Organizing the Congress of the Party Committee of the Vietnam Fatherland Front and Central organizations before October 31, 2025

The conference aims to implement Directive No. 45-CT/TW dated April 14, 2025 of the Politburo on Party Congresses at all levels towards the 14th National Congress of the Party. Accordingly, the Standing Committee of the Party Committee of the Vietnam Fatherland Front and Central mass organizations has developed Guidelines for Party Congresses at all levels towards the Congress of Party Delegates of the Vietnam Fatherland Front and Central mass organizations for the 2025-2030 term.

The content of the Guidelines clearly states that the time to organize the Party Congress and grassroots Party cells shall not exceed 2 days, to be completed before June 30, 2025. The congress of delegates of the grassroots Party Committees directly under the Party Committee of the Vietnam Fatherland Front and Central mass organizations shall not exceed 2 days, to be completed before August 31, 2025. The congress of delegates of the Party Committee of the Vietnam Fatherland Front and Central mass organizations shall not exceed 4 days, the time may be shorter, to be completed before October 31, 2025.

Time to organize model congresses: The grassroots party committees directly under the Party Committee of the Vietnam Fatherland Front and Central mass organizations in the beginning of the third quarter of 2025. The consultation of model congresses is under the direction of the Standing Committee of the Party Committee of the Vietnam Fatherland Front and Central mass organizations. The consolidation and addition of Party committee members and members of the Standing Committee of the Party Committee of the Vietnam Fatherland Front, Central mass organizations and Party organizations directly under the Party Committee of the Vietnam Fatherland Front and Central mass organizations for the 2020-2025 term is implemented according to Conclusion No. 128-KL/TW, dated March 7, 2025 of the Politburo on the policy of personnel work...

The guidelines set out requirements for party organizations to organize 4 congresses: Summarizing the implementation of the resolution of the party congress for the 2020-2025 term and determining the directions, goals, tasks, and solutions for the 2025-2030 term; Discussing and contributing opinions to the draft documents of the 14th Party Congress and documents of the congress of the directly superior party organization; Electing the executive committee of the party organization for the 2025-2030 term; Electing the delegation to attend the congress of the superior party organization.

Personnel work for the 2025-2030 term must ensure the direct and comprehensive leadership of the Party and Party Committees at all levels and promote the role and responsibility of the leadership team and the head according to regulations. Ensure the succession, innovation and continuous development of the staff; focus on quality, have reasonable quantity and structure, and strengthen in important and key positions, areas and fields.

The new Party Committee must be exemplary in political mettle, intelligence, qualities, ethics, lifestyle, capacity, and prestige; be clean and strong; truly be the center of solidarity, unification of will and action; have firm political mettle, vision, innovative thinking, closely connected with cadres, party members, civil servants, and workers; have leadership and governing capacity, have high fighting spirit, meet the requirements of tasks in the new development stage to successfully implement the resolutions of Party Congresses at all levels, the Resolution of the 14th National Party Congress, etc.

The work of preparing and organizing Party congresses at all levels must be led and directed by Party committees at all levels in accordance with the Party's regulations and principles, especially the principle of democratic centralism, fully promoting the authority and responsibility of Party committees, Party organizations and heads of Party committees at all levels; ensuring quality, progress, practicality, efficiency, safety, without ostentation, and resolutely fighting waste and negativity.

The process of drafting congress documents must promote democracy and collective intelligence, and spend reasonable time to collect comments from subordinate Party committees and Party cells; have appropriate and practical forms; prepare well and have a plan to disseminate the draft political report on the websites of the Central Committee of the Vietnam Fatherland Front, agencies, units, socio-political organizations, etc. so that cadres, Party members, workers, and members can contribute their comments.

For party committees (cells) that are merged, consolidated, or newly established according to the policies, resolutions, and conclusions of the 13th Central Executive Committee, Politburo, and Secretariat on the arrangement and streamlining of the apparatus of agencies and units in the political system; party organizations in agencies and units that are implementing the arrangement, streamlining of the apparatus and reorganization according to Resolution No. 60-NQ/TW of the Party Central Executive Committee (central agency party committees of 5 socio-political organizations and central agency party committees of the Vietnam Fatherland Front) will organize congresses according to the direction of competent authorities.
