The Central Party Office issued the Notice of Conclusion of the General Secretary at the working session with the Party Committee of the Ministry of Health and central ministries, branches and sectors on the care and protection of children in special circumstances (Notice No. 432-TB/VPTW, dated November 26, 2025).
The announcement stated that on November 24, 2025, at the Party Central Committee Headquarters, the General Secretary had a working session with the Party Committee of the Ministry of Health, central and local departments, ministries and branches (including Party Central Committee members: Pham Gia Tuc, Chief of the Party Central Committee Office; Nguyen Dac Vinh, Chairman of the National Assembly's Committee for Culture and Society; Dao Hong Lan, Minister of Health; Lam Thi Phuong Thanh, Permanent Deputy Chief of the Office; Party Committees of the Ministries: Health, Education and Training, Finance, Home Affairs; Party Committee of the Fatherland Front, central mass organizations; Hanoi Party Committee; Vietnam Association for Protection of Children's Rights; Party Central Committee Office) on the care and protection of children in especially difficult circumstances. After listening to the report of the Party Committee of the Ministry of Health and the opinions of relevant agencies, the General Secretary concluded as follows:
Children in special circumstances are disadvantaged, especially in terms of living conditions, nutrition, education and health care.
Caring for children in special circumstances is not only to heal current misfortunes but also to care for the future and sustainable development of the country, demonstrating the humanity and superiority of the socialist regime.
To do this well, Party committees, Party organizations, authorities and unions at all levels are required to focus on implementing the following tasks and solutions:
1. Minimize the number of new abandoned children: This is the most humane and fundamental priority task in the care and protection of children in special circumstances.
There needs to be solutions for psychological and legal counseling, reproductive health care, and socio-economic support for high-risk groups such as women with unwanted pregnancies, single mothers, broken families, or migrant workers facing deadlocks in life; building a network of social collaborators with the participation of socio- political organizations, especially women's associations and youth unions, to grasp the situation in residential areas.
At the same time, grassroots Party committees and authorities must pay close attention to people's lives, grasp the difficult circumstances in the area to have timely support measures, considering this a direct political responsibility of their level and organization.
2. Ensure that all abandoned children are received, cared for safely and promptly. The place of discovery (hospital, residential area, police, government) is the responsible place; must implement specific, serious and synchronous procedures and regulations in organizing primary health care, health screening, handover, reception, and preparation of legal documents according to regulations.

Absolutely do not shirk responsibility, cause delays, or affect the safety and lives of children. If there are cases of abandoned children, abused children, or children being exploited, the organizations and individuals involved must be seriously considered and dealt with.
3. Innovate the model of care for children in special circumstances, improve the capacity of the existing social protection system.
Agree on the goal of gradually shifting from a centralized care model for children in special circumstances to a family-community care model, in the direction of small houses and small groups, so that each group of children is associated with a stable caregiver, creating a close family-like environment, suitable for children's psychology and progressive trends in the world.
It is necessary to pay attention to upgrading and strengthening existing social protection facilities in terms of facilities, equipment, social workers, standards of care, and prevention of violence and abuse.
Overcoming the situation of formal, degraded or irresponsible operations. At the same time, it is necessary to review and balance resources to develop new facilities in localities with great demand such as large cities and concentrated industrial zones; perfecting transparent socialization mechanisms to mobilize non-budgetary resources to participate in the care and protection of children in special circumstances.
4. On the assignment of tasks to relevant agencies:
Assignment to the Government Party Committee:
- Direct the Party Committee of the Ministry of Health to preside over the development and completion of a connection process from detection-reception-initial care for abandoned children, ensuring that all abandoned children are supported from the beginning and managed in connection with the population database.
- Direct the Party Committee of the Ministry of Education and Training to take the lead in developing educational programs and supporting integration for children of all ages; ensuring that all children can attend school fully and are not discriminated against.
The Central Public Security Party Committee is assigned to preside over and coordinate with the Party Committee of the Ministry of Justice and the People's Committees of provinces and cities to direct local authorities to take responsibility for fully implementing legal procedures so that children in special circumstances can fully enjoy social security, education, and health care policies; closely monitor and prevent child abuse and exploitation.
Assign the Party Committee of the Fatherland Front and central mass organizations to lead and direct socio-political organizations to strongly promote their core role in mobilizing the entire population to care for and sponsor abandoned children; replicate models that have proven effective such as: "godmother," "peaceful home," "trusted address," "for beloved juniors," "adopted children of commune police," "adopted children of border guards"...; strongly mobilize people's strength and social resources in caring for abandoned children.
Assign the National Assembly Party Committee to direct relevant agencies to review and perfect legal regulations related to children in special circumstances in accordance with the Party's policies.
Local authorities at all levels, especially Hanoi, Ho Chi Minh City and large cities, must take the lead in transforming the model of care for children in special circumstances; at the same time, improve the capacity of social protection facilities, and prevent overload, neglect of children or laxity in responsibilities.
The Central Party Office coordinates to monitor, urge, report, and promptly advise on solutions to remove difficulties arising during the implementation process.
