To achieve these results, along with reviewing, reducing time limits, and simplifying administrative procedures, every year, the Provincial People's Committee has paid attention to and promoted the settlement of administrative procedures according to the one-stop mechanism, the interconnected one-stop mechanism with many specific methods.

People carry out administrative procedures under the one-stop mechanism at the Provincial Public Administration Service Center.

According to statistics on the Provincial Administrative Procedures Information System, currently, the whole province has 1,615 administrative procedures resolved under the one-stop, one-stop mechanism, of which, the provincial level has 1,282 administrative procedures, the district level has 222 administrative procedures and the commune level has 111 administrative procedures. On average, each year, the whole province receives more than 600,000 records, focusing on a number of fields such as justice, health , natural resources and environment, transportation... With such a large number of records received, in the past time, the Provincial People's Committee has paid attention to and directed agencies and units in the province to effectively implement the one-stop, one-stop mechanism in resolving administrative procedures to create satisfaction for the people.

Since the beginning of the year, the Provincial People's Committee has issued documents directing and implementing the work of controlling administrative procedures, reforming administrative procedures, implementing the one-stop and one-stop mechanism in handling administrative procedures in the province. At the same time, it requires 100% of departments, branches, district and commune People's Committees to issue specific plans in their units based on the general documents of the province.

The one-stop mechanism is a method of receiving documents, processing and returning results of administrative procedure settlement, monitoring, supervising and evaluating the settlement of administrative procedures for organizations and individuals by a competent authority through the one-stop department.

The one-stop mechanism is a method of coordination between competent authorities in receiving dossiers, handling and returning results of handling one or a group of related administrative procedures, monitoring, supervising and evaluating the handling of administrative procedures for organizations and individuals through the one-stop department.

Mr. Nguyen Van Ha, Chairman of the People's Committee of Dinh Lap district, said: Previously, the implementation of the district's one-stop mechanism had many limitations, but since 2019, resolving administrative procedures under the one-stop mechanism has been identified as an important content of administrative procedure reform. Accordingly, every year, we have issued a plan to control administrative procedures, implement the one-stop mechanism, and the interconnected one-stop mechanism in the district. At the same time, the People's Committee of the district has directed the "one-stop" department at the district and commune levels to strictly implement the posting and public disclosure of administrative procedures implemented under the one-stop mechanism, the public disclosure content must be complete and in accordance with current legal regulations; the form of disclosure is clear and convenient for organizations and individuals to access information on administrative procedures.

Along with the direction and management, the arrangement of equipment and human resources at the "one-stop" department is also focused on by authorities at all levels, ensuring good service for handling administrative procedures according to the one-stop and inter-connected one-stop mechanism. Regarding facilities, every year, the Provincial People's Committee requires the People's Committees at district and commune levels to balance the budget to upgrade and repair the headquarters of the "one-stop" department, ensuring an area of ​​80 m2 or more for the district level, 40 m2 or more for the commune level, and arrange facilities to serve people and organizations. Up to now, 100% of the "one-stop" departments at the provincial and district levels and over 90% of the "one-stop" departments at the commune level in the whole province have met the standards.

Ms. Vi Thi Vien, Dong Ghe village, Quan Son commune, Chi Lang district said: In the past, I was very reluctant to go to state agencies to carry out administrative procedures because I had to wait a long time, the "one-stop" department was cramped and had no chairs. In the past two years, the commune's "one-stop" department has been built to be spacious, clean, and spacious, with chairs to wait, and especially drinking water to serve the people. I am very satisfied.

Regarding human resources, the province currently has more than 500 civil servants working in the "one-stop" department at all levels, specifically, at the "one-stop" department at the provincial level there are 21 civil servants; the "one-stop" department at the district level has more than 100 civil servants in 10 districts and cities (Trang Dinh district implements the BCCI service contract to receive and return results to 8/10 professional departments at the district level); the "one-stop" department at the commune level, each unit has at least 2 civil servants to receive and return results. To improve professional expertise, every year, this team participates in training courses organized by provincial and district agencies.

Ms. Vy Thi Hoang Linh, a civil servant of the "one-stop" Department of the Department of Home Affairs at the Public Administration Service Center, shared: Every year, I participate in two professional training conferences organized by the Provincial People's Committee Office and the Public Administration Service Center. Here, I have been able to gain more knowledge about the regulations and procedures for receiving and returning results according to the one-stop and inter-connected one-stop mechanisms. Thanks to that, the files I receive are all guaranteed to follow the correct procedures; 100% of people rate their satisfaction and are very satisfied when performing administrative procedures.

Every year, the Provincial People's Committee issues a decision to establish a provincial inspection team to directly inspect a number of agencies and units. For example, in 2023, 27 surprise inspections were conducted at departments, vertical agencies, district and commune People's Committees in the province on the implementation of administrative procedure control, implementation of the one-stop and inter-connected one-stop mechanisms. During the inspection process, the members pointed out limitations and shortcomings, directly guided and removed obstacles in the implementation of the one-stop and inter-connected one-stop mechanisms.

The implementation of the one-stop shop and one-stop shop mechanism in handling administrative procedures has been of interest to the Provincial People's Committee and agencies and units, thereby achieving positive results. From the beginning of 2023 to now, the whole province has received more than 639,000 administrative procedure records; resolved more than 631,000 administrative procedure records, of which more than 630,000 administrative procedure records were resolved on time and ahead of schedule, reaching 99%.

Ms. Hoang Thi Luan, Deputy Director of the Public Administration Service Center, Office of the Provincial People's Committee, said: The implementation of the one-stop, one-stop mechanism in the province has been creating many positive results and benefits for the people and the government. First of all, it is necessary to overcome cumbersome and overlapping administrative procedures, while at the same time streamlining the administrative apparatus in general and the apparatus providing public administrative services in particular. In particular, the one-stop, one-stop mechanism helps people avoid having to go through many times, through many stages, saving time and costs. In the coming time, we will continue to advise the Provincial People's Committee to promote training for officials and civil servants at the "one-stop" department, along with that, strengthening inspections to improve the quality of service for individuals, organizations and businesses.
