The Provincial Party Committee thoroughly grasps and implements Official Dispatch No. 43 of the Central Committee on summarizing Resolution No. 18-NQ/TW

On the morning of March 26, the Provincial Party Committee held a conference to disseminate Official Dispatch No. 43-CV/BCĐ, dated March 20, 2025 of the Central Steering Committee (SC) on summarizing Resolution No. 18-NQ/TW on the plan to continue to reorganize the apparatus of the political system. Comrade Truong Quoc Huy, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial National Assembly Delegation chaired the conference.

Attending the conference were comrade Dinh Thi Lua, Standing Deputy Secretary of the Provincial Party Committee; members of the Standing Committee of the Provincial Party Committee, Standing Committee of the People's Council, leaders of the Provincial People's Committee, Deputy Head of the Provincial National Assembly Delegation; representatives of the Central Party Office; members of the Provincial Party Executive Committee; leaders of specialized agencies advising and assisting the Provincial Party Committee; committees of the Provincial People's Council, Office of the Provincial People's Committee; heads of departments, branches, sectors, the Fatherland Front and socio-political organizations of the province; secretaries of district, town and city Party Committees; members of the Provincial Party Committee's Inspection Committee. At the conference, Secretary of the Provincial Party Committee Truong Quoc Huy thoroughly grasped the contents of Official Dispatch No. 43-CV/BCĐ dated March 20, 2025 of the Central Steering Committee on summarizing Resolution No. 18-NQ/TW on the plan to continue to reorganize the apparatus of the political system. Official Dispatch No. 43-CV/BCĐ of the Central Steering Committee consists of 3 parts: contents and tasks to be implemented before, during and after the resolution and conclusion of the 11th Conference of the 13th Central Committee in conjunction with building a 2-level local government model, eliminating the district level, and reorganizing provincial and commune-level administrative units; at the same time, assigning specific tasks to Party committees and organizations at all levels and clearly defining the time frame for reporting to the Politburo and the Central Committee. In particular, for provincial and municipal Party Committees directly under the Central Government, focus on leading and directing the development of detailed plans to disorganize district-level, rearrange and reorganize commune-level administrative units (paying attention to the arrangement of cadres, headquarters, vehicles and equipment) according to the direction of the Politburo, the Secretariat, and the guidance of the Government Party Committee (to be completed before June 30, 2025); at the same time, coordinate with Party committees at the Central level, the Government Party Committee, the National Assembly Party Committee, the Vietnam Fatherland Front Party Committee, and central organizations to implement the provincial merger plan.

The Provincial Party Secretary emphasized that, based on the directive documents of the Central Committee and the Provincial Party Committee, he requested Party committees at all levels, party organizations, agencies and units in the province to perform well a number of tasks: The Provincial Party Committee's Propaganda and Mass Mobilization Commission presides over and advises the Provincial Party Committee's Standing Committee to organize a conference to disseminate and implement the resolutions and conclusions of the Central Committee and related documents on continuing to reorganize the apparatus of the political system. Based on the direction, orientation and guidance of the Central Party Committee's Propaganda and Mass Mobilization Commission, presides over and coordinates with related agencies to advise the Provincial Party Committee's Standing Committee to issue a Plan to proactively and promptly disseminate resolutions, conclusions and directive documents of the Central Committee and the Provincial Party Committee to all classes of people, creating consensus and unity for the development of the country.

The Provincial People's Committee Party Committee leads and directs, based on the orientation and guidance of the Government Party Committee, the development of a Project on not organizing district-level administrative units, arranging and merging commune-level administrative units, to be completed before June 30, 2025. Lead and direct the Provincial People's Committee to direct the Provincial Inspectorate, the Department of Home Affairs, departments, branches, districts, towns and cities to base on the approved plan of the Provincial Party Committee Standing Committee on the arrangement of the Provincial Inspectorate to carry out the arrangement in accordance with regulations (to be completed before April 10, 2025); periodically report on the progress of the task of merging commune-level administrative units to the Provincial Steering Committee and the Provincial Party Committee Standing Committee. The Provincial People's Council Party Committee leads and directs the Provincial People's Council to collect opinions on the amendment and supplementation of a number of articles of the 2013 Constitution at the request of the National Assembly Party Committee; pass a resolution on the policy of not organizing district-level administrative units, arranging and merging commune-level administrative units and other relevant resolutions. Continue to arrange administrative units, build a 2-level local government organization model... Expected completion date is before June 30, 2025 and according to the direction of the Central Government.

The Provincial Party Committee of the Vietnam Fatherland Front shall preside over and coordinate with the Party Committees of branches, Party Committees of socio-political organizations, and mass associations assigned by the Party and State to advise the Provincial Party Committee Standing Committee to develop a project to rearrange socio-political organizations and mass associations assigned by the Party and State to be directly under the Vietnam Fatherland Front at the provincial and communal levels, and submit it to the Provincial Party Committee for consideration and approval (to be completed before July 15, 2025 and according to the direction of the Central Committee). The Party Committees of the Provincial Party agencies shall direct the Provincial Party Committee of the Vietnam Fatherland Front to preside over and coordinate with the Party Committees of branches, Party Committees of socio-political organizations and mass associations assigned by the Party and State to advise the Provincial Party Committee Standing Committee to develop a project to rearrange socio-political organizations and mass associations assigned by the Party and State to be directly under the Vietnam Fatherland Front at the provincial and communal levels, according to the direction of the Central Committee and the direction of the Provincial Party Committee; to reorganize affiliated Party organizations within its authority; Propose amendments and supplements to relevant legal provisions under the authority of the Provincial Party Committee and the Provincial Party Committee Standing Committee.

The Standing Committees of the district, town and city Party Committees coordinate with the Party Committee of the Provincial People's Committee to develop a project to disorganize the district level and merge the commune-level administrative units; coordinate with the Provincial Party Committee's Organization Board and the Provincial Party Committee's People's Committee to prepare personnel for the Party Committee members, Standing Committees of the Party Committees, secretaries, deputy secretaries, inspection committees, chairmen and deputy chairmen of the inspection committees of the commune-level Party Committees, and leadership and management personnel at the commune level. The agencies advising and assisting the Provincial Party Committee deploy and carry out regular tasks without interrupting work or affecting the normal operations of agencies and units; proactively edit records and documents for handover according to regulations; do a good job of ideological work for the staff and civil servants so that they can work with peace of mind...

Concluding the conference, Secretary of the Provincial Party Committee Truong Quoc Huy requested: District Party Committees, Town Party Committees, City Party Committees, Party Committees directly under the province, agencies and units based on the Official Dispatch and Implementation Plan of the Provincial Party Committee Standing Committee develop a plan to disseminate and implement at their level, at the same time lead and direct affiliated Party organizations to disseminate and implement seriously, practically and effectively; report the results of dissemination and implementation of the Party Committee to the Provincial Party Committee Standing Committee according to the progress and requirements of the Central Committee and the Provincial Party Committee Standing Committee. Request that Party Committees at all levels, Party organizations, agencies, units and leaders uphold the sense of responsibility and seriously and effectively implement the above Official Dispatch.
