Presenting the Report on the draft Law amending and supplementing a number of articles of the Law on Citizen Reception, the Law on Complaints, and the Law on Denunciations, Deputy Inspector General of the Government Le Tien Dat stated that, regarding the scope of the amendment of the draft Law, the Government proposed to remove regulations related to the district level, adjust the authority and responsibility of a number of entities in the work of receiving citizens, handling complaints and denunciations; supplement regulations on online citizen reception; supplement the mechanism for determining the authority to resolve in cases where the authority to resolve denunciations cannot be determined and the authorization to resolve denunciations by the Prime Minister...
On that basis, the Government proposes that, for the Law on Citizen Reception, the draft Law omits 1/36 articles, omits content in 2/36 articles; adds 1/36 articles, adds content in 1/36 articles; amends and completes 8/36 articles, and makes technical corrections in 4/36 articles.

Regarding the Law on Complaints, the draft Law omits 1/70 articles, omits the content in 1/70 articles; adds 1/70 articles, adds content in 5/70 articles; amends and completes 5/70 articles, and makes technical corrections in 14/70 articles.
Regarding the Law on Denunciation, the draft Law omits the content in 4/67 articles; supplements the content in 2/76 articles; amends and completes 4/67 articles, and makes technical corrections in 4/76 articles.
Regarding the draft Law dossier, the Government proposed the draft Law amending and supplementing a number of articles of the Law on Citizen Reception, the Law on Complaints, and the Law on Denunciation to be submitted to the National Assembly for consideration and approval at the upcoming 10th Session.
The Draft Report on the review of the Law project amending and supplementing a number of articles of the Law on Citizen Reception, the Law on Complaints, and the Law on Denunciations was presented by Cao Manh Linh, a full-time member of the National Assembly's Committee for People's Aspirations and Supervision. Accordingly, the majority of opinions in the Standing Committee of the Committee agreed with the Government's proposal on the scope of the Law project amendment, ensuring it is consistent with the current context, meeting the urgent requirements of stabilizing and implementing the 2-level local government organization model; at the same time effectively serving the promotion of decentralization, delegation of power, reduction of administrative procedures and improving the effectiveness of state management in the work of receiving citizens, handling complaints and denunciations.

However, there are opinions suggesting that the drafting agency continue to review and carefully evaluate the limitations and difficulties of each law that have been pointed out through the overall review of the legal system as required in Resolution No. 110/2023/QH15 of the National Assembly and the Report of the Government Party Committee in 2024 on the results of the review and overcoming of loopholes, difficulties and inadequacies in policies and laws as required by the National Assembly Party Delegation. On that basis, consider fully overcoming the difficulties and inadequacies of each law in this revision.
Delegates agreed on the need to develop a draft law and expressed interest in the regulations on online citizen reception. Accordingly, the form of online citizen reception in the draft law is stipulated to promote digital transformation in citizen reception activities, handling petitions, resolving complaints and denunciations, contributing to creating convenience for citizens when exercising their right to complain and denounce; at the same time, reducing pressure at citizen reception offices.

Some delegates suggested that the Government further evaluate the effectiveness of the implementation of the online citizen reception model in the past time, the technical infrastructure conditions to ensure connection between provincial citizen reception offices and central citizen reception offices, between provincial citizen reception offices and provincial and commune-level citizen reception points...

Concluding the discussion, Vice Chairman of the Committee for People's Aspirations and Supervision Hoang Anh Cong stated that, based on the opinions of the delegates, the Standing Committee of the Committee will complete the verification report and submit it to the Standing Committee of the National Assembly for comments at the 50th session.
