Promoting the implementation of railway projects connecting Vietnam - China

(Chinhphu.vn) - Vietnam's Ministry of Construction and China's Ministry of Commerce have just signed an Agreement to implement the Technical Support Project to prepare a Feasibility Study Report for the Lao Cai - Hanoi - Hai Phong railway route.

The first meeting of the Vietnam-China Railway Joint Cooperation Committee was held in Beijing, China.

News from the Office of the Ministry of Construction , realizing the common perception of the senior leaders of Vietnam and China on strengthening cooperation, accelerating the progress of railway projects connecting Vietnam and China, implementing the Agreement between the two Governments on cooperation in implementing standard gauge railway projects connecting Vietnam and China signed on December 10, 2024, the Memorandum of Understanding signed on April 14, 2025 between the Ministry of Construction of Vietnam and the National Development and Reform Commission of China on the establishment of the Vietnam - China Railway Joint Cooperation Committee to accelerate the progress of project implementation, accepting the invitation of the National Development and Reform Commission of China , the interdisciplinary working group led by Deputy Minister of Construction Nguyen Danh Huy – The Chairman of the Vietnam Sub-Committee as head of the delegation attended the 1st Meeting of the Vietnam-China Railway Joint Cooperation Committee held in Beijing, China from September 23-24 , 2025 .  

Attending the meeting , in addition to the members of the Vietnam Sub-Committee, there was also comrade Pham Thanh Binh, Ambassador Extraordinary and Plenipotentiary of the Socialist Republic of Vietnam to the People's Republic of China.

Speaking on behalf of the Vietnamese delegation at the meeting, Deputy Minister Nguyen Danh Huy emphasized the significance and role of railway cooperation in the overall special relationship of the new strategic Community of Shared Future established between the two countries recently.

In his speech, Deputy Minister Nguyen Danh Huy stated: "In the context of the unprecedented good political and diplomatic relations between Vietnam and China, the development of railway cooperation has been selected by senior leaders to promote and become a bright spot symbolizing the practical and strategic cooperative relationship between the two countries. Under the close direction of Vietnamese Prime Minister Pham Minh Chinh and Chinese Premier Li Qiang, the Vietnamese Ministry of Construction and the Development and Reform Commission have actively promoted their roles as focal points and coordinators of railway cooperation activities between the two countries.

After 3 years, we have truly become comrades and close friends. The establishment of the Vietnam-China Railway Joint Cooperation Committee in April 2025 has created a memorable milestone, recognizing the efforts of relevant agencies and units. We have received unprecedented policy support from the Government, close connection and exchange of expertise between ministries and branches, creating a strong driving force for cooperation for businesses of the two countries."

The Ministry of Construction of Vietnam and the Ministry of Commerce of China signed an Agreement to implement the Technical Assistance Project to prepare a Feasibility Study Report for the Lao Cai - Hanoi - Hai Phong railway route.

Promoting cooperation in human resource training and railway industry

In order to promote the implementation of railway projects connecting Vietnam and China, especially the Lao Cai - Hanoi - Hai Phong standard gauge railway project, the meeting focused on discussing groups of issues such as: the preparation of the Feasibility Study Report, technical design work , loan cooperation, etc. of the Lao Cai - Hanoi - Hai Phong railway project; preparation for planning two standard gauge railway lines Dong Dang - Hanoi, Mong Cai - Ha Long - Hai Phong; cooperation in training railway human resources and railway industry cooperation. The two sides exchanged frankly and sincerely and achieved a number of substantive results under the direction of the leaders of the two governments.

On the sidelines of the meeting, Deputy Minister Nguyen Danh Huy had a working session with the Vietnamese Embassy in Beijing on September 23, 2025 to discuss coordination to promote railway cooperation between Vietnam and China.

Also within the framework of the working trip, to implement the Exchange of Letters between the two Governments signed on April 14, 2025 on the Chinese Government's agreement to implement the Technical Assistance Project to prepare the Feasibility Study Report for the Lao Cai - Hanoi - Hai Phong railway line of Vietnam, the Ministry of Construction of Vietnam and the Ministry of Commerce of China signed an Agreement to implement the Technical Assistance Project.
