Flood control to save rice and crops
In the low-lying areas of Quang Dien district , according to statistics, the whole district has more than 2,928 hectares of rice and various vegetables flooded; of which, 1,625 hectares of rice, 39 hectares of peanuts, 12 hectares of cassava and 69 hectares of various vegetables. The most severe flooding is concentrated in the communes of Quang Vinh, Quang An and Quang Thanh.
In order to limit the damage caused by natural disasters, Quang Dien district has directed localities to urgently implement measures to drain water and save rice and crops.

Yesterday and continuing today, farmers in Quang Dien district mobilized all electric and diesel pumps, brought mechanical machines to the fields to dredge canals, embankments, and clear the flow in the fields. People's Committees of communes and towns coordinated with the Hue State-owned Irrigation Exploitation Company to proactively take measures to prevent local flooding and protect the Summer-Autumn crop in low-lying areas.
The general viewpoint of the leaders of Quang Dien district is that, in addition to rescuing and draining flooded rice and crop areas, local authorities in the entire district, especially low-lying areas that are frequently flooded, proactively move people in low-lying areas to safe shelters when bad weather continues to occur.
In Huong Tra town , due to heavy rain, more than 910 hectares of summer-autumn rice and 33 hectares of crops in the area were flooded . The most seriously affected were Huong Toan (337 hectares of rice), Huong Chu (217 hectares of rice, 33 hectares of vegetables), Huong Xuan (155 hectares of rice), and Huong Van (115 hectares of rice).

Currently, the drainage pumping station system in Huong Toan commune has been operated 24/7 (Nam Thanh pumping station and 11 drainage pumping stations of agricultural cooperatives). However, due to the heavy rainfall, the flooded area is still large. In other localities, because the drainage system mainly depends on natural terrain, agricultural cooperatives have overcome this by mobilizing members to clear the flow according to the terrain. According to observations, although these localities have invested in building a canal system, they are only designed for irrigation and not combined with drainage, so when it rains heavily, the flooded area becomes larger and larger.
Due to the impact of heavy rain, the entire A Luoi district has 587/686 summer-autumn rice areas flooded , most concentrated in the communes of Lam Dot (225 ha), A Ngo (90 ha), Son Thuy (60 ha), Trung Son (70 ha). Currently, localities are mobilizing and providing more machinery to carry out drainage, so far the drainage area is only about 141 ha. The fact that nearly 100% of the newly planted summer-autumn rice area is flooded due to heavy rain has made agricultural production in A Luoi very difficult.

In addition, also due to the impact of heavy rain, in the mountainous area of A Luoi, there were some landslides at Km 76+200 on National Highway 49 through Phu Vinh commune, and rocks and soil overflowed on some inter-commune and village traffic routes in Hong Bac, Trung Son, Phu Vinh... Currently, the authorities have placed warning signs, fenced off landslide points, warned, and prohibited people and vehicles from moving to ensure traffic safety on the route.
In response to the storm, on June 12, the Steering Committee for Search and Rescue (PCTT and TKCN) of Hue City continued to issue a telegram requesting units and localities to deploy storm and heavy rain response work; resolutely review and evacuate people in dangerous areas, coastal areas, river mouths, lagoons, on rafts, fishing and aquaculture watchtowers, residential areas at risk of being affected by strong winds, big waves, steep slopes at risk of landslides, flash floods, and inundation; inspect and overcome urban flooding.
Owners of irrigation and hydropower dams shall deploy disaster response plans and emergency response plans, monitor and operate to ensure safety of works and downstream areas; continue to urgently mobilize materials and human resources to coordinate with the Hue Irrigation Exploitation State-owned One Member Co., Ltd. to implement flood control to protect the Summer-Autumn crop area; prepare forces, vehicles and equipment for rescue when required.

The Steering Committee for Flood and Storm Prevention and Control of Hue City informed that the water level of Huong Dien Hydropower Reservoir at 11:00 a.m. on June 12, 2025 was at +57.09 m, the flow to the reservoir was 2,899 m3/s, the flow to the downstream was 104 m3/s. To ensure the safety of the dam and the downstream area, Huong Dien Hydropower Plant also announced the operation of regulating Huong Dien Hydropower Reservoir through the spillway and turbine with a gradually increasing flow, avoiding sudden changes of about 400-800 m3/s. Adjust the operation depending on the actual flow situation to the reservoir. The time to start gradually increasing the flow is at 3:10 p.m. on June 12.
Develop a master plan for drainage

Flooding also occurs in some suburban areas, where the terrain is low and the drainage system is limited. According to the assessment of the leaders of the City People's Committee, this is a sign showing the clear impact of climate change and requires a new approach in disaster prevention and control.

Directing the response work, Vice Chairman of the City People's Committee Hoang Hai Minh said that the weather is increasingly extreme and difficult to predict according to the old rules. Even in the middle of summer, heavy rain and small floods can still appear, so functional units need to be ready with flood prevention and drainage plans as in the main rainy season.
Vice Chairman of the City People's Committee Hoang Hai Minh requested localities to focus on mobilizing forces and means to clear the flow, operate the drainage system in a timely manner, and minimize damage to people. At the same time, direct specialized units to closely monitor weather developments and proactively deploy measures to protect production, especially for newly sown rice areas and crops in the development stage.
Vice Chairman of the City People's Committee Hoang Hai Minh requested relevant agencies, departments and branches to urgently review and flexibly operate drainage pumping stations, mobilize people's water pumps to promptly drain flooded rice fields, ensuring timely drainage for flooded agricultural production areas. There must be statistics and reports on the number of heavily flooded rice fields, in order to have plans and timely support for seeds for people to sow after the water recedes. The work of checking and clearing the sewer and canal systems must be carried out regularly, especially at places that are often congested after heavy rains.

In the long term, Vice Chairman of the City People's Committee Hoang Hai Minh requested the development of a master plan for drainage, which integrates the irrigation system serving production and the urban technical infrastructure system. Investment in upgrading should focus on main drainage axes, natural regulating lakes and large drainage culverts.
“Response cannot be based solely on experience or seasonality. We need a proactive, long-term, systematic approach to adapt to new weather developments. In particular, ensuring timely drainage for production and people's lives is an urgent requirement, not only during the rainy season. Coordinate to develop specific response plans for each level of heavy rain, ensuring to minimize damage,” emphasized Vice Chairman of the City People's Committee Hoang Hai Minh.
