In residential area No. 42, Phan Rang Ward, Khanh Hoa Province, on November 20, floodwaters overflowed the main roads and quickly rolled into small alleys. The water rose suddenly, the flow was strong, and the risk of insecurity existed every minute and every second. Although the local authorities had notified and warned in advance, due to the unusual developments of heavy rain, many households were unable to react in time.
Faced with the flood situation threatening people's lives, the Defense Command of Region 4 - Do Vinh immediately mobilized forces to the scene, urgently deployed a rescue team, with the motto "people's lives are above all".
According to information from households in residential group 42, deep in the small alley there was a family of a woman with two small children. The mother and her three children were in a dangerous situation as the floodwaters rose rapidly. Without hesitation, officers and soldiers of the Defense Command of Area 4 - Do Vinh quickly approached the scene. At that time, the water was flowing like a waterfall, at some points the water level was up to the head of a person. The 10-person team equipped with life jackets, lifebuoys and rescue vehicles advanced about 20 meters and were forced to stop, because the water flowed so fast that it could sweep away an adult.

Lieutenant Colonel Phu Minh Tien, Deputy Political Commissar of the Defense Command of Area 4 - Do Vinh, was not shaken at all. He calmly ordered the formation to stop marching and deployed a plan to use large ropes tied to sturdy concrete pillars. Each person groped their way through the water, holding on to the ropes tightly, and pressed close to the wall to gradually enter the alley.
During that tense moment, a local youth took the initiative to join the team, volunteering to be a guide. With his knowledge of every nook and cranny in the residential area, he guided the officers and soldiers to the deeply flooded sections, the locations with many sharp pieces of glass, and together with the soldiers, rushed into the deep flooded areas to reach the households in distress.
After nearly 15 minutes of struggling with the rushing water, the team reached the house in need of rescue. From inside, a woman’s voice trembled in the rain: “Guys… we’re here!” Tears welled up in her pale face, and the woman’s hands still held tightly onto her children, only letting go when the soldiers’ strong hands, also pale from being soaked in floodwater, approached. “I’m saved… my family owes you guys a lot…!”

Before the rescue team arrived, the woman and her three children had to stand precariously on a table in the middle of the flooded house, the water level had risen to their knees.
After about 30 minutes, the rescue team brought the woman and her children out of the danger zone, ensuring absolute safety.
Lieutenant Colonel Phu Minh Tien, on behalf of the rescue team, thanked the young guide, expressing his appreciation for his sense of responsibility and timely support. "The working group acknowledged the particularly important role of local people in helping officers and soldiers quickly approach dangerous areas, contributing decisively to ensuring people's safety" - Lieutenant Colonel Phu Minh Tien emotionally shared.
In the still-raging floodwaters, words of encouragement and thanks were hastily exchanged. Without time to ask for names, only firm handshakes, warm glances, and the quiet but profound affection between the army and the people remained...

Immediately afterwards, the rescue team of the Defense Command of Region 4 - Do Vinh continued to move to other areas, where many households were still isolated, waiting for support.
According to Colonel Pham Van Than, Commander of the Defense Command of Region 4 - Do Vinh, "These days, it is expected that floodwaters will continue to flow in large quantities. Implementing the direction of the Provincial People's Committee and the Military Command of Khanh Hoa Province, the unit always strictly maintains the duty regime, fully prepares forces and means, and is ready to mobilize when situations arise. All officers and soldiers of the unit have the highest determination and sense of responsibility to be ready to support the people to overcome this difficult time"./.
