Ba Ria-Vung Tau (assigned 13.8 trillion VND, disbursed 26.6%).
Disbursement of national target programs reached 21.4% of the plan assigned by the Prime Minister, higher than the same period in 2024 (19.5%).
Many projects, especially important national projects nationwide, are urgently deployed with the construction spirit of "overcoming the sun, overcoming the rain, not losing to storms", "eating quickly, sleeping urgently", "working in 3 shifts, 4 teams", "working through holidays, Tet holidays", "only working, not talking about backtracking"... In particular, key and important projects on highways, high-speed railways, airports, seaports, education, health, social infrastructure... are prioritized for capital allocation and focused implementation.
In particular, the whole country simultaneously started and inaugurated 80 key projects and strategic infrastructure works to celebrate the 50th anniversary of the Liberation of the South and National Reunification Day, put into operation Tan Son Nhat T3 terminal and opened the main route of 5 component projects of the North-South Expressway...
Many contractors and management agencies have strongly applied and mastered modern technologies, accelerated construction progress, and improved the quality of projects such as Long Thanh International Airport Project, Ports 3, 4, 5, 6 of Lach Huyen wharf area, large tunnels on the North-South expressway...

Many shortcomings and limitations need to be seriously overcome
In his concluding remarks, Prime Minister Pham Minh Chinh basically agreed with the reports and comments that presented outstanding results, pointed out difficulties and obstacles, and proposed many specific and feasible solutions to promote disbursement of public investment capital in the coming time.
The Prime Minister assigned the Government Office and the Ministry of Finance to fully absorb the opinions, promptly complete and submit to the Prime Minister for issuance of the Conclusion to ensure "clear people, clear work, clear progress, clear responsibilities, clear results, clear authority", as a basis for organizing drastic, synchronous and effective implementation nationwide.
Summarizing some outstanding results, on behalf of the Government, the Prime Minister acknowledged, commended and highly appreciated the results that ministries, branches and localities have strived to achieve, especially 10 ministries, agencies and 36 localities with disbursement rates above the national average.
The Prime Minister especially commended the cadres, workers and laborers at the construction sites; at the same time, he thanked the people for giving up their land, accommodation, livelihood, and places of worship for the projects, demonstrating their trust in the Party and State, making an important contribution to promoting growth, stabilizing the macro-economy, developing strategic infrastructure, and building and developing the country in the new era.
Besides the achieved results, the Prime Minister pointed out that the disbursement of public investment still has many shortcomings and limitations that need to be seriously overcome.
To date, there are still 17 ministries, central agencies and 21 localities that have not fully allocated the capital plan assigned by the Prime Minister with a total capital of nearly 8 trillion VND, which must be fully allocated in May. There are 37/47 ministries, agencies and 27/63 localities with disbursement rates below the national average, in which some units were assigned large capital but had low disbursement rates.
The disbursement progress of some important national projects, key projects of the transport sector, and inter-regional transport projects managed by localities is still low, such as the Tuyen Quang - Phu Tho expressway project connecting with the Noi Bai - Lao Cai expressway; Hoa Binh - Moc Chau - Son La; Gia Nghia - Chon Thanh; Ho Chi Minh City Ring Road 4; Tan Phu - Bao Loc, Bao Loc - Lien Khuong...
According to the Prime Minister, disbursement of public investment capital still faces some difficulties such as site clearance, technical standards, supply of raw materials, and disbursement of ODA capital. Inspection and supervision work is sometimes lax; some ministries, agencies, and localities are not proactive and resolute, even have a mentality of avoiding, shirking responsibility, and waiting for instructions. The implementation of conclusions and instructions of the Government and the Prime Minister is sometimes and in some places slow. The capacity to manage and organize the implementation of national target programs in some places is still limited, affecting the effectiveness of policy implementation at the grassroots level.
Analyzing the causes of existing problems and limitations, the Prime Minister said that discipline and order are not strict in some places and at some times; investment preparation for some projects is still sketchy; in places where Party Secretaries are not closely involved and the entire political system has not been involved, site clearance is slow; the capacity of some project management boards, professional staff, consulting units and contractors is still weak; there is a situation of avoidance, fear of mistakes and fear of responsibility in performing assigned tasks; coordination between agencies and localities is still not tight.
Drawing some lessons from practice, the Prime Minister pointed out that it is necessary to fully grasp, seriously implement, resolutely and effectively deploy the resolutions and directions of the Central Committee, the Politburo, the Secretariat, the National Assembly, the Government, and the Prime Minister on disbursement of public investment capital.
Strengthening leadership and direction, promoting the role of the leader in decentralization, delegation of authority, and individualization of responsibility, localities need to be self-reliant, self-reliant, dare to think, dare to do, dare to take responsibility. There must be high determination, great efforts, drastic actions, inspection, urging and timely resolution of difficulties, obstacles and bottlenecks according to the principle: "leadership and direction from top to bottom but organization of implementation and removal of obstacles must be from bottom to top" and in the spirit of "6 clear: clear people, clear work, clear responsibility, clear authority, clear time, clear results".
