Help people increase income
In recent years, along with focusing on leadership and direction to promote socio-economic development, security and national defense; strengthening the Party's leadership in sending Vietnamese workers to work abroad in the province has always been of interest to Party committees and authorities at all levels.

Mr. Chau Van Tuan, Chairman of the People's Committee of Hong Thai Commune (Na Hang) said that labor export is one of the practical and effective solutions to help create jobs and increase income. Therefore, the commune has increased propaganda and dissemination of the Party and State's policies on labor export. At the same time, it has developed a plan to review and count the number of people of working age, learn about their aspirations and needs for labor export; proactively coordinate with labor export enterprises to organize sending workers to work abroad in accordance with the law.
Thanks to that, Hong Thai is the commune with the most people working abroad in the district. The whole commune currently has 76 people working abroad under contracts in countries such as Japan, Korea, Taiwan..., mainly young men, with an income of 20 - 40 million VND/month/worker. In 2024 alone, the commune had 11 people working abroad, currently the commune has 34 people waiting to complete the procedures. Many people after the expiration of their labor contracts have returned home and registered to go abroad for the second time. Working abroad brings job opportunities and increases income for many young workers, especially couples in difficult households, contributing to helping people improve their quality of life.
Mr. To Hoang Linh, Director of the Department of Labor, War Invalids and Social Affairs, said that from the beginning of the year to the end of November 2024, the whole province had over 1,000 workers working abroad in markets such as Korea, Japan, Taiwan, etc., reaching over 136% of the assigned plan. 7/7 districts and cities have workers working abroad such as: Yen Son district with 296 workers; Chiem Hoa 174 workers; Na Hang 162 workers; Ham Yen 156 workers; Son Duong 155 workers; Lam Binh 79 workers and Tuyen Quang city with 73 workers.
The assessment shows that workers working abroad under contract have a stable income, higher than those working domestically in the same industry and at the same level. Most Vietnamese workers working abroad are trusted and highly appreciated by employers. The results of sending workers to work abroad have contributed to job creation, income increase, and poverty reduction in the locality.
Many effective ways
Implementing Directive No. 20-CT/TW dated December 12, 2022 of the Secretariat of the 13th Party Central Committee on strengthening the Party's leadership in sending Vietnamese workers to work abroad in the new situation, the province synchronously deployed activities to thoroughly grasp the spirit of the Directive and carry out the tasks set for cadres and Party members in the whole province to develop the work of sending workers to work abroad effectively and sustainably.
On August 18, 2024, the Provincial People's Committee issued Decision No. 966/QD-UBND approving the Plan to send workers from Tuyen Quang province to work seasonally in Korea under the cooperation form between Tuyen Quang province and localities of Korea. Policies to support workers to work seasonally in Korea will be benefited from local budget sources according to the provisions of Decree No. 61/2015/ND-CP and Decree No. 74/2019/ND-CP of the Government on supporting job creation and the National Employment Fund. Related costs such as Korean language training, passports, visas, health check-ups and insurance... will also be partially supported from this source.

The central government's policies and procedures to support workers working abroad and the provincial policies and procedures to support workers are made public and widely disseminated, along with information about the market, needs, and working conditions to the subjects and people through many forms such as propaganda conferences, dissemination, training courses; propaganda on the media system, applications on digital platforms (zalo, facebook...). Thanks to that, information is fully and promptly transmitted, encouraging and motivating workers to work abroad, as well as facilitating the process of completing procedures and requesting support...
The province has directed agencies and units to review needs, disseminate and motivate workers, guide businesses operating labor export services to register to participate in the project, evaluate and select good orders and contracts to recruit workers, focus on supporting businesses, and remove difficulties in the implementation process in the locality.
Currently, localities in the province are continuing to review the number of workers who need to participate in labor export and borrow capital for labor export in 2024 and 2025. In addition, State management of labor export is also being strengthened to guide, urge and organize implementation; focus on organizing thematic inspections to limit and prevent violations by organizations and individuals participating in labor export; coordinate with sectors and levels to organize propaganda about the purpose, meaning, guidelines, policies and laws related to labor export.
Initial figures have shown the correctness and rationality of implementing policies on sending provincial workers to work abroad. From there, labor export has made new developments and achieved socio-economic efficiency.
