At the opening ceremony, Prime Minister Pham Minh Chinh and other leaders and delegates observed a minute of silence to commemorate the victims of natural disasters and floods in the central region.
Speaking at the ceremony, Prime Minister Pham Minh Chinh emphasized that we have sent sincere and affectionate feelings and practical actions from the Vietnam National Village for Ethnic Culture and Tourism to our compatriots in the central region who are suffering from natural disasters in the spirit of great national solidarity, warm "comradely love and compatriotism", leaving no one behind. This event is of special significance, taking place in the atmosphere of the whole country looking forward to the 14th National Congress of the Party - a milestone in the journey of innovation and development of the country; at the same time practically celebrating the 95th anniversary of the founding of the Vietnam National United Front - Traditional Day of the Vietnam Fatherland Front (November 18, 1930 - November 18, 2025) and Vietnam Cultural Heritage Day (November 23).

This is also an opportunity for us to honor the traditional cultural values, unity in diversity of 54 ethnic groups; review and deepen the traditions and cultural heritage, pay tribute to the past passed down from generations of ancestors, honor the present and arouse aspirations for the future. This is also a meaningful forum for ethnic groups to meet, exchange, learn from each other, build a new cultural life, strengthen the great national unity - a solid support for our nation whenever we face difficulties and challenges.

In particular, the 2nd Muong Ethnic Cultural Festival is a special highlight, contributing to a vivid and complete introduction of the cultural identity of the Muong ethnic group - one of the ethnic groups with a rich culture and identity, with richness that has left behind works of quintessential value such as the majestic epic "Birth of the Earth and Water", unique arts such as the unique Muong gong, profound folk songs, colorful costumes, culinary dishes imbued with the unique identity of the Muong ethnic group... All create a vivid picture of the soul, intelligence and creativity of the Muong ethnic group.

President Ho Chi Minh - the genius leader, the great teacher of the Vietnamese revolution, the national liberation hero, the world cultural celebrity, advised "Culture must light the way for the nation". Accordingly, the Party and State of Vietnam determined that culture is the endogenous strength of our nation, the spiritual foundation of the people; "If culture exists, the nation exists, if culture is lost, the nation is lost"; culture must be scientific, popular and deeply national; culture must be civilized, modern, truly become the driving force, an important resource to promote national development, and at the same time be a soft power to enhance the position of our nation and people in the international arena. Our Party and State always determine: Culture is the spiritual foundation of society, both the goal and the driving force for sustainable national development. Thanks to that, the work of preserving and promoting the cultural heritage of ethnic groups has achieved many remarkable achievements.

Among those achievements, the Vietnam National Village for Ethnic Culture and Tourism has become a living symbol. From a major policy of the Party and the State, after more than 15 years of construction and development, the Cultural Village has truly become a "Common Home" of 54 ethnic groups; a place to gather, perform, transmit and spread the unique cultural values of 54 ethnic groups; a place where domestic and foreign tourists can experience and feel the breath of Vietnamese culture "unity in diversity".
On this occasion, the Prime Minister also particularly praised the role of the team of artisans, prestigious people in the community and ethnic minorities, the "living human treasures" who are day and night preserving the flame of national culture. Therefore, preserving and promoting the value of cultural heritage is not only a historical responsibility but also a way for us to honor the past, educate the younger generation and build a sustainable future for the Vietnamese people. We must act more decisively and more strongly, combining the nation's endogenous strength with the strength of the times, science and technology, and innovation to overcome these challenges.

