( Bqp.vn ) – On the morning of July 19, in Hanoi, Senior Lieutenant General Hoang Xuan Chien, member of the Party Central Committee and Deputy Minister of National Defense , had a courtesy reception with Mr. Arnold H. Kammel, Austrian State Secretary of Defense, on the occasion of representing the European Union (EU) to Vietnam to attend the launching ceremony of the Vietnamese version of the EU Common Security and Defense Policy Handbook. The Austrian State Secretary of Defense is also the representative of the compilers and publishers of this Handbook.

Senior Lieutenant General Hoang Xuan Chien thanked the Austrian State Secretary for Defense for attending the Launching Ceremony of the EU Common Security and Defense Policy Handbook. This is one of the defense cooperation activities between Vietnam and the EU, in line with the framework of the Agreement on the Establishment of a Framework for Vietnam's Participation in the EU's Crisis Management Activities (FPA) in October 2019 and the Comprehensive Partnership and Cooperation between Vietnam and the EU.
Senior Lieutenant General Hoang Xuan Chien emphasized that in recent times, the Vietnam - EU defense cooperation has been paid attention to and promoted by leaders of both sides, achieving positive and outstanding results in areas such as: Defense - Security Dialogue, United Nations Peacekeeping (UNP), training... In particular, in the spirit of the FPA Agreement, Vietnam has deployed the first 02 officers to work at the EU Training Mission in the Central African Republic from December 2022 and decided to extend the working term of these 2 officers for another term. The EU also sent experts to work at the Vietnam Department of Peacekeeping Operations, to conduct consultations, share experiences, support training, and deploy forces... Regarding the direction of cooperation in the coming time, Senior Lieutenant General Hoang Xuan Chien suggested that the Austrian Secretary of State for Defense continue to pay attention to and promote cooperation in the defense field between Vietnam and the EU, focusing on the following areas: Delegation exchanges, defense-security dialogues, cooperation between research and training agencies, and the United Nations Peacekeeping Operations; Vietnam International Defense Exhibition 2024; affirming that Vietnam is ready to receive Austrian Ministry of Defense soldiers to study Vietnamese and attend the Defense Policy Research course at the National Defense Academy.
For his part, Mr. Arnold H. Kammel emphasized that cooperation between Vietnam and the EU within the framework of the EPA Agreement will contribute to promoting peace, stability, cooperation and development in the region as well as in the world; he believes that the launch of the EU Common Security and Defense Policy Handbook in Vietnamese will make an important contribution to promoting the quality and effectiveness of cooperation between Vietnam and the EU.
