The destiny of the nation has entrusted the Communist Party of Vietnam with the mission of leading the country and the nation. As the sole ruling party, the Party is deeply aware of self-renewal, self-rectification, and constantly improving its intellectual level and qualities in all aspects. Taking care of Party building and constantly consolidating and enhancing the Party's strength is a fundamental guarantee that determines the nation's correct path.
Prevent recession
In the book “Resolutely and persistently fight against corruption and negativity, contributing to building our Party and State to be increasingly clean and strong” by General Secretary Nguyen Phu Trong, there is an article (this article was published in Communist Magazine, No. 2, 1996) with the title: “Party building - how to evaluate correctly”.
At that time, Comrade Nguyen Phu Trong, who was the Editor-in-Chief of the Communist Magazine, warned: “If there are no active measures to innovate and rectify the Party, the Party will easily become corrupted.” In 2015, an article published in the Communist Magazine said: “Power always has a negative side, which is that it corrupts those who hold and use power if they are not mature enough in terms of personality.
The greater the power, the greater the risk of corruption. The higher the position in the power apparatus, the greater the risk of corruption. The lower the position, the less likely the person is to be corrupted, and vice versa.” Thus, for a ruling party, constant self-renewal, especially self-rectification, is an objective and natural requirement.
In 2008, while serving as Chairman of the National Assembly , in an article, Comrade Nguyen Phu Trong pointed out that Party building is extremely important in both theory and practice. In our country at the present stage, Party building is even more important.
The Party has analyzed and evaluated many times that currently (in 2008), the situation of our Party and the work of Party building, besides the good aspects, still has many weaknesses and shortcomings. “Have the qualifications met the requirements? How are the moral qualities? Corruption and negativity seem to increase the more we speak against them; the relationship with the people seems to be more distant, prestige is declining, is this assessment correct? And if so, how can we have enough strength to fight, how can we have enough confidence, plus there are also fluctuations in ideals! Some people say that now there is a situation of “bored with the Party, dry of the Youth Union, indifferent to politics”, only having expertise and doing business, is that correct? Therefore, the requirements placed on us are very great, our strength has not been able to meet many, although we have tried very hard in the past” - an excerpt from the article.
The author of the book in 2008 clearly stated that Party building is about building ideology, organization, and cadres. “So what policies do we have regarding ideological work, how do we plan cadres, how do we organize work, and do we fully understand the aspirations of cadres and party members?
"If we speak generally and make a basic assessment that it is good, it is easy, but if we go deeper into the internal situation of each place, there is certainly still much work to be done to build people and build organizations, ensuring the implementation of political tasks" - the author wrote. "We have talked a lot about fighting corruption, but have we seen any Party cells detect it?
When the year-end vote was held, most party members met the criteria and the party cell was clean and strong, but there were many denunciations and corruption was also present. What does that mean? Therefore, it requires political qualities, leadership capacity, but also the courage to fight.
Quality is important, not quantity.
We know that after the October Revolution, Lenin - the leader of the revolution - soon realized the problem of improving the quality of cadres in the government apparatus and in the work of Party building. In order to build the government system and cadre team in the spirit of "rather few but good", Lenin proposed strict regulations in Party activities, which later became regulations for all Party activities. According to Lenin's point of view, loving and nurturing cadres is indispensable, but that does not mean loosening discipline towards cadres, "must eliminate from the Party those elements that have become bureaucratized". In a letter to the Politburo of the Central Committee of the Communist Party of Russia on March 18, 1922, Lenin requested that cadres and party members who violate the law be strictly punished. If judges who try cases do not comply with the Party's instructions, they will be fired.
In our country, when leading an entire nation to rise up and seize power for the people, the whole country only had more than five thousand party members. It should not be one-sided, but this proves that, for a strong organization, first of all, each member of that organization must have good qualities. Of course, to have a good organization is not easy. General Secretary Nguyen Phu Trong has made this clear in his book. In that spirit, building the Party is a matter of building organizations, building people, very politically sensitive, so it cannot be hasty or simplistic. It must be carried out actively, without avoidance, and at the same time have appropriate steps and methods. Building the Party is a very difficult matter, because it is necessary to build both organizations and people. And people, as Gorky said: "Those two words ring out so proudly". But people, as our proverb says, are all sorts of things, we know what people are like, "a piece of food is a miserable piece, losing a piece of food turns your liver upside down!". It is very clear to see other people's flaws, but it is very difficult to see your own flaws.
In May 2022, at the 5th conference of the 13th Party Central Committee, General Secretary Nguyen Phu Trong said frankly: "We do not need party members who are just in name but not in reality." The cause of national construction requires each party member to be a good worker, a good leader and manager in the assigned field of work. If in the past, in the national democratic revolution, party members set an example in the struggle between life and death, striving to sacrifice to liberate the country and gain power, today, party members must set an example in implementing the policies and laws of the State. The invincible strength of the Party lies in its close connection with the masses. The Party advocates promoting democracy, considering democracy both the goal and the driving force of the renovation process. Every party member, first of all a party member who is a leader, has a position and power, must respect and promote the people's right to mastery, care for the daily lives of the masses, understand their aspirations and listen to their opinions, resolutely fight against bureaucracy, commandism, patriarchy, arbitrariness, privilege, oppression and suppression of the masses and all acts that violate the people's democratic rights.
Party members must have a sense of discipline.
The strength of the Party lies in its unity: unity of will, unity of viewpoint, unity of action. The principle of ensuring the unity of the Party is the principle of democratic centralism. Therefore, cadres and Party members, regardless of their position, must respect and strictly comply with the principle of democratic centralism. Party members have the responsibility to actively participate in discussing issues related to the Party's guidelines and policies, have the right to question and debate frankly, and at the same time pay attention to and respect the opinions of others. Once a collective decision has been made, it must be strictly implemented. If there are other opinions, they must be reserved or presented and reported in accordance with organizational principles.
Party members must not arbitrarily violate or delay the implementation of collective or superior resolutions, and must not speak carelessly or convey their own opinions and views outside of Party conferences. In case a Party member finds a resolution wrong or has errors, the most correct attitude is to promptly and frankly present his or her opinion to the competent organization. If the opinion is still not accepted, the Party member has the right to reserve it, but must obey the organization and implement the organization's resolutions.

“Our Party is different from many communist and workers’ parties in the world. Right from its inception, it has been the “offspring” of the nation. The Party grew up in the heart of the nation, the Party is the child of the people. Therefore, if it goes against the interests of the people, it is a violation of morality and ethics.
In practice over the past 87 years, we have seen this more clearly. When the Party lives in the hearts of the masses, when the Party is closely connected to the people, and the people protect and shelter the Party, then the Party is strong and vice versa.
