On behalf of the Standing Committee of the Economic Committee, welcoming the business delegation of the US-ASEAN Business Council to visit and work at the National Assembly, Vice Chairwoman of the Committee Doan Thi Thanh Mai expressed her pleasure in welcoming the US agricultural and food business delegation after the two countries upgraded their relationship to a Comprehensive Strategic Partnership; acknowledging and appreciating the positive contributions of US businesses to the transformation and growth of the Vietnamese economy.
The Vice Chairman of the Economic Committee affirmed that, with its assigned functions and tasks, the Economic Committee is ready to listen to recommendations from US businesses, especially in the fields of agriculture and food in the context of Vietnam promoting the development of a green economy in order to establish a more complete and adequate system of policies and laws to improve the investment environment in Vietnam, promote public-private cooperation, and support the development and economic growth of Vietnam in the fields of agriculture and food. The Economic Committee wishes to cooperate with agencies, organizations, and experts, including the US-ASEAN Business Council, to support the Committee in the process of reviewing and formulating policies.
At the meeting, US businesses informed and discussed a number of investment orientations in the fields of food, agriculture, biotechnology and veterinary medicine in Vietnam; expressed their desire to support the realization of initiatives and programs set out within the framework of the Vietnam - US comprehensive strategic partnership; informed and proposed to remove some obstacles in the implementation of policies and laws related to agriculture, food, etc.
US businesses are also interested in perfecting the policy framework in the field of manufacturing applying solutions from digital technology and big data in the fields of agriculture and food; expressing the hope that the Economic Committee, the Science , Technology and Environment Committee of the National Assembly of Vietnam will increase listening to recommendations from US businesses investing in Vietnam, especially in the process of amending the Law on Technical Standards and Regulations, the Law on Value Added Tax, the Law on Chemicals, the Law on Corporate Income Tax, etc.
Affirming that the opportunities for US businesses to invest in agricultural, food, biotechnology and veterinary production in Vietnam are huge, the Deputy Chairman of the Economic Committee stated that the procedures for investment and entry into the Vietnamese market are currently quite open, and Vietnam's competitiveness has also been significantly improved. The Standing Committee of the Economic Committee welcomes US businesses to explore opportunities, participate in investment, comply with Vietnamese laws and regulations, and fully implement the commitments that the two countries have signed in the past.
For effective coordination, the Vice Chairman of the Economic Committee suggested that the US-ASEAN Business Council maintain contact and regularly connect with the Economic Committee to exchange and update information. In the process of researching Vietnam's investment policies and laws as well as in the process of consulting US businesses wishing to invest in Vietnam, if they see difficulties, obstacles or discover inappropriate points, incompatibility with the commitments between the US and Vietnam, multilateral commitments that the US and Vietnam participate in, they should propose and make recommendations directly to the Economic Committee.
The Vice Chairman of the Economic Committee affirmed that the Economic Committee is always ready to accompany domestic and foreign enterprises to promote the investment environment and effective business cooperation between the two countries. At the same time, he was pleased to announce that the Vietnamese National Assembly has just passed a number of important laws, such as the 2024 Land Law, the 2023 Housing Law, the 2023 Real Estate Business Law, etc. with provisions that will have a great impact on the business community, contributing to strongly improving Vietnam's business environment. Some contents of interest to the US business delegation are also being reviewed by the Committee on Science, Technology and Environment, of which the most recent is the draft Law amending and supplementing a number of articles of the Law on Standards and Technical Regulations, which will be submitted to the National Assembly for comments at the upcoming 8th Session.
US businesses highly appreciated the determination of the National Assembly and the Government of Vietnam in perfecting policies and laws, creating an increasingly favorable investment and business environment for businesses as well as in implementing the green economic transition. At the same time, they emphasized the desire of US businesses to develop the green agricultural chemical industry in Vietnam, contributing to promoting the goal of green economic development. US businesses proposed that both sides cooperate and research to promote appropriate policies, facilitating the development of this field; affirmed their readiness to cooperate and provide full necessary data for the Economic Committee to research and design policies suitable to the needs and interests of each side; promote cooperation to diversify and ensure the supply chain; continue to further expand business and investment activities in Vietnam.
The Vice Chairman of the Economic Committee acknowledged the opinions and proposals related to agriculture and food of the US business delegation; affirmed that the Economic Committee will coordinate with the National Assembly Committees, ministries and branches to continue to remove obstacles, improve Vietnam's investment and business environment, harmonize the rights and interests of investment participants (including domestic and foreign enterprises), and ensure the interests of the people.
