The Ministry of Education and Training has prepared a system of documents and organizational procedures so that provinces and cities have a basis to organize the exam locally. At the same time, the Ministry organized a training conference on the 2025 high school graduation exam for the Departments of Education and Training and the police of provinces and cities to thoroughly understand the exam regulations, train in exam organization techniques; train in the use of software systems serving the exam organization; and provide guidance on how to handle situations and problems that arise.

According to the assessment, the preparation for the organization of this year's high school graduation exam has had urgent and thoughtful coordination among officials, teachers, military forces, police, electricity, and health .

The Ministryof Education and Training aims to reduce pressure and costs for society, so it will make efforts to ensure the exam takes place safely, seriously and effectively.

This year, the number of candidates registering for the exam is also higher than in 2024, and exam cheating technology is expected to become increasingly sophisticated, which are safety risks that need to be strictly controlled.
