Use technology as a powerful assistant to share and reduce the increasingly large workload for commune-level cadres and civil servants - the force shouldering heavy administrative tasks at the grassroots level.
That message was delivered by Minister of Science and Technology Nguyen Manh Hung at the State Management Conference for the second quarter of 2025. This is not only a technical proposal but also a policy orientation, stemming from the practice of reorganizing local governments according to a two-tier model. When many functions and tasks from the district level are transferred to the commune level, the requirement to innovate working methods is inevitable. And in that, technology, especially artificial intelligence (AI), is expected to "ease the work" of commune-level officials and civil servants.
The Ministry of Science and Technology has issued a document guiding the use of large language models (AI chatbots) for officials, civil servants, public employees and workers in state agencies. Accordingly, civil servants are encouraged to use chatbots as assistants to support searching, processing documents, synthesizing data, preparing reports or building documents - tasks that take up most of administrative time. However, the use of AI chatbots must comply with strict principles of confidentiality, information security, avoiding sharing sensitive, internal data or violating public morality and political views. More importantly, AI cannot replace humans - officials still have to use knowledge and experience to evaluate output information.
In fact, many localities have begun to exploit technology to serve administrative reform. From using smart office software, implementing full-process online records, to establishing technology exchanges, the rate of enterprises with innovative activities also increased to 38.8% in 2024. All are gradually moving towards the goal of forming a comprehensive innovation ecosystem.
For the commune level, “using technology to reduce the workload for commune-level officials” needs to be specified by policies, actions and commitments from leaders at all levels. To maintain the quality of service to the people, AI cannot replace humans, but rather enable humans to work better. It is considered a smart companion tool, saving time for mechanical tasks so that humans can focus on tasks that require thinking and decision-making.
