Nghe An province has 20 administrative units, including: 1 Vinh city and 2 towns: Cua Lo, Thai Hoa. The province has 17 districts: Quynh Luu, Dien Chau, Nghi Loc, Yen Thanh, Hung Nguyen, Nghia Dan, Quy Hop, Quy Chau, Que Phong, Tan Ky, Do Luong, Anh Son, Con Cuong, Tuong Duong, Ky Son, Nam Dan, Thanh Chuong.
Located in the Northeast of Truong Son mountain range, Nghe An has a diverse terrain, divided by mountain ranges and river and stream systems. The terrain is inclined in the Northwest - Southeast direction, with three distinct ecological regions: mountainous, midland, coastal plain. Of which, mountainous areas account for 83% of the territory. Over 38% of the province's land area has a slope greater than 25%. The river system has a large slope, with 117 large and small waterfalls.
The highest place is Pulaileng peak (2,711 m) in Ky Son district, the lowest is the plains of Quynh Luu, Dien Chau, Yen Thanh districts, Hoang Mai town, some places are only 0.2 m above sea level (Quynh Thanh commune, Quynh Luu).
