General Secretary To Lam arrives in Pyongyang, beginning his first state visit to North Korea

On the morning of October 9, 2025, General Secretary To Lam and a high-ranking Vietnamese delegation arrived in the capital Pyongyang, beginning a State visit to North Korea and attending the 80th anniversary of the founding of the Workers' Party of Korea from October 9 to 11, 2025.

General Secretary To Lam's visit took place at the invitation of General Secretary of the Workers' Party of Korea and Chairman of the State Affairs Commission of the Democratic People's Republic of Korea Kim Jong Un.

General Secretary To Lam's first visit to North Korea

From October 9 to 11, the General Secretary will have activities within the framework of a state visit and attend the ceremony to celebrate the 80th anniversary of the founding of the Workers' Party of Korea.

This is the first visit to North Korea by General Secretary To Lam and the first by a head of the Communist Party of Vietnam in 18 years. The trip takes place on the occasion of the two countries celebrating the 75th anniversary of the establishment of diplomatic relations.

Accompanying the General Secretary on this visit were 7 Politburo members including Mr. Le Minh Hung, Head of the Central Organizing Committee; Phan Dinh Trac, Head of the Central Internal Affairs Committee; Nguyen Duy Ngoc, Head of the Central Inspection Committee;

Mr. Do Van Chien, Chairman of the Central Committee of the Vietnam Fatherland Front; Mr. Nguyen Xuan Thang, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council;

General Phan Van Giang, Minister of National Defense; General Luong Tam Quang, Minister of Public Security.

Also present were Mr. Le Hoai Trung, Acting Minister of Foreign Affairs; Mr. Nguyen Chi Dung, Deputy Prime Minister; Mr. Nguyen Khac Dinh, Vice Chairman of the National Assembly; Mr. Pham Gia Tuc, Chief of the Party Central Committee Office; Mr. Tran Duc Thang, Acting Minister of Agriculture and Environment.

Mr. To An Xo, assistant to the General Secretary, in charge of the General Secretary's Office and Vietnamese Ambassador to North Korea, was also in the official delegation, according to VNA.

Affirming Vietnam's foreign policy

"This visit has many special meanings. It is Comrade To Lam's first visit to North Korea as General Secretary and the first state visit by the General Secretary of the Communist Party of Vietnam to North Korea in 18 years," Permanent Deputy Minister of Foreign Affairs Nguyen Minh Vu affirmed when answering the press before the visit.

The trip, taking place right on the occasion of the two countries celebrating the 75th anniversary of establishing diplomatic relations, according to Mr. Nguyen Minh Vu, vividly demonstrates the importance that the two Parties and two States attach to the traditional friendship between Vietnam and North Korea .

The Permanent Deputy Minister of Foreign Affairs affirmed that this visit has very important meanings and purposes.

First of all, the visit continues to affirm Vietnam's consistent foreign policy of valuing relations with traditional friendly countries.

This is a very important occasion for the top leaders of the two Parties and two countries to exchange and agree on strategic orientations to inherit and promote the traditional friendship between the two Parties and two countries.

Thereby enhancing bilateral cooperation in the new period "in accordance with relevant international regulations" and meeting the aspirations and wishes of the people of the two countries, especially in areas such as health, culture, sports, people-to-people exchange, and agricultural cooperation.

Also according to Permanent Deputy Minister Nguyen Minh Vu, as an active and responsible member of the international community, with this visit, Vietnam continues to demonstrate consistent support for trends, efforts and contributions to peace, stability and development cooperation on the Korean peninsula , in the region and in the world.

Mr. Vu affirmed that the state visit of General Secretary To Lam "will be an important milestone" in the relationship between the two countries, affirming that this is a "historic visit" that will create new results for the relationship between the two countries.

Vietnam and North Korea established diplomatic relations in 1950. The two sides chose 2025 as the Vietnam-North Korea Friendship Year to celebrate the 75th anniversary of the establishment of relations.

Recently, the two countries have signed a number of bilateral cooperation agreements in the fields of culture, health, civil aviation, judicial assistance, investment encouragement and protection, and double taxation avoidance.
