Assessment of the current status of irrigation works in the 2025 flood season

Binh Thuan Irrigation Works Exploitation Company Limited (called the Company) has just inspected the safety status of dams and reservoirs after the rainy and flood season in 2024 and before the rainy and flood season in 2025 at 40 reservoirs. The results show that 24 reservoirs are assessed as safe. Particularly, 8 reservoirs with high risk of unsafety are Ca Giay, Bo Bo, Nam Heo, Suoi Da, Ca Giang - Ham Hiep, Gieng Co, Song Mong, Song Dinh Forestry Enterprise (of which 2 reservoirs are being repaired and upgraded: Ca Giay, Song Mong).

According to the Company, by 2025, investors of projects to upgrade and repair irrigation reservoirs in the province have developed and submitted to competent authorities for approval natural disaster response plans for 19/40 irrigation reservoirs. At the same time, they have developed and submitted to competent authorities for approval emergency response plans for 5/40 irrigation reservoirs including Da Bac, Song Luy, Song Quao, Tan Lap, and Tra Tan. However, the current difficulty is that there is still a situation where people encroach on riverbeds, streams, and flood drainage channels after the reservoir spillway to build tents, stalls, build barns for raising livestock and poultry, and plant perennial trees, etc. This causes the flow to narrow, hinders the reservoir's ability to drain floods, and increases the level of flooding in downstream areas. In particular, after conducting a safety inspection of dams and reservoirs, the Company said that 24 reservoirs have been assessed as safe. Reservoirs with basic safety assessment results are Song Mao, Saloun, Suoi De, Ho Dong, Drian, Ho Lua... Reservoirs with high risk of unsafety assessment results are 8 reservoirs including: Ca Giay, Bo Bo, Nam Heo, Suoi Da, Ca Giang - Ham Hiep, Gieng Co, Song Mong, Song Dinh Forestry Enterprise (of which 2 reservoirs are being repaired and upgraded: Ca Giay, Song Mong).

According to Mr. Ho Dac Nghia - Deputy General Director of the Provincial Irrigation Works Exploitation Company, currently some works are damaged such as the leaking dam at Tan Lap Lake. Some lakes with deformed dam faces and dam roofs (landslides, upstream and downstream slopes) are 7 lakes (Song Luy, Ca Giang, Gang Lang, Ho Thiem, Bong Dau, Song Mong, Du Du). In addition, the error in the flood discharge equipment includes spillway No. 5 at Phan Dung Lake, Tuy Phong District, all spillways at Song Dinh 3 Lake, Ham Tan District. Currently, there are 5 works that are damaged and degraded, and need to be repaired to ensure safe operation during the 2025 flood season, including Trough No. 1 at K2+540 on the main canal of Du Du Lake, Doc Moi Dam; drainage culvert at K1+050 on the right bank of the water supply canal of Du Du Lake - Tan Lap Lake; Spillway combined with deep discharge culvert at K5+400 on the main canal of Ham Can dam; drainage culvert at K4+200 on the main canal of Dong Ho Ba Bau.

Plan to ensure construction safety during rainy and flood season

Based on the above situation, the Company has been organizing the establishment, review, adjustment and supplementation of the irrigation works protection plan, submitting it to competent authorities for approval, with completion date before August 2025.

On the other hand, to manage and operate dams, reservoirs, and irrigation works to ensure safety during the 2025 rainy and flood season, the Department of Agriculture and Environment has requested the Irrigation Works Exploitation Company Limited to urgently use the emergency repair fund allocated in the Company's 2025 financial plan to repair and fix equipment failures at spillway No. 05, Phan Dung reservoir, and all spillways of Song Dinh 3 reservoir. The repair must be completed before the 2025 rainy and flood season, ensuring smooth operation of the equipment when discharging floodwater from the reservoir. At the same time, handle the subsidence and collapse locations on the upper and lower slopes of the dams of Song Luy, Gang Lang, Thiem, and Bong Dau reservoirs, and fix water seepage problems. Along with that, deploying the repair of damage on the dam surface, the drainage ditch of the downstream slope of the main dam of Du Du Lake has been allocated regular repair funds under the 2025 irrigation infrastructure asset maintenance plan. Arrange a force with sufficient professional capacity to coordinate with the locality to manage and operate the project according to regulations.

At the same time, the Department of Agriculture and Environment also requested the Company to operate reservoirs during the flood season in compliance with the approved operating procedures. Along with reviewing and having solutions to handle flow obstructions when operating flood discharge; warning locations and areas that are frequently flooded when the reservoir discharges flood water so that people know to proactively prevent and avoid, ensuring the safety of human life and technical infrastructure works in the downstream area. At the same time, organizing test operations of sluice gates and equipment serving flood discharge of irrigation reservoirs, promptly fixing damage incidents and equipment errors to ensure normal operation in all weather conditions...

According to the Provincial Irrigation Works Exploitation Company Limited, by 2025, Binh Thuan will have 40 irrigation reservoirs of all kinds in operation, with a total capacity of 441.33 million m3 and a total design capacity of 60,367 hectares. Of which, there are 18 large reservoirs, 10 medium reservoirs and 12 small reservoirs. In addition, the Company is managing and exploiting 132 dams; 21 electric pumping stations (1 electric pumping station has temporarily stopped operating, which is the BC2 pumping station, Long Song reservoir system, Tuy Phong district); 185 main water intakes and water intakes on main canals, 481 networked canals, main canals, and level 1 canals with a total length of about 1,636.49 km; 3 irrigation embankments with a total length of 26.11 km; 77 management houses and stations; 19 management roads with a total length of 66.72 km; 1 material warehouse.
