Sustainable development starts with green growth
Speaking at the opening of the Forum, Deputy Minister of Science and Technology Hoang Minh emphasized that this is an important event within the framework of the P4G Conference, aiming to promote cooperation and seek solutions for the green transition process, demonstrating Vietnam's strong commitment to accompanying the international community towards a future of harmonious development between the economy and the environment, where green growth is not only the goal but also the main driving force to promote sustainable development.
Deputy Minister of Science and Technology Hoang Minh said that the world is currently facing unprecedented global challenges, including climate change, resource depletion and environmental pollution. Promoting sustainable business models, green innovation and transforming the economic system towards low emissions and circularity has become an urgent requirement.

In Vietnam, the Party and State have early identified green growth as a core development strategy, demonstrated through a series of specific policies and guidelines. Notable decisions include: Decision No. 1393/QD-TTg dated September 25, 2012 of the Prime Minister approving the National Strategy on Green Growth; Decision No. 1658/QD-TTg dated October 1, 2021 approving the National Strategy on Green Growth for the period 2021-2030, with a vision to 2050; Decision No. 167/QD-TTg dated February 8, 2022 approving the "Program to support private sector enterprises in sustainable business for the period 2022-2025", providing financial mechanisms and preferential policies to encourage innovative startups in this field; Decision No. 687/QD-TTg dated June 7, 2022 approving the Circular Economy Development Project in Vietnam.
In addition, there is the National Science and Technology Program "Net Zero" KC.16/24-30 chaired by the Ministry of Science and Technology, aiming to promote research and transfer of green technology, contributing to the implementation of the commitment to net zero emissions by 2050 that Vietnam declared at COP26.
"These strategic orientations have been creating a favorable foundation to promote a wave of innovative startups in the fields of green technology, renewable energy, circular economy and emission reduction solutions," Deputy Minister Hoang Minh emphasized.
Green startups need strong ecosystems
Deputy Minister Hoang Minh said that Vietnam currently has more than 4,000 innovative startups, including 2 unicorns valued at more than 1 billion USD, 11 businesses valued at over 100 million USD, more than 1,400 startup support organizations, 202 co-working spaces, 208 investment funds, and 35 business promotion organizations. Of these, an estimated 200-300 businesses focus on green transformation, including areas such as renewable energy, environmental technology, sustainable agriculture, and circular economy. This figure is equivalent to about 5-7% of the total number of startups today.
Deputy Minister Hoang Minh also called for proactive participation and close cooperation from stakeholders – from the public, private sectors to international organizations – to join hands in realizing the aspiration of a green, efficient and sustainable Vietnamese startup ecosystem. The Deputy Minister commented: "We are facing a great opportunity to jointly shape a green and sustainable future for Vietnam and the world. Innovation, creative startups and cooperation are the keys to solving environmental problems, while promoting the development of a circular economy."
Keynote report: Opportunities and challenges for innovative startups in green transformation
Mr. Pham Hong Quat, Director of the Agency for Startups and Technology Enterprises, said that startups in Vietnam in the field of green transformation are making important strides in developing green technology solutions to protect the environment and promote sustainable development. However, businesses are also facing some difficulties, such as mobilizing finance for green transformation and unclear regulations for startups in this field.
According to Mr. Pham Hong Quat, Vietnam also needs a workforce with in-depth knowledge of circular economy, carbon management or biomaterial production technology. Although consumers are gradually becoming more interested in environmentally friendly products, there are still many barriers in terms of price and consumption habits. To address these barriers, Mr. Pham Hong Quat proposed a number of solutions, such as surveying, evaluating and building a map of the green innovation startup ecosystem in Vietnam; developing a framework for assessing the social-environmental-economic impact of startups in the field of green technology; supporting universities and research institutes to cooperate with businesses to develop new green technologies. At the same time, it is necessary to promote communication campaigns on green consumption, encouraging consumers to use environmentally friendly products.

Sharing international experience in promoting green innovation startups, Mr. Malle Fofana, Asia Director of the Global Green Growth Institute (GGGI), commented that the need to promote climate action globally is increasing. 75% of the world's technologies are currently in the early stages, needing to be transformed into opportunities, into tangible results. Especially in developing technologies to address climate challenges.
Mr. Malle Fofana also pointed out that currently, green technologies mainly focus on areas that are easy to solve. For example, heavy industry emits about 35% of total environmental waste but only invests in cleaning technology to treat 11% of this waste and also only focuses on areas that are easy to treat.
Mr. Malle Fofana also emphasized the role of artificial intelligence (AI) in addressing climate challenges, with the aim of developing green technologies to achieve the goal of net zero emissions. According to him, climate technology must be considered an asset for future generations. To achieve this goal, the role of the Government, businesses, venture capital funds, international organizations, as well as public-private partnerships is extremely important to ensure that startups in this field will receive the necessary support.

Within the framework of the Forum, an Open Discussion Session with the theme "Cooperation to promote innovative green transformation startups and sustainable development" took place, attracting the participation of representatives of innovative startups, investors and startup support organizations. The discussion session focused on the public-private partnership mechanism and how to mobilize resources for the green transformation process.

The P4G 2025 conference, hosted by Vietnam, has the theme "Sustainable green transformation, focusing on people". The conference aims to attract international resources for development, especially in the fields of climate change response, green transformation, digital transformation, science and technology (S&T), as well as innovation, to achieve the goal of net zero emissions.