In order to preserve and promote the cultural values of ethnic groups more effectively in the coming time, the Prime Minister requested the Ministry of Culture, Sports and Tourism, all levels, sectors and localities to focus on implementing well the following key tasks:
Firstly, continue to thoroughly and effectively implement the Party's Resolution on building and developing Vietnamese culture and people, considering the preservation and promotion of ethnic cultures as a regular, long-term task and the responsibility of the entire political system. Party committees and authorities at all levels need to include this content in specific action programs, ensuring close leadership and broad participation of the people.
Second, perfecting institutions and policies, issuing support mechanisms for artisans, craft villages, cultural enterprises, developing cultural and tourism products based on cultural and historical heritages; prioritizing the mobilization of resources for the preservation and promotion of traditional cultural values of ethnic groups and the development of cultural infrastructure, especially programs and projects for the preservation of culture and heritages that are at risk of fading away. The Government will continue to promote decentralization, strengthen supervision, and encourage public-private partnerships to mobilize all resources for culture.
Third, invest resources reasonably and effectively in cultural conservation programs and projects, especially heritages that are at risk of being lost. Closely link conservation work with sustainable tourism development and poverty reduction, so that culture truly becomes an asset, bringing economic benefits to ourselves, to each citizen, and to the Fatherland of Vietnam. It is necessary to build cultural tourism products with identity, environmentally friendly, ensuring benefits for local communities; support artisans in passing on their skills to the younger generation; apply digital technology to promote heritage, build community tourism models to help people in remote areas, ethnic minorities, border areas, and islands participate and benefit.
Fourth, pay attention to building and developing grassroots cultural institutions, especially in ethnic minority areas, ensuring the spread and fairness in cultural enjoyment. Strengthen propaganda and education on the value of national solidarity among the young generation; bring cultural heritage into the education system and community activities. Press agencies and social networks need to step up propaganda and introduce educational programs, documentaries, and exhibitions so that young generations understand and are more proud of the identity of Vietnamese ethnic groups.
Fifth, promote the role of the Vietnam Ethnic Culture and Tourism Village as a national and international cultural center, where cultural exchange activities and performances of unique ethnic groups are regularly organized. The Cultural Village needs to continue to be synchronously invested in infrastructure, develop sustainable cultural tourism products and promote propaganda and promotion; At the same time, the Village needs to continue to effectively organize and promote the cultural preservation space of 54 ethnic groups; increase the reception of artisans and ethnic people for daily activities, expand cultural experience and education programs for the community, students, everyone and international friends.
The Prime Minister emphasized that more than 83 years ago (1942), President Ho Chi Minh advised our people: "Our people please remember the word dong: unity of mind, unity of strength, unity of heart, alliance". That is a reminder to the entire Vietnamese people of the task of preserving and promoting the spirit, strength of great solidarity and responsibility to the entire nation in the history of the struggle to protect and build the country.
Today, let us continue to let that value guide all decisions and actions to build a strong, united, humane, creative and sustainable Vietnam. Let the Week of "National Great Unity - Vietnamese Cultural Heritage" become an event that spreads the spirit of solidarity, arouses the awareness of preserving and promoting national cultural values, so that culture continues to light the way, so that the strength of great unity continues to lead the way and so that today's and future generations will firmly follow in the footsteps of their ancestors, continue to write the glorious pages of history of the heroic Vietnamese nation, of the heroic Vietnamese people, so that we can firmly advance towards socialism.
We need to mobilize the strength of the entire people, the state, the front, socio-political organizations, the business community and each family to realize the goal: culture is the foundation, people are the center, solidarity is the strength. By 2030, we aim to build a comprehensive culture, heritage is preserved, tourism becomes a spearhead economic sector and national solidarity is firmly consolidated, contributing to the realization of two goals: by 2030, we will be a developing country with modern industry and high average income; by 2045, we will be a developed country with high income.
The Prime Minister firmly believes that the success of the Week of “Great Unity of Ethnic Groups - Vietnamese Cultural Heritage” and the 2nd Muong Ethnic Cultural Festival in 2025 will demonstrate the spirit of “each citizen is a cultural ambassador” and affirm the will to rise up and join hands to build a prosperous and happy life for ethnic groups, contributing to enriching historical traditions. The Prime Minister also called for joint efforts, sharing joys and sorrows, and sharing with the people of the central region.
* At the opening ceremony, Prime Minister Pham Minh Chinh and Permanent Vice Chairman of the National Assembly Do Van Chien witnessed corporations, businesses, agencies, collectives and individuals donating 540.5 billion VND to support people in the central provinces to overcome the consequences of natural disasters and floods through the Central Committee of the Vietnam Fatherland Front. The Organizing Committee also called on delegates and audiences to scan the QR Code to join hands to help people in the central region.
