On the afternoon of June 19, the leadership of Dak Nong Provincial People's Committee held a meeting on the handover and preparation for the commune-level government to come into operation.

Speaking at the meeting, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Ho Van Muoi emphasized that the remaining time for the new government to come into operation is only counted by the days. Now, departments, branches and localities are reviewing to see if there are any unfinished tasks that need to be accelerated.
As for the 8 project management boards of districts and cities, the Provincial People's Committee agreed on a plan to maintain operations until July 1, to ensure that public investment disbursement is not blocked during the process of two-level government operations.

The Provincial People's Committee Office requested that departments and branches review all plans and inspection and audit results. If there are any outstanding issues, they must be resolved before merging into the new province.
“For businesses and investors who have project documents, specialized departments must submit them early for the Provincial People's Committee to approve. Projects that are still stuck and have not been approved by the Standing Committee must also be clearly answered for businesses,” Chairman of the Provincial People's Committee Ho Van Muoi directed.

At the meeting, the Department of Home Affairs reported on the work related to the arrangement of administrative units to come into operation from July 1, 2025. The Department of Finance reported on the handover of assets, finance, and public investment related to the arrangement of commune-level administrative units.
Departments, branches, People's Committees of districts and cities specifically reported on the implementation results and preparations for the conditions for commune-level authorities to come into operation. Regarding public investment, Director of the Provincial Construction Investment Project Management Board Ha Sy Son said that the process of transferring tasks, especially compensation and site clearance at some projects, is facing difficulties.

“There are cases where plans were made in two districts, but after merging, they became communes, causing confusion in implementation. We have suggested that there should be specific instructions so that implementation is not interrupted, ensuring progress and efficiency of public investment,” Mr. Son proposed.
Regarding public investment, Chairman of Dak R'lap District People's Committee Nguyen Quang Tu said that most projects and works funded by local and district budgets have been finalized. Some projects funded by central and local budgets have prepared complete documents for handover.
“In order for the two-level government to come into operation, in which Kien Duc commune was chosen as the first operational commune, the locality has assigned specific tasks. We propose that the Provincial People's Committee direct specialized departments and branches to guide and support administrative management software for smooth operation,” Mr. Tu proposed.

Chairman of Dak Glong District People's Committee Tran Nam Thuan said that currently, the locality is renovating some headquarters to serve as working areas for officials, civil servants and public employees of the communes.
“Regarding public investment, the district has a total of 127 projects in various fields. To date, 94 projects have been finalized. The remaining 33 projects are undergoing site clearance, planning and implementation. We are completing the documents and procedures to transfer to the communes after July 1,” said Mr. Thuan.

At the meeting, Standing Vice Chairman of the Provincial People's Committee Le Trong Yen emphasized that currently, Dak Nong's public investment is very low compared to the national average. In the remaining time of June 2025, Dak Nong needs to promote this field. In particular, localities focus on site clearance for a number of key projects.
“Work under the authority of Dak Nong province should be done promptly, avoiding bringing documents and procedures to the new province to prolong the time. Whatever can facilitate people and businesses, we are determined to do,” emphasized Permanent Vice Chairman of the Provincial People's Committee Le Trong Yen.

TUV, Vice Chairwoman of the Provincial People's Committee Ton Thi Ngoc Hanh directed that the work of poverty reduction and eliminating dilapidated temporary houses is being carried out very vigorously. Departments and branches should focus on any remaining problems and report them immediately to the Provincial People's Committee for timely resolution.
Concluding the meeting, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Ho Van Muoi directed that on public investment disbursement, departments, branches and localities should focus, be determined and resolute in doing things, and avoid leaving any stages unfinished.

Regarding the trial operation of pilot commune and ward models after the merger, the office is requested to coordinate with the Department of Home Affairs to make a specific plan to organize scientifically and thoughtfully. Regarding the issue of whether officials stay or go, the Dak Nong Provincial People's Committee has not yet decided. Because this issue must wait until the new province is established to have enough authority to decide.
“In just 10 days, the entire new apparatus will officially come into operation. In any position or job, each cadre, civil servant, and public employee must fulfill their responsibilities. During the operation, any unit or locality with outstanding achievements must be honored and recognized,” emphasized Chairman of the Provincial People’s Committee Ho Van Muoi.

The Chairman of the Provincial People's Committee directed that, for the office building only, localities should not ask for anything more. For now, depending on the district budget, each unit will calculate reasonably to repair. Because, currently, the districts have proposed to the Department of Finance but there is not enough time for approval.