Mobilizing the participation of the entire political system, site clearance must be quick, decisive and ensure the legitimate and legal rights and interests of the people, taking good care of people's lives. Decentralizing, delegating power, cutting down cumbersome administrative procedures, promoting responsibility, choosing the right contractors, preventing corruption and negativity. Review and handle agencies that do not fulfill their tasks
Regarding the orientation, tasks and solutions for the coming time, the Prime Minister emphasized the determination to disburse 100% of the assigned plan to promote growth, create jobs and livelihoods for people, especially in disadvantaged areas; create development space and new development momentum; reduce logistics costs, increase the competitiveness of goods, products, businesses and the economy; contribute to unlocking resources, using state resources to lead and activate all social resources, and resolve difficulties and obstacles in development.
Specifying 6 general tasks, the Prime Minister requested leaders of ministries, agencies and localities, based on their functions, tasks and powers, to uphold their sense of responsibility, promote the role of the head, strengthen leadership, closely direct, proactively and actively organize implementation, regularly review, urge and promptly remove difficulties and obstacles in their units and at construction sites promptly and effectively; deploy, concretize and creatively, flexibly and effectively apply the Party's guidelines and policies, the State's policies and laws, resolutions of the Party, the National Assembly and the Government; pay attention to building a database to monitor and evaluate public investment, especially data on land, environment and contractor evaluation data; High determination, great effort, drastic and effective actions, with focus and key points in the spirit of "The Party has directed, the Government is unified, the National Assembly agrees, the people support, the Fatherland expects, then only discuss action, not retreat".
Regarding specific tasks, the Prime Minister directed that the entire political system needs to be mobilized to clear the land; for difficult and complicated projects, the Party Secretary must directly direct; creatively apply regulations, paying attention to people with difficulties in housing and land.
The Ministry of Agriculture and Environment and the Ministry of Construction provide guidance, and the People's Committees of provinces and cities focus on removing difficulties and obstacles, ensuring the supply of common construction materials. Relevant ministries urgently provide guidance on standards, technical regulations and unit prices, to be completed before June 15.
The Prime Minister directed to organize a meeting to thoroughly resolve problems related to planning, and ministries and branches to proactively handle issues according to their authority.
Ministries and agencies must urgently amend, supplement, and promulgate legal regulations and guidelines on decentralization and delegation of authority in the management and implementation of public investment projects at the local level when changing administrative boundaries and organizing two-level local governments, so as not to interrupt work.
The Prime Minister noted that investment preparation work must be done better, especially preparing a medium-term public investment plan for the upcoming term, with the spirit of less than 3,000 projects, ensuring that they are not spread out.

Regarding ODA capital, the Ministry of Finance urgently proposes to amend relevant decrees and laws. Any content under the authority of the Government will be resolved by the Government, and any content under the authority of the National Assembly will be reported to the National Assembly as soon as possible.
Regarding bidding, the Ministry of Finance proposed to amend the Law on Bidding to submit to the National Assembly. At the same time, agencies and localities must increase their responsibility to select reputable and capable contractors. Deputy Prime Ministers support ministries, branches and localities in this work.
Regarding the national target program, the Ministry of Ethnic Minorities and Religions, the Ministry of Agriculture and Environment, and the Ministry of Home Affairs will strengthen decentralization and delegation of power to localities. If there are any problems, the Government will be requested to issue a Resolution to handle them.
Along with that, promote decentralization and delegation of authority to localities to implement transport infrastructure projects in the area, strictly implement the instructions of superior leaders, and if there is anything necessary or if there is any problem, report to the Government and Prime Minister.
The Prime Minister also directed to promote public-private cooperation in implementing projects; especially for projects to expand expressways that are already in operation, boldly assign them to enterprises with sufficient prestige and capacity, and that have been doing well.
The Prime Minister requested to promote the role of the Prime Minister's working groups; Deputy Prime Ministers to strengthen inspection and supervision of expressway projects to ensure the implementation of the set goals.
The Ministry of Construction presides over and coordinates with relevant ministries, agencies and localities to carefully prepare the groundbreaking and inauguration ceremonies of 80 works and projects nationwide to celebrate the 80th anniversary of the August Revolution and National Day September 2. Agencies are preparing to reward units, agencies, collectives and individuals who have performed well on this occasion.
The Prime Minister requested to focus on completing the target by the end of 2025, having 3,000 km of expressway, 1,000 km of coastal road, inaugurating Long Thanh International Airport phase 1, starting construction of Hanoi - Lao Cai - Hai Phong railway...
The Prime Minister noted that it is necessary to ensure the progress and quality of projects, not exceed capital, ensure technical, aesthetic, safety, environmental sanitation and especially prevent corruption and negativity.
The Ministry of Home Affairs and the Ministry of Finance review ministries, agencies and localities in performing the task of disbursing public investment capital, first of all, the task of disbursement in 2024 and the tasks assigned by the Government and the Prime Minister. If they have not been completed, they must be handled. The results of public investment disbursement are considered an important basis for assessing the level of task completion and evaluating officials.
