Lam Dong Province (new) will test the operation of the new commune-level government on June 23.

Ham Thuan Commune (Ham Thuan Bac District) is one of the pilot operation localities of Binh Thuan Province.

Accordingly, in Binh Thuan province, the localities that will be piloted are Phu Thuy ward (Phan Thiet city) and Ham Thuan commune (Ham Thuan Bac district); in Lam Dong province, it will be Xuan Huong - Da Lat ward (Da Lat city) and Duc Trong commune (Duc Trong district); for Dak Nong province, it will be Nam Gia Nghia ward (Gia Nghia city) and Kien Duc commune (Dak R'Lap district).

The implementation method will be implemented synchronously and online at the connection points. The connection point of the Provincial Party Committee Office of the 3 provinces will directly monitor and supervise the progress of the pilot operation of the scenario contents for the 6 selected connection points of commune-level administrative units and the remaining 118 connection points of commune-level administrative units. The Lam Dong Provincial Party Committee Office connection point is the connection point that conducts the opening, summary, and declaration of the end of the pilot operation process; is the main connection point in technical coordination, implementing specific monitoring requirements of the activities of 124 commune-level units as required by the Standing Committee of the Provincial Party Committee of the 3 provinces throughout the pilot operation process.

The People's Committees of Lam Dong, Binh Thuan and Dak Nong provinces directly direct the preparation of facilities, materials and connection of transmission lines to ensure operation.

Xuan Huong Ward – Da Lat bridge is the main broadcasting bridge for the trial operation; broadcasting smoothly the entire trial operation process of handling administrative procedures at the commune level; recording and interacting with the people, media agencies and press.

According to the scenario, from 7:15 to 7:30, at the Lam Dong Provincial Party Committee Office, comrade Y Thanh Ha Nie K'dam - Secretary of Lam Dong Provincial Party Committee, Head of the Steering Committee for the merger of Lam Dong, Binh Thuan and Dak Nong provinces, delivered the opening speech; thoroughly grasped the purpose and requirements of the pilot operation activities, monitoring and evaluation activities to exchange and draw experiences. From 7:30 to 8:30: Pilot operation according to the scenario content on the organization and operation of the Party bloc agencies at the commune level (6 commune-level administrative units were selected to implement synchronously). From 8:45 to 9:45: Pilot operation according to the scenario content on the organization and operation of the People's Council agencies at the commune level (6 commune-level administrative units were selected to implement synchronously). From 10:00 to 11:30: Based on the assumption that the organization of the People's Committee at the commune level has stabilized, a trial operation will be conducted to handle administrative procedures (under the authority of receiving - handling - returning results directly, online at the commune level and online at the provincial level) at the new commune-level administrative unit.

Administrative procedures are one of the contents put into trial operation.

The trial operation lasted until 11:30 a.m. on June 23. At the Lam Dong Provincial Party Committee Office, comrade Y Thanh Ha Nie K'dam evaluated and concluded the closing ceremony.

The direct trial operation of selected commune-level administrative units is aimed at visual assessment for research and general experience; Timely assessment of difficulties and obstacles in the organization and operation of the political system of commune-level administrative units formed after the rearrangement for timely adjustment. Thereby, the departments and branches will advise and propose procedures for organizing and operating new commune-level administrative units after the rearrangement (at the same time related to the direction and operation of superior agencies and localities) to ensure rationality, suitability to the practical situation, ensuring the smooth operation of all commune-level administrative units (124 units) in the new Lam Dong province when officially operating from July 1, 2025.
