An arrest warrant has been issued for Major General Moon Sang-ho on charges of participating in key missions related to the rebellion and abuse of power, South Korea's interagency investigation team said.
Moon is suspected of dispatching troops from his command unit to the National Election Commission headquarters in Gwacheon on the night of December 3, shortly after President Yoon Suk-yeol declared martial law. Moon is also suspected of discussing the action plan for implementing martial law with Noh Sang-won, a former defense intelligence chief, and two other subordinates at a Lotteria fast food restaurant in Gyeonggi Province two days before martial law was declared.
A surprising detail revealed by the National Office of Investigation (NOI) of South Korea on December 19 said that on December 1 - two days before President Yoon Suk-yeol declared martial law, Major General Noh Sang-won, former commander of the Defense Intelligence Command, Major General Moon Sang-ho, and two other colonels discussed this plan.
Yonhap news agency quoted investigators as saying that the four men met at a Lotteria store in Ansan City, about 30 kilometers southwest of Seoul. Police obtained a video recording of the four military commanders discussing while eating hamburgers. According to the police, one of the lines of conversation was "get ready because martial law will be imposed soon."
In a previous parliamentary questioning, Mr. Moon said he only learned about the martial law declaration through President Yoon's televised speech.
Also under investigation over the snap martial law imposed by Yoon Suk-yeol, who is now suspended from his post as South Korean president, Major General Noh Sang-won was arrested on December 18 on charges of attempting to flee and tampering with evidence.
"We have determined that General Noh discussed martial law with former Defense Minister Kim Yong-hyun and several others in the Defense Intelligence Command," the National Bureau of Investigation said earlier.
