At the conference, delegates focused on discussing and evaluating the results of leadership in implementing military and defense tasks in the first 6 months of 2025; determining directions, tasks, and solutions for leadership in implementing tasks in the last 6 months of the year; reporting on the formation of the parade force in the celebration of the 80th anniversary of the successful August Revolution (August 19, 1945 / August 19, 2025) and the National Day of the Socialist Republic of Vietnam (September 2, 1945 / September 2, 2025).
Effectively implement strategic breakthroughs
The central report and opinions presented at the conference unanimously assessed that in the first 6 months of 2025, the Central Military Commission and the Ministry of National Defense thoroughly grasped and strictly implemented the Party's directives and resolutions, the State's policies and laws, upheld principles, closely followed reality, united, resolutely led and directed the entire army to promote the results of 2024, effectively implemented strategic breakthroughs, and successfully and excellently completed the tasks set out at the beginning of the year.
Notably, the Central Military Commission and the Ministry of National Defense have performed well their advisory functions to the Party and State on military and national defense; promoted their core role in building a national defense for all people; responded promptly to traditional and non-traditional security challenges, avoiding passivity and surprise; accelerated and successfully completed the goals and tasks of the Resolution of the 11th Party Congress of the Army; directed party congresses at all levels towards organizing the 12th Party Congress of the Army, creating a solid foundation to enter the breakthrough stage of building a revolutionary, disciplined, elite, and modern Army, firmly protecting the Fatherland, maintaining a peaceful and stable environment for the country to be self-reliant, confident, and advance strongly in the era of national prosperity, civilization, prosperity, and growth.

Concluding the Conference, General Secretary To Lam highly appreciated the Central Military Commission's Standing Committee for directing and carefully preparing the contents to be submitted to the Central Military Commission. He emphasized that the results achieved in the first 6 months of 2025 were due to the regular, direct, and comprehensive leadership and direction of the Politburo and the Secretariat and the close and effective coordination of the central and local departments, ministries, branches, and agencies. To promote and further improve the results of leadership in implementing the tasks in the last 6 months of 2025, the General Secretary requested the Central Military Commission to focus on leading and directing the implementation of "3 focuses, 3 drastic measures", focusing on doing well the preparation work and successfully organizing the 12th Party Congress of the Army; participating with the highest responsibility and the best quality in the contents serving the 14th National Congress of the Party. Leading and directing the implementation of the arrangement of the local military organization system in accordance with the organization of the 2-level local government apparatus. Leading and directing to improve the ability to forecast, research, grasp, and correctly assess the situation, promptly advise the Party and State on policies and strategies to ensure the highest national interests, firmly protect the independence, sovereignty, unity, and territorial integrity of the Fatherland.
Regarding the "3 resolutes", General Secretary To Lam stated: Resolutely implement the "Digital Education for the People" movement, carry out administrative reforms, and digital transformation in military administrative management; make sure that every officer and soldier is a "digital soldier", mastering the digital platform, and having digital skills to serve effectively in performing assigned tasks; must "modernize people" before "modernizing weapons and equipment". Resolutely and strongly implement key military and defense projects.
