As of July 31, the rate of sending and receiving confidential documents in the Ministry of National Defense reached over 45%. The Cipher Department (General Staff of the Vietnam People's Army) has handed over USB Tokens to agencies and units throughout the army. The military data transmission network has secured 100% of level 1 agencies and units under the Ministry of National Defense; 96.4% of level 2 agencies and units and 75.7% of level 3 agencies and units.

Concluding the conference, Senior Lieutenant General Le Huy Vinh praised the Office of the Ministry of National Defense and other agencies for proactively and actively sending, receiving and processing electronic documents with the confidentiality level of "Confidential" in the past time. This is one of the key tasks, contributing to changing the methods and ways of handling work, improving the effectiveness and efficiency in direction, command, management and operation; promoting digital transformation in the Ministry of National Defense, meeting the development requirements of the Army in the new situation.

To promote the sending and receiving of electronic documents with the level of “Secret” throughout the army, Senior Lieutenant General Le Huy Vinh requested the 86th Command to continue to deploy and strictly implement the regulations of the Ministry of National Defense on ensuring information security for the military computer network system. According to the functions and tasks, coordinate with agencies and units to review information technology equipment to ensure the configuration and quantity meet the requirements.

The Cipher Department (General Staff of the Vietnam People's Army) speeds up the progress of issuing and installing cryptographic products for agencies and units; giving priority to agencies and units located far away and without cryptographic forces. The Information and Communications Corps completes the military data transmission network infrastructure, ensuring network speed meets the requirements of sending and receiving confidential documents. The Military Industry-Telecoms Group ( Viettel ) focuses and prioritizes resources to continue perfecting features, optimizing the system, maintaining the Document Management and Operation System to operate stably, smoothly, and safely; researching, installing, and integrating cryptographic security solutions into computers manufactured by Viettel.

The Office of the Ministry of National Defense coordinates in expanding the sending and receiving of confidential documents to agencies and units at all levels with military data transmission networks; implements the entire process of confidential documents in September 2025; coordinates in completing the Document Management and Operation System to ensure convenience, optimization, and safety; trains and instructs a team of officers and clerical staff with proficient information technology skills.

Agencies and units in the entire army need to proactively and actively organize implementation to meet goals, requirements and progress. Agencies and units that are qualified to implement the entire process need to coordinate with functional agencies to implement and report to the Ministry of National Defense.
