Tan Thanh Social Policy Bank Transaction Office actively implements credit programs for students, master's students, and PhD students in STEM fields.
The first customer to receive the loan was Ms. Le Thi Ngoi (residing in Nhon Hoa hamlet, Hau Thanh commune). Her daughter, Nguyen Ngoc Anh Thu (born in 2007), has just been admitted to the Engineering major of Ton Duc Thang University, full-time program.
Tuition fees and monthly living expenses for her children are a significant amount of money for Mrs. Ngoi's family. Through the Women's Union of Hau Thanh Commune and the Savings and Loan Group of the Women's Union of Nhon Hoa Hamlet, Mrs. Ngoi learned about the credit program for STEM students.
With the guidance of the Commune Women's Union, the Savings and Loan Group and the Tan Thanh Social Policy Bank Transaction Office, in October 2025, she received a disbursement of more than 375 million VND to pay all tuition, living expenses and other study expenses for her children for 5 school years (from September 2025 to September 2030).

Ms. Le Thi Ngoi shared: “When we heard that our child had passed the university entrance exam, the whole family was both happy and worried. Without this policy, my child would not have been able to enroll. This amount of money not only helps my child continue his studies, but also helps the family have more faith in the care of the Party, the State and the Vietnam Bank for Social Policies."
To effectively implement the program, the Tan Thanh Social Policy Bank Transaction Office actively coordinates with local authorities, socio- political organizations, and Savings and Loan Groups to inform, propagate, and disseminate information about the program. In particular, focusing on disseminating policies; information about loan subjects and conditions; support policies (interest rates, loan terms, loan amounts, etc.) so that not only students and their families can grasp the information, but also use the loan capital for the right purpose and in accordance with regulations, thereby maximizing the effectiveness of the program.
At the same time, the unit strengthens the review of subjects in need of loans, coordinates to guide people to quickly complete their documents, and ensures that capital needs are met to implement the program.
Ms. Bui Huu Hanh - Head of the Savings and Loan Group in Nhon Hoa Hamlet, Hau Thanh Commune, shared: "As the Head of the Savings and Loan Group, I always stand side by side with households, promptly grasp all capital sources, including student loans; and provide information to people so that they can access it promptly."
According to Decision No. 29/2025/QD-TTg, the Tan Thanh Social Policy Bank Transaction Office disburses loans for credit programs for STEM students through households. The household representative is the person who takes out the loan and transacts with the bank. The maximum loan amount for 1 student to support tuition, living expenses and other study expenses is 5 million VND/month. The loan interest rate is 4.8%/year.
During the study period, the borrower does not have to pay the principal and interest. After 12 months from the end of the course, the borrower will start paying the principal and interest for the first time. This is not just a support amount, but a ticket to help students, master's students, and PhD students pursuing STEM fields have a solid financial foundation.
Director of the Tan Thanh Social Policy Bank Transaction Office Nguyen Trung Viet said: “This new loan policy not only continues to support disadvantaged students but also encourages young people to study highly applicable majors, contributing to the formation of high-quality STEM human resources for the future. In the coming time, the unit will continue to coordinate with the People's Committees of communes and socio-political organizations to continue to propagate and review to promptly disburse loans to students, master's students, and PhD students in STEM fields, helping the young generation have more opportunities to access knowledge."
