Working with the Working Group were comrades of the Party Central Committee: Ha Thi Nga, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Tuyen Quang Province; Hau A Lenh, Secretary of the Ha Giang Provincial Party Committee. Also attending and working were comrades of the Provincial Party Committee, People's Council, People's Committee and leaders of a number of relevant agencies and units of the two provinces of Tuyen Quang and Ha Giang.
At the working session, Tuyen Quang and Ha Giang provinces reported to the Working Group on the results of the implementation and organization of the Resolution of the 11th Conference of the 13th Party Central Committee.
Accordingly, Tuyen Quang and Ha Giang provinces have been proactive, flexible and have many solutions to complete tasks, arrange the organizational apparatus according to the policy of ensuring quality and progress. The focus is on building the Project to merge Tuyen Quang and Ha Giang provinces, the Project to arrange commune-level administrative units with high determination, and consensus of cadres, party members and people.
The leaders of the two provinces have proposed to the Working Group some difficulties and problems in the implementation process such as: the organizational models of some public service units under the People's Committees of the two provinces are not similar; the arrangement of headquarters, accommodation and working places for leaders, civil servants, public employees and workers after the merger.
Propose that the Central Government give the province a policy to plan the construction of an administrative and political center to ensure harmonious regional connections between the urban areas of Tuyen Quang-Phu Tho-Yen Bai-Thai Nguyen after the arrangement, opening up space and development potential for the new province after the merger and consolidation.
At the same time, consider and provide additional funding to pay for early retirement and resignation. It is recommended that there be a policy to consider and decide on staffing arrangements in some special cases such as ethnic minority staff, young staff, and female staff to suit practical conditions.
Speaking at the meeting, Senior Lieutenant General Trinh Van Quyet, Secretary of the Party Central Committee and Director of the General Department of Politics of the Vietnam People's Army, highly appreciated the two localities' serious implementation of the tasks of the Resolution of the 11th Conference of the 13th Party Central Committee.
He emphasized that the goal of streamlining the apparatus and reorganizing administrative units is to promote socio-economic growth and improve people's lives. Along with the requirements and tasks in the work of reorganizing the apparatus and preparing documents for the Provincial Party Congress, the two provinces must pay real attention to resolving complaints and denunciations.
It is necessary to implement the policy and guiding spirit: strengthening decentralization, decentralization, local decision, local action, local responsibility, for the common development goal. The Party Committee leads and directs the implementation of Party Congresses at all levels according to the schedule and requirements set forth, and the construction of Congress documents must ensure continuity, identify new development spaces and thinking, identify opportunities, challenges, and breakthrough tasks... The documents must closely follow the requirements of General Secretary To Lam, which are concise, easy to implement, and immediately implementable at each level.
Selecting a team of excellent cadres, ensuring the structure meets the requirements of the new situation. At the same time, strengthening information and propaganda work, creating consensus among cadres and people, harmoniously and consistently implementing the tasks of economic growth, social security, ensuring security and order, and improving people's lives. The comrade also noted that after the merger and consolidation, it is necessary to properly handle public assets after the merger, avoid waste, ensure savings and efficiency, and pay attention to properly implementing the work of archiving records and documents.
