General Secretary: Important personnel preparation step for the 14th Party Congress

At the announcement ceremony, on behalf of the Politburo, General Secretary To Lam presented the Politburo's decision to transfer and appoint General Trinh Van Quyet, Secretary of the Party Central Committee, Director of the General Department of Politics of the Vietnam People's Army, to the position of Head of the Central Propaganda and Mass Mobilization Commission; presented the Politburo's decision to assign comrade Le Minh Tri, Secretary of the Party Central Committee, Chief Justice of the Supreme People's Court, to the position of Deputy Head of the Standing Committee of the Central Internal Affairs Commission .

General Secretary To Lam also presented flowers to congratulate comrade Nguyen Trong Nghia, Politburo member, Party Central Committee Secretary, Head of the Central Propaganda and Education Commission for Mass Mobilization, on his new assignment.

Congratulating the comrades on their new assignments, General Secretary To Lam stated that recently, with great political determination, the entire Party has basically completed the comprehensive arrangement and streamlining of the apparatus in the political system, successfully completed the Congress of Party organizations directly under the Central Committee and is currently actively preparing the conditions to successfully organize the 14th National Congress of the Party in early 2026. To prepare a step for the personnel work of the 14th Congress and on the basis of the direction of personnel work of the 14th Congress of the Party approved by the 12th Central Conference, 13th term of the Party. And based on the standards, conditions and requirements of the work of agencies, units in particular and the entire political system in general, the Politburo has considered very carefully, ensuring the stability, inheritance and development of the Party's senior leadership team. Accordingly, there is 100% absolute agreement on the assignment and work division for a number of comrades, including 3 comrades assigned and mobilized today.

General Secretary To Lam presented the Decision on the position of Deputy Head of the Central Internal Affairs Commission to comrade Le Minh Tri.

The General Secretary stated that the three comrades Nguyen Trong Nghia, Trinh Van Quyet and Le Minh Tri have all been trained through practice; are exemplary in political qualities, ethics, and lifestyle; have capacity, prestige, specialized training, and relatively suitable work experience. All three comrades have also had achievements, results, and products in their assigned fields of work, meeting the standards, conditions, and requirements of the positions as prescribed.

You are all leaders and commanders who have received basic training and have also held many different positions and positions, have a lot of experience in leadership, direction and command work; have made many contributions to the common cause of the Central agencies and the Army. In particular, in the recent past, you have also actively worked with the Politburo and the Secretariat to direct the successful implementation of the country's political, economic and social tasks and contributed significantly to bringing our country into a new stage of development.

Senior Lieutenant General Nguyen Trong Nghia is a leader who grew up in the Army, has 46 years of working experience, has held many positions in the Party and political work in the Army and was formerly Deputy Director of the General Department of Politics of the Vietnam People's Army. Since 2021, he has been entrusted by the Politburo to hold the position of Head of the Central Propaganda Department. In his position as a member of the Politburo, Secretary of the Party Central Committee, Head of the Central Propaganda and Mass Mobilization Department, he has also made many important contributions to leading and directing the Party's propaganda and mass mobilization work. He has also contributed to building a strong Party in politics, ideology, and ethics, perfecting socialist democracy, and strengthening the close relationship between the Party and the People; fighting against erroneous and hostile viewpoints, and arguments that distort the Party's guidelines and policies, and the State's policies and laws.

The General Secretary stated that with the assignment of comrade Nguyen Trong Nghia to return to the Army to hold the position of Chief of the General Political Department of the Vietnam People's Army this time, the Politburo also strongly believes that with his experience, comrade Nguyen Trong Nghia will excellently complete the tasks of Party work and political work in the Army and will have new developments worthy of the position and role of the General Political Department - the agency in charge of Party work and political work in the entire army under the leadership of the Party and the Central Military Commission. With the experience of having gone through the position of Head of the Propaganda and Mass Mobilization Department, the connection between the aspects of Party work and political work and ideological work in the Vietnam People's Army will be further strengthened, and at the same time, the relationship between the General Political Department and Party agencies, especially political work, ideological work, and the work of building a regular, elite, and modern Army in the new period.

Comrade General Trinh Van Quyet is a leader and commander of the Army, having held many positions in the fields of Party and political work of the Army. In his position as Secretary of the Party Central Committee and Director of the General Political Department of the Vietnam People's Army, he has also worked with the Central Military Commission and the General Political Department to lead and advise on many basic policies and strategies to build a clean and strong Party organization of the Army.

The fact that comrade Trinh Van Quyet was assigned to hold the important position of Head of the Central Propaganda and Mass Mobilization Commission also shows the Politburo's trust and high appreciation for him. Hopefully, with his many years of experience, many years of doing Party work and political work in the army, he will inherit and promote the achievements of propaganda and mass mobilization work in the coming time.

Comrade Le Minh Tri is an experienced cadre in advising on leadership and direction of law protection work. In his position as Secretary of the Party Central Committee and Chief Justice of the Supreme People's Court, he and the Party Committee of the Supreme People's Court have promptly and proactively led, directed, and proposed the construction of a model of People's Courts at all levels in accordance with the two-level local government, ensuring that the activities of the Court system are continuous, effective, without interruption of work, and without omission of tasks. At the same time, the Court sector has also made many innovations in institutional building, application of information technology, improving the quality of handling and adjudicating all types of cases, contributing to the protection of human rights, civil rights and socialist legal system, and strengthening people's trust in justice.

The General Secretary said that Comrade Le Minh Tri had also worked for a period of time at the Central Internal Affairs Commission as Deputy Head of the Commission. The Politburo also had great confidence in assigning a new task to Comrade Le Minh Tri and hoped that he would quickly grasp the new work at the Central Internal Affairs Commission - an advisory body assisting the Party Central Committee, directly and regularly the Politburo and the Secretariat on major policies and guidelines in the field of internal affairs, anti-corruption, anti-waste, negativity and judicial reform, and at the same time being a specialized agency for internal affairs of the Party, a standing body of the Central Steering Committee on anti-waste and negativity and the Central Steering Committee for judicial reform.

General Secretary To Lam affirmed that the appointment of three comrades Nguyen Trong Nghia, Trinh Van Quyet and Le Minh Tri to new positions is an important step in preparing personnel for the 14th National Party Congress. The General Secretary hopes that the comrades will continue to promote the results of their work in the past time, continue to work with the Central Military Commission Standing Committee, the leaders of the Ministry of National Defense, the General Political Department of the Vietnam People's Army; the leaders of the Central Propaganda and Education Commission; the leaders of the Central Internal Affairs Commission to unite, unite, and strive to successfully complete all assigned tasks. The immediate focus is to focus on advising the Central Committee to prepare the conditions for the successful organization of the 14th National Party Congress.

On behalf of the comrades taking on new tasks, Comrade General Trinh Van Quyet, Secretary of the Party Central Committee, Head of the Central Propaganda and Mass Mobilization Commission, expressed his honor to be entrusted with the new responsibility by the Politburo and the Secretariat. Each comrade will constantly train his political mettle, set an example in action, together with the agency to perform well the assigned tasks, and at the same time coordinate well with relevant agencies, contributing to building a strong Party, building a truly socialist Vietnamese State of the people, by the people and for the people./.
